3SOO pg. 7Functional Area 3.1Functional Area 3, Item 1 states that "[the contractor shall] Maintain central system repository for all correspondence and communication with the applicants utilizing RD and contractor approved tracking information collection process". Please clarify what is required to "maintain" the central repository system. Is this "system" an existing system. Or will the contractor be asked to propose and deploy a system? If existing, on what platform does it exist (e.g. SharePoint, salesforce, etc.)?Nothing currently exists today. Contractor will work with RD to develop repository functionality.
4Attachment C pg 79.1.5 Performance Work StatementShould the PWS submitted by the offeror include relevant FAR clauses? The clauses that were included in the solicitation will be in the contract. If you feel other clauses need to be included, please provide separately and not as part of your proposal unless you added it in assumptions and clearly set it forth as a "suggestion for inclusion"
5Attachment C pg 48. Proposal Content"Volume 1 of the offeror’s proposal is the Technical Proposal. It includes the following sections: ...

b. Performance Work Statement (PWS) in response to the SOO

c. CLIN 001 Task Order PWS"

The Functional Area tasks and deliverables for the First Task Order are repeated in the Functional Area tasks and deliverables for the SOO. How does the government expect these two PWS sections to differ? The functional areas in the SOO and subsequent PWS can be pulled and utilized as required on the task orders. The contract scope must include all requirements set forth in any task order.
6Attachment C pg 69.1.2 Relevant Experience"Attachment H Corporate Experience Example Matrix may be used (copy and paste) in the offeror’s proposal"
Can the government please provide Attachment H?Delete there is NO ATTACHMENT H
7Attachment A pg 3Purpose"Possess experience in the broadband industry including specialized knowledge and experience in wireline and wireless communications."
How much support is the government estimating will be needed for wireline versus wireless assistance? How many applicants/entities/geographical areas does the government anticipate needing each type?At this time the government cannot quantify what technologies will proposed to be used. It is anticipated that more applications will be wireline versus wireless. As stated in SOO, government cannot determine number of applications that will be submitted or how many entities will apply. Geographic area consists of entire country and US possessions and territories.
8Attachment C pg 11-12Evaluation Factor 2Regarding Evaluation Factor 2: Technical Approach, Subfactor 1: Relevant Experience - In this Evaluation Factor the Government states -

Corporate Experience will be evaluated based on the extent to which it demonstrates a likelihood of successful performance of the requirements identified in the SOO using the proposed Technical and Management Approaches as a prime contractor or a subcontractor on current and/or previous Government contracts of similar size, scope and complexity as the requirements identified in the SOO.

Relevant Corporate Experience of a subcontractor will be evaluated and are as important as the contributions of the Prime/Lead Contractor as it relates to the Corporate Experience factor.

Discussion of Corporate Experience in the Technical Approach section of the proposal will be evaluated in Corporate Experience.

This is in contrast to the NOTE on pg. 12 which states -

Note: Technical Approach should address HOW the offeror will perform the requirements, NOT what offeror’s experience is. Discussions of the offeror’s previous experience should be included in the Corporate Experience section. Similarly, Management Approach should address HOW the offeror is going to manage the work of this contract, NOT what the offeror’s experience has been in managing programs. Discussions of the offeror’s previous experience in managing programs of similar size, scope and complexity should be included in the Corporate Experience section.

Please Deconflictheather
9Attachment C pg 69.1.3 Management Approach"9.1.3 Management Approach Demonstrate the offeror’s organizational and management approaches, including the prime offeror’s management tools and systems, resource and schedule management approach, staffing plan/approach, and, if applicable, approach to assigning work between the prime and any subcontractors, proposed for the requirements identified in the SOO.""

