About this file

This document contains questions and answers regarding a federal contract for commodity monitoring and program support services. 1 1. Who is the incumbent? Ender York, Inc. Contract number AG-3198-C-15-0014

2 2. What type of database is currently being used?

Microsoft Excel

3 3. How are CLOCs distributed? (Exhibit II)

The Commodity Letter of Credit (CLOC) is formal documentation authorizing use of entitlement funds for purchase of specific commodities. Most SFAs receive CLOCs by email; however, there are some that receive a hard copy per district preference and available technology. The letter itself isn’t presented at time of purchase. SFAs receive quarterly entitlement payments by direct deposit from the US Department of Treasury. This amount is calculated by USDA using reported meal counts from the previous year. CLOC SFAs must use these funds to make purchases per the guidance in the CLOCs.

4 4. How is the reporting form provided? (Exhibit III)

The SFA provides documentation of purchase to Contractor (report form, copies of receipts) by email or hard copy, depending on district preference. Please note that Exhibit III is a generic sample form; many districts use their own reporting form, which is acceptable as long as it has all the required data elements.

Contractor does not send CLOC purchase reporting forms directly to USDA. These forms are used to collect information from the SFAs to be consolidated in the CLOC purchase tracking file, which is provided to USDA along with purchase documentation at the end of the SY. The Contractor reviews the information in the forms and works with SFAs to resolve incomplete or inaccurate information (e.g. wrong ratio used for processed product) before logging purchases in the tracking file.
