About this file

This is a Questions and Responses document for Solicitation 12318726Q0077, a federal market study acquisition.

The acquisition seeks a professional services contractor to conduct data collection for a commercial real estate market study. The controlling NAICS code is 541611. The contract performance period is approximately 120 days from notice to proceed, with alternative schedules acceptable if justified. The assignment is limited to data collection with no valuation analysis required; therefore, no appraisal licenses, MAI designations, or state certifications are mandatory eligibility requirements. Offerors may rely on the experience and credentials of proposed key personnel, teaming partners, and subcontractors under Factor 1 evaluation, provided the prime contractor maintains overall project management and contract administration responsibility. The Government will rely on the contractor's expertise, methodology, and available market evidence to determine the reasonable minimum number of verified comparable leases for each Priority 1 use type and population zone; data deficiencies for specific use/zone combinations are acceptable if demonstrated in the market study. The electronic pre-bid meeting is scheduled for September 15, 2026, at 1:00 PM ET, with attendance optional for proposal eligibility. Language in the Overview regarding FAR 52.246-15 Certificate of Conformance and manufacturer traceability has been removed as inapplicable to this professional services requirement. This is a brand-new project with no incumbent or recompete. The size standard of 24.5 million refers to business annual receipts and is unrelated to the anticipated contract value.

Solicitation 12318726Q0077 Questions and Responses

Questions (in black) and Responses ( in blue).

1. NAICS: The SF1449 identifies NAICS 541611, while Section 1 of the SOW identifies NAICS 541618. Please confirm the controlling NAICS code for this acquisition NAICS 541611 is the correct code for this acquisition.

2. Performance period: The SF1449 shows 09/30/2026–10/15/2027, the Schedule of Items references 09/01/2026–05/01/2027, and the SOW states that approximately 120 days is the preferred period after notice to proceed. Please confirm the intended period of performance and whether an alternative schedule with justification is acceptable.

Consistent with the Statement of Work, we request a 120 day project completion time, with alternative schedules considered with justification. Dates will be updated at award.

3. Teaming/subcontractor experience: The evaluation criteria state that the Government will consider the capabilities and experience of teaming partners/subcontractors under Corporate Capabilities and Experience. For Factor 1, may an offeror rely on the demonstrated communications-market-rent experience, industry tenure, designations, and prior assignments of proposed key personnel, teaming partners, and/or subcontractors when the prime will provide overall project management and contract administration?

Yes. It would be helpful to understand what duties will be performed by the teaming partners/subcontractors that the prime will supervise.

4. Appraisal credentials: Are any specific appraisal licenses, MAI designation, state certifications, or other professional credentials mandatory for the principal project participants, or are such credentials evaluated as part of overall qualifications without being minimum eligibility requirements?

This assignment is limited to data collection and requires no valuation analysis. No appraisal licenses or designations are required to meet eligibility requirements.

5. Market data quantity: Does the Government have a minimum number of verified comparable leases expected for each Priority 1 use type/population zone, or is sufficiency to be determined based on the contractor’s methodology and available market evidence?

We will rely on the contractor’s expertise, methodology, and available market evidence to determine the reasonable minimum number of leases for each priority 1 use and zone. It is entirely possible there is a lack of data for a specific use/zone, which the market study would demonstrate.

6. Pre-bid meeting: The solicitation states the electronic pre-bid meeting will be held September 15, 2026. Please confirm the meeting time and whether attendance is mandatory for proposal eligibility.

The pre-bid meeting is at 1:00 PM, ET. This has been updated on SAM.gov. Attendance is not mandatory for eligibility.

7. Certificate of Conformance/manufacturer traceability: The overview includes language requiring a FAR 52.246-15 Certificate of Conformance and traceability to a manufacturer/OEM or authorized distributor. Because this is a professional services market-study requirement rather than a supply acquisition, please confirm whether that language is applicable or was included inadvertently.

The language in paragraph two of the Overview shall be removed entirely.

8. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This is a brand new project with no incumbent nor recompete.

9. Does the ‘size standard’ suggest that the anticipated quote be less than $25,000? In reviewing the scope of work for this Solicitation, I would be no where near that number. I guess I’m wondering if putting a proposal together would be worth my time to even bid this.

The size standard is for the business annual receipts. In this case it is 24.5 million. It has nothing to do with the quote.
