Janitorial Services

August 8, 2025

1. Could you please clarify the expected daily cleaning schedule for all of the locations?

There seems to be some conflicting information after the site visit:

• Attachment 1 states cleaning is required once per week

• Section 5.0 lists hours of operation as Monday–Friday, 7:00 AM–5:00 PM

• Section 8.1 mentions that cleaning personnel are to perform tasks after the facility is closed and are responsible for arming the alarm. Refer to attached 1 for the frequency of cleaning.

A. All of the areas must be cleaned one time per week in accordance with Attachment 1 of the SOW.

The cleaning must take place Monday – Friday between the hours of 7:00 am and 5:00 pm excluding

Federal Holidays. Disarming and rearming the security system at NCGR is not needed, someone will be able to let cleaning staff in between 7am and 5pm. Disregard section 8.1.

2. During the site visit, it was mentioned that all vehicles parked in the USDA parking lot require an OSU parking pass. Will a government annual parking pass be provided by USDA?

A. No, parking passes are the responsibility of the contractor.

3. Can you please clarify if the unit of issue is a monthly price or an annual price?

A. Yes, it will be acceptable to quote a monthly price and an annual total.

4. Can you clarify—does the contract require both a shift leader and a supervisor, or would having just an on-site supervisor be sufficient? Section 6.2 mentions both a shift leader and a supervisor.

A. An on-site supervisor is sufficient.

5. During the site visit, it was mentioned that the janitor does not refill the multifold paper towel dispensers in the labs. Can you please confirm that the contractor is not responsible for refilling the multifold paper towels, specifically dispensers located in the labs?

A. I’m unaware of the specific conversation. The Contractor must restock paper towels.

6. Can you please confirm that interior and exterior window cleaning is not part of the contract expectations?

A. Under BSASIC CLEANING SERVICES 1.5 Clean Interior Glass/Mirrors: Clean all interior glass, including glass in doors, windows, partitions, walls, display cases, directory boards, etc. After glass cleaning, there must be no traces of film, dirt, smudges, water, or other foreign matter.

7. Can you please confirm that strip and wax services for the floors are not part of the contract expectations?

A. It is not.

8. Can you please confirm that carpet shampooing is not a requirement under the contract expectations?

A. It is not.

9. FSCRU - The RFP lists this 3-story building as 13,000 sq. ft. However, during the walk-through, we estimated the building to be closer to 45,000 sq. Ft. Additionally, we noted that HCRU, a 2-story building, is listed as 22,210 sq. Ft. Can you please confirm whether the 13,000 sq. ft. listed for FSCRU refers to the entire building or if it is intended to represent per floor?

A. We’ve estimated the space to be cleaned in the FSCRU building at 13,000 sq ft. But feel free to quote based on your own estimate of the building’s size.

10. Can we have a breakdown of Floor types by Square footage?

a. hard floor approx. 95% of net square footage

b. carpeted floor approx. 5% of net square footage

11. Can we have the complete list of Approved Supplies and Chemicals that fit your dispenser, Separated by Contractor-Furnished and Government Furnished?

A. The dispenser is a Waxie Solution brand. I’m unable to provide more detailed information on approved supplies and chemicals at this time. Referencing the SOW, the contractor will provide consumable supplies to include disinfectants, cleaners, degreasers, paper products, trash can liners, etc.

as needed. The government will provide equipment such as vacuums, mops, buckets, etc. as needed.

The contractor must give a two‐week lead time for equipment replacement.

12. Can we have the Supply and Chemical Usage from the past year?

A. We do not have this information.

13. Does the Government want 3 separate documents or one document containing all three evaluation factors?

A. Three separate documents are preferred. If you submit one document, Technical, Pricing, and Past

Performance must be clearly labeled.

14. If a parking pass is not provided by the government, what is the weekly/monthly cost for parking in zone B?

A. Daily $5, Monthly (first come first serve) $47, Annual which is only available on September 9th, 2025, for the 25-26 school year $558.

15. How long does the contractor have to on-ramp?

A. 30 days

16. Is there a current contract in place?

A. No

17. If there is a current contract, please provide the incumbent name, contract number, award amount, and period of performance.

A. There is not a current contract

18. What is your definition of aseptic cleaning?

A. cleaning to eliminate or minimize harmful microorganisms.

19. Do you have a preference for hospital-grade disinfectants?

A. no

20. Do you require hot tools for aseptic cleaning? If so, are these tools provided by the facility, or are contractors expected to supply them?

A. Steam cleaners, steam vaporizers, pressure washers, foggers, and autoclaves are not needed or provided.

21. The scope of work mentions that the contractor will provide supplies including paper products, trash liners, etc. Should we include the cost of consumables in the total proposal, or can we provide a separate price for consumables?

A. This will be a fixed price contract. Consumables must be included in the price.

22. How many employees per building does USDA currently have?

A. I can provide very approx. numbers by unit. LSS/HSCRU/Annex/Schreiner Lab/Growth chamber building:100; FSCRU and FSCRU greenhouse: 60; NCGR 40. Refer to the map for details. Other spaces on the map are likely <10.

23. Do we need to fill out the boxes in the solicitation provisions (examples: “is or is not”), or is our SAM registration sufficient for proposal submission?

A. An active SAM registration is sufficient.