Discussions of the offeror’s previous experience should be included in the information in 9.2 Relevant Experience section under Corporate Experience. Similarly, Management Approach should address HOW the offeror is going to manage the work of this contract, NOT what the offeror’s experience has been in managing programs. 11AMENDMENT TWO: Please confirm that amendment 2 is to replace pages 27-40 only, and that all other pages of the original solicitation and associated attachments remain valid and intact.YES, replaced only the instructions to offerors
12AMENDMENT TWO: 8, pages 3 & 4 of 16: Please clarify volume/section specific page limitations. Is the full proposal (all volumes, including pricing spreadsheets) 125 pages, or are only volumes 1, 2 and 4 combined subject to the page constraint of 125 pages?yes
13AMENDMENT TWO: 9.1, page 5 &6 of 16: Please clarify is the technical response to the first task order an additional 25 pages to volume 1 (meaning volume 1 is 50 pages)? If so, is the first task order response included in the total page count of 125. Or, is the first task order a stand-alone document, exclusive of full proposal page count with its own 25-page limit?yes, separate 25 pages
14AMENDMENT TWO: 9.1, page 5 &6 of 16: Is the Project Management approach, under “Project Planning Requirements” required in response to the IDIQ, the first task order, or both?the basic PWS will include all the specific requirements that are in the task orders. May be some or all required but the base scope of work is the "umbrella' to which all the orders requirements must fall under
15AMENDMENT TWO: 9.1, page 5 &6 of 16: Please clarify. Are sections 9.1.1 through 9.1.5 required in response to the IDIQ SOO, the first task order, or both? The first task order requirements are set forth in the task order PWS independently but are still based on the scope of the overall contract.
16AMENDMENT TWO: 9.1.2 page 6 of 16: Please provide Attachment H, as referenced in section 9.1.2:no attachment H TYPO
17AMENDMENT TWO: 9.1.2 page 6 of 16: Is the QASP included in the overall proposal page limit or not? :yes
18AMENDMENT TWO: 9.1.2 page 7 of 16: Is the PWS included in the overall proposal page limit or not? :yes but not the task order that is a separate 25 pages specific to the task order requirements
19AMENDMENT TWO: 9.2 pages 7-8 of 16: For consistent evaluation across all proposals, will the government specify which labor categories it deems as “key personnel”?The contractor can propose the people that they believe are KEY PERSONNEL
20AMENDMENT TWO: 9.2 pages 7-8 of 16: In reference to Section 9.2 “experience relevant to the SOO requirements (as identified for each in the table)” and Section 10.3 “Each resume submitted will be evaluated based on the extent to which it demonstrates the individual’s likelihood of successful performance of the requirements in the SOO sections specified in the table and any additional requirements enumerated in SOO.” Is the table on page 8 to be completed by the government or the contractor?Contractor
21AMENDMENT TWO: 9.2 pages 7-8 of 16: Since the government has not provided qualification metrics for key personnel labor categories, and no key personnel are identified in the SOO for either the IDIQ or the first task order, how will the government determine if proposed resumes are “acceptable” or “unacceptable” ?.:Resumes will be reviewed based on the skill sets that have been identified and the experience that key personnel bring to the project.
22AMENDMENT TWO: 9.3 page 8 of 16: In reference to: “FFP for the total award and the Task Order must be submitted at the same time and price will be evaluated based on their fixed price for the total effort and the First Task Order.” We assume that the total award price is inclusive of the labor category rate only and not level of effort, therefore the “total award” for the IDIQ is not necessarily a cumulative total for a level of effort, per se. It is simply the rates for the labor categories for the base period and the two option periods, as identified in Schedule B. Please confirm this assumption is correct, or redefine the expectation for the Schedule B submission, as base contract IDIQ level of effort is undeterminable at this time. The Attachment B is for the entire effort based upon the costs proposed for each labor category and subseqently used for task order proposals.
23AMENDMENT TWO: 9.3 page 8 of 16: In reference to: “In this manner, there must be a single rate per resource for each period of performance, ….One labor category with multiple resources may have different rates across the individual labor category.” Does the government wish to receive one rate per labor category, or a rate for each resource? One rate per labor category (resource)
23AMENDMENT TWO: 9.3 page 8 of 16: In reference to “Discounts to the company’s established and published rates are hereby solicited for the base and therefore all task orders.” Please confirm that if the contractor supplies discounts at the base contract, that further discounts on the task order are not warranted or desired?Discounts should be offered throughout the life of the contract
25AMENDMENT TWO: 15 Page 16 of 16: Please provide amended Attachment A SOO and Attachment B Price/Cost Worksheet if they have changed as a result of Amendment two.NO CHANGE FROM BASE SOLICITATION NOTICE
26Attachment A – Statement of Objectives (SOO): Purpose page 4: in reference to “possess expert knowledge that shall include…access to capital”? What is expected in terms of access to capital? This is just a reference that the contractor must possess knowledge about coordinating financing for the construction of broadband systems.
27Attachment A – Statement of Objectives (SOO): Scope page 6: Functional Area 1 does not call out the NEPA or NHPA specifically as tasks that need to be completed. They are listed in the Purpose section on page 4 as possessing knowledge and experience. Functional Areas section on page 4 mentions “environmental analysis.” Please specify any NEPA or NHEPA tasks required as part of Functional Area 1, in the IDIQ SOO and/or the first task order SOO.Contractor will need to understand these processes and be able to explain the requirements to potential applicants.
28Attachment A – Statement of Objectives (SOO): Scope page 6: Functional Area 1, what is expected in terms of “legal assistance”?Contractor should posses the ability to answer questions concerning the legal requirements for closing an award.
29ATT_E_ 1231ME18R0019_Task_Order_0001: Functional Area 1/2: The first paragraph mentions “environmental analysis.” Please expand on the support required. Does this include NEPA and NHPA processes? What is the expected level of effort for NEPA processes? Is it expected that the reviews can be performed by the awardee of this contract?Contractor will need to posses sufficient knowledge to explain environment requirements to the potential applicants.
30ATT_E_ 1231ME18R0019_Task_Order_0001: All sections: There are foot notes indicated in the document, but no references, please provide. That was simply a cut/paste from the SOO. Please see references in the SOO for use in the Task Order.
