About this file

This is a Questions and Answers document for RFQ 12318727Q0010, a Forest Service solicitation for Energy Savings Performance Contract (ESPC) Project Facilitator services at the Forest Products Laboratory. The Project Facilitator requirement can be met through either a direct employee or subcontractor, provided the individual is on the Federal Energy Management Program (FEMP) approved Project Facilitator list; only one approved facilitator is required. The estimated contract start date is approximately November 20, 2026, with actual dates subject to change based on award. Offerors must develop their own estimated hours for each task and establish firm-fixed-price amounts accordingly, as the government will not provide estimated quantities or common pricing assumptions. A government-provided Excel template with optional tabs for detailed hour estimation is available to assist offerors.

The contract encompasses Phase 1 and Phase 2 ESPC services with one base site visit tentatively scheduled for late January 2027 and two optional trips. Phase 1 involves five energy conservation measures (ECMs) with combined construction value of approximately $2.33 million, including thermostat controls, lighting improvements, building envelope upgrades, steam distribution improvements, refrigeration improvements, and domestic water improvements. Phase 2 includes preliminary ECMs estimated between $9,000 and $1.2 million with varying confidence levels for inclusion in the final task order award. The Phase II project timeline shows formal 60%, 90%, and 95%/final investment-grade audit deliverables with continuous weekly project meeting participation expected from the Project Facilitator. Past performance must have begun within the past three years with a minimum six-month performance period. This is a new contract with no previous Forest Service incumbents for these services. Clause 52.219-14 (Limitations on Subcontracting) does not apply as the acquisition is unrestricted.

RFQ 12318727Q0010 – Questions and Answers for Forest Products Lab (FPL) Energy Savings Performance Contract (ESPC) Project Facilitator (PF)

1. The Performance Work Statement requires the contractor to provide Department of Energy approved Project Facilitator services. May the offeror meet this requirement through a subcontractor whose named facilitator is on the Federal Energy Management Program approved Project Facilitator list, or must the approved facilitator be an employee of the offeror?

o Answer: The offeror can meet the requirements of this PWS through either an employee or a subcontractor, so long as the PF is on the FEMP approved PF list.

2. Is the Government seeking a specific number of approved facilitators, or will one named approved facilitator satisfy the requirement?

o Answer: One approved PF satisfies the requirement for the scope of the Phase 1 and Phase 2 services described in the PWS.

3. The solicitation lists three different start dates for the period of performance (November 15, 16 and 20, 2026). Which date should offerors use for pricing?

o Answer: The estimated date is approximately November 20th. Please see page 3 of 46 in the solicitation or page 1 of 46 in the attached document the schedule with the highlighted reference:

*Actual dates will be based on award

4. The Schedule of Items lists hourly line items without estimated quantities. Will the Government provide estimated hours for each line item so all offerors price on the same basis?

o Answer: The offerors should provide their own estimate of the hours required to complete each task. Please see Answers to #6, #10, and #11 for additional details.

5. Please confirm the number of base and optional trips to be priced under Task Area C.

o Answer: There will be one base trip, and two optional trips (both optional trips are identified in the PWS with an asterisk in Task Area C).

o Dates are subject to change; however the base trip is tentatively scheduled for late January 2027 and will support both Phase 1 and 2 project requirements.

6. The instructions call for a Sample Task Order Cost in Excel format. Is there a Government template for this, and could it be provided?

o Answer: Yes, a Government template will be provided. Please note that optional tabs are provided for building a more detailed estimate of hours required for tasks and sub-tasks related to Area A and C. These tabs are optional and are provided as a resource.

7. Clause 52.219-14, Limitations on Subcontracting, appears in the clause list. Since this acquisition is unrestricted, please confirm this clause does not apply.

o Confirmed.

8. Is there an incumbent providing Project Facilitator services for the Phase 1 or Phase

2 effort at the Forest Products Laboratory?

o Answer: There is no FS-contracted incumbent.

9. Are bidders to price this as an FFP (pages 1, 26)?

o Answer: Yes.

10. Please confirm whether offerors should develop their own estimated hours for each task and use those hours to establish a firm-fixed-price amount. Will the Government provide estimated quantities or common pricing assumptions (pages 1, 26)?

o Answer: Offerors should develop their own estimated hours for each task and use those hours to establish a firm-fixed price amount. To assist with estimating hours, additional timeline information is provided below. In addition, please see the detailed ECM and implementation price information for Phase 1 and 2 in Answer #11.

The tentative timeline for Phase 1 and 2 was provided in the PWS under Task Area A.

Additional, tentative activities and timeline for Phase 2 are provided below to assist in developing estimated hours for each task (subject to change):

11. Could the Government provide the list of energy conservation measures and approximate construction value for each phase? (Page 2- Background) o Answer: See tables below for a general summary of ECMs and preliminary implementation price estimates for Phase 2.

12. What level of detail is required for the independent construction cost estimate, including quantity takeoffs and discipline-specific estimates? (Page 4 – Task A3.3 Deliverables) o Answer: The PF is required to travel to the site for the Phase 1 design/construction kick-off meeting and Phase 2 project familiarity. During this site visit and subsequent weekly meetings, the PF should be familiar enough with the project to establish that the Phase 2 construction cost estimates are reasonable and accurate. The PF shall perform this review in line with FEMP pricing guidance found in the “Determinations for Price Reasonableness in Federal ESPCs guide.

13. How many submission and review cycles should offerors assume for the investment-grade audit and final proposal, including revised submissions? (Page 4 – Task A3.3 Deliverables) o Answer: The Phase II project is already under development and is expected to have a formal 60%, 90%, and 95%/final IGA deliverable for review (with revisions as needed at each step). Continuous development work will occur as part of the weekly project meetings, and the PF is expected to participate.

14. Will the government clarify the past performance period? (Page 24, Page 26

Evaluation and Basis for Award) o Answer: Performance begun during the past three years and having had a performance period of no less than six (6) months shall govern.

15. We are performing independent research on the Combined Synopsis/Solicitation (12318727Q0010). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

o Answer: There are no previous Forest Service contracts for these services.
