About this file

This Statement of Work (SOW) details exterior improvements for Building 20 at the National Centers for Animal Health in Ames, Iowa, scheduled for March 6, 2025. The project encompasses four primary sections: (1) replacing a 12-inch CMU block wall and its foundation, (2) installing a new concrete spill containment basin around six electrical transformers, (3) implementing a new rainwater drainage system to redirect water away from the building, and (4) replacing approximately 1,400 square feet of the employee entrance sidewalk.

The project requires comprehensive site work including demolition of existing structures, precise concrete and masonry installation, drainage system implementation, and restoration of surrounding landscape areas. Key technical requirements include constructing a new wall with specific painting specifications, creating a spill containment basin sized to hold one transformer's capacity plus additional freeboard, installing a French drainage system, and ensuring proper water flow management. The contractor must adhere to multiple regulatory standards including NFPA, OSHA, and local building codes, and will need to provide detailed submittals, warranties, and documentation for all project components.

Statement of Work

Building 20 North Side Improvements Project

National Centers for Animal Health

Ames, Iowa

3/6/25

BACKGROUND:

On the north side of building 20, there is a CMU block wall that separates the building 20 employee entrance from the electrical equipment feeding the building. This wall has deteriorated over the years due to salt application of the adjacent sidewalk. The sidewalk has also begun to crack and sink due to salt application and poor drainage. Additionally, the 6 electrical transformers that are on the east side of the CMU wall, do not have a spill containment basin to capture any oil leaks from the transformers in the event of a failure of one of the transformers. Finally, during periods of heavy rain or melting snow, the north side of building 20 will get overly saturated and cause rainwater to infiltrate into the main electrical room in the basement of building 20.

SCOPE:

There are 4 sections to this project:

1. Replace the 12-inch CMU block wall. This shall include replacement of the foundation of the wall.

2. Install a new concrete spill containment basin around the 6 transformers.

3. Install a new rainwater drain system that will direct rainwater and groundwater away from the building and also direct any water that collects in the spill containment into this new drainage system.

4. Replace approximately 1400 square feet of the employee entrance sidewalk on the north side of building 20.

SECTION 1: NEW 12-INCH CMU WALL

1. Remove existing metal wall panels and metal trim.

2. Demolish existing 12-inch CMU block wall down to the concrete foundation.

3. Demolish existing concrete foundation for the current wall.

4. Install new concrete wall foundation as shown on page P04 of the drawings. Depth of new footing to match original. Subbase shall be level.

5. Construct a new 12-inch CMU block wall following existing specifications.

6. Paint east side of 12-inch CMU block wall using Perma-Crete High Build 100% Acrylic

Topcoat 4-22 (Pastel)or approved equivalent. Apply according to manufacturer’s recommendations. Apply two finish coats.

7. Install new non-insulated metal wall panels and trim on west side of CMU wall. Metal wall panels shall match the non-insulated metal wall panels that were removed previously in material and color.

SECTION 2: NEW SPILL CONTAINMENT

1. Remove existing river rock and any landscaping fabric from around the 6 transformers to allow installation of new spill containment basin. River rock may be reused.

Landscaping fabric shall be appropriately removed and disposed of and replaced with new.

2. Construct new concrete spill containment basin around all 6 transformers sized as to provide storage for the capacity of one transformer plus 6-inches of freeboard for a 25-year, 24-hour storm event.

3. New concrete spill containment basin shall slope to a single point that will drain into the new rainwater drainage system referenced on page P16 of the drawings.

4. When completed, the new concrete spill containment pad shall be free of cracks and any joints shall be sealed to prevent seepage through the pad and into the ground. Any defects found in new spill containment basin shall be replaced/repaired by the contractor.

5. New concrete spill containment basin shall have a 2-inch spring actuated drain valve located in the southwest corner of the new basin. That location shall be the lowest point in the new basin and will drain into the new French drainage system via the new river rock bed. New 2-inch drain valve shall be normally closed to prevent transformer oil from entering storm drainage system.

6. New spill containment basin shall be sloped in such a way to prevent pooling of rainwater inside new basin walls.

7. New spill containment basin shall be installed as to prevent pooling of water around the top of the basin. New 2-inch drain shall be placed to flow into the new French drainage system.

8. Contractor is allowed to remove perimeter fencing as needed. Chain link fence shall be reinstalled in the same location as it was prior to project.

9. Replace/repair any damaged areas around the new spill containment basin to normal or better condition than prior to the start of the project. Area around new spill containment basin shall be river rock as before.

SECTION 3: NEW DRAINAGE SYSTEM

1. Replace approximately 1400 square feet of the grass area between the fenced area and building 20 with river rock of the same size of the existing river rock that is around the switchgear and transformers. See page P16 of the drawings for reference.

2. New river rock bed shall have a base of sand and landscaping fabric to prevent weeds from growing. Sand bed for the new river rock shall be 4-inches and the sand bed shall be covered with landscaping fabric before adding the new river rock. New river rock bed shall have metal landscape edging on the east end to prevent rocks from entering the grass area. Landscape edging shall be of the same type and material as the product used around the transformer area.

3. New river rock area shall be blended into the existing river rock around the transformers. Slope shall be towards the new catch basin.

4. New river rock drainage bed shall be sloped to allow rainwater to flow from the 2-inch drain valve on the concrete spill containment basin and from the building downspout to the center of the river rock bed into the new catch basin.

5. Install a new catch basin as shown on the drawings in such a way that it will catch water from the downspout and the spill containment basin. New catch basin and grate shall have a flow capacity of no less than 60 gallons per minute to allow for runoff from the building downspout and the new spill containment basin.

6. Trench over to the existing northeast pump pit located on the northeast corner of building 20. See drawing P02 for location. Trench shall be below the frost line at 42-inches deep.

7. Drainage trench shall be sloped between 1% to 2% towards the northeast pump pit to allow water to dump into existing pit.

8. Install new 4-inch PVC pipe in new trench.

9. Connect new catch basin with 4-inch PVC pipe over to the northeast pump pit.

10. Core drill into the concrete column of the NE pit to allow the 4-inch PVC pipe to enter.

11. Seal around the newly installed 4-inch PVC pipe with 4-inch link seal.

12. Backfill drainage trench with clean soil.

13. Repair and reseed any areas affected by the installation of this new drainage trench back to normal or better condition than prior to the start of the project.

SECTION 4: REPLACE NORTH ENTRANCE SIDEWALK

1. Install pedestrian traffic barriers and signage to route employees away from and around construction area. Maintain barriers until concrete has fully set and sidewalk can be opened to the public or until construction operations in the area have ceased that may cause a danger to pedestrians; whichever comes later.

2. Remove landscaping edging stones to accommodate new sidewalk. Replace landscaping edging to original configuration once new sidewalk has been installed.

3. Light bollards and benches that are removed or damaged during the installation of the new sidewalk, shall be reinstalled or replaced by the contractor at no additional cost to the government.

4. Reuse existing river rock on west side of landscape stone edging. Any landscaping fabric that is removed or damaged by installation of new sidewalk shall be replaced by the contractor at no additional cost to the government.

5. Remove approximately 1400 square feet of the existing north employee entrance down to the existing base. Remove all debris from site.

6. Repair the subgrade to prevent runoff from affecting the new CMU wall. Sloping of new sidewalk shall be towards the north to the parking lot.

7. Replace sidewalk with new concrete to match original. New sidewalk shall be the same thickness as the existing concrete sidewalk. Use 6-inch by 6-inch welded wire fabric for reinforcement. See details on page P21 of the drawings.

8. New sidewalk shall have a broom finish when completed.
