STATEMENT OF WORK

Project Title: Emergency Irrigation Pump Repair

Project Location: USDA ARS Central Ferry Research Farm 639 Hastings Hill Rd, Pomeroy, WA 99347

I. GENERAL. Emergency repair of the pump system that fills the irrigation system of the Central Ferry Plant Germplasm Introduction and Testing Research Unit Farm

II. Scope of Work:

Following extensive diagnostics prompted by significant pump station vibration, it has been determined that the pump shaft bushing has deteriorated after 56 years of operation. The well, rated at 1,800 gallons per minute, serves as the primary irrigation source for a 100-acre research farm supporting Pullman Germplasm and low-elevation seed grow-out trials.

Without this system, plant propagation will cease, jeopardizing critical breeding, preservation, and research initiatives—including native species development and medicinal plant exploration. Immediate need for this repair is crucial.

III. Description of Work:

1. Pre-Removal Operations:

a. Disconnect and safely secure the Wi-Fi antenna.

b. Remove the overhead shade structure.

2. Pump Disassembly and Removal:

a. Disconnect all electrical components.

b. Remove the 150 HP vertical turbine motor.

c. Extract and remove the existing 65-foot pump shaft assembly.

3. Component Replacement and Reinstallation:

a. Install a new pump shaft assembly and ground pedestal.

b. Reinstall the pump motor and complete electrical connections.

c. Set the proper operational gap in the bowl assembly to ensure peak hydraulic efficiency.

d. Reinstall the oiler system to ensure proper bushing lubrication.

4. Finalization:

a. Reinstall the overhead shade.

b. Reconnect the Wi-Fi antenna and verify communication functionality.

IV. Coordination with USDA ARS Farm Manager:

1. The contractor is to perform the work so as not to interfere with Farm Manager’s day-to-day operations. Maintain all existing pedestrians and vehicle exits.

2. The Contractor is allowed to utilize a limited portion of the area to be coordinated with the Farm Manager. The Contractor shall protect all roadways from damage caused by their equipment and shall repair or pay for the repair of any damaged roads, curbs, and sidewalks. The Contractor shall be responsible for all security of their equipment and materials, including the safe handling of flammable liquids under 29 CFR 1926. 152(a).

3. The Contractor shall coordinate with the Farm Manager to contact miss utility and have USDA utilities marked prior to beginning any excavation work.

V. Work Restrictions:

1. General:

2. On-Site Work Hours: The facility is open 07:30 a.m. to 4:00 p.m., coordinate working hour limitations with the USDA ARS Central Ferry Farm Manager.

3. Existing Utility Interruptions: Do not interrupt utilities serving occupied facilities or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:

a. Notify USDA ARS Central Ferry Farm Manager not less than three business days in advance of proposed utility interruptions.

b. Obtain USDA ARS Central Ferry’s Farm Manager written permission before proceeding with utility interruptions.

VI. Noise, Vibration, and odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to facility.

1. Notify USDA ARS Central Ferry Farm Manager not less than three business days in advance of proposed disruptive operations.

2. Obtain USDA ARS Central Ferry Farm Manager written permission before proceeding with disruptive operations.

VII. Contractors are permitted to use the sanitation facilities.

VIII. Smoking is not permitted anywhere on project site.

IX. Controlled Substances: Use of tobacco products and other controlled substances on project site is not permitted.

X. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes.

XI. The Contractor shall always keep the work area and adjoining areas free from accumulation of excess materials, except in areas that have been approved for stockpiling removed materials. At the completion of the Work, the contractor shall remove all waste materials and rubbish from the project site as well as all equipment.
