About this file

This is a Questions and Answers document from a pre-bid meeting held on September 15, 2026, addressing a Forest Service market study solicitation related to communication use leases on Forest Service sites.

The contractor's scope is limited to conducting a market study, providing supporting data, and participating in the government's review process, explicitly excluding negotiation or renegotiation of individual communication use leases. The Forest Service will provide site locations and details of existing leases, with data simplified to focus on uses servicing specific populations rather than granular metrics like rent per antenna. The Forest Service owns some towers and shelters but primarily operates third-party sites; the contractor should not differentiate between Forest Service-owned and third-party structures, instead weighting data toward what is most common in the Forest Service. All Forest Service leases follow a standard template and 30-year term structure. The resulting market study will be used to establish lease rates based on Metropolitan Statistical Area (MSA) and site type classifications. The contractor may disclaim in their proposal why required terms differ from industry standards if applicable. The Forest Service currently has no automated system for processing lease requests; all requests are personally handled by employees. Fee waivers and exemptions for state and federal agencies are managed separately from commercial rental rate establishment, though the contractor should not differentiate between these user types in the study.

Q&A From 9.15.26 Pre-Bid Meeting Questions in black, answers in blue

What kind of data are you going to be able to give us on all of your sites for the current rents and leases and locations?

We can give you the locations of the sites and the details of our existing leases.

Were you looking for data like rent per antenna, per type of sites?

In an attempt to simplify this and make this assignment, we are just looking for uses servicing specific populations.

Can you confirm if it's the contractor's responsibility under the requirements that are limited to conducting the market study, providing the supporting data, and participating in the government's review process?

Yes, the responsibility is limited to the scope identified in the solicitation. Also, the current requirement excludes the negotiation or renegotiation of the individual communication use leases.

Does the Forest Service own any of these towers individually or are these all other party, third party entities that own the structures? Would that be something that you would want us to break out separately?

The Forest Service owns towers and shelters that we do, in limited circumstances, allow others to co-locate on, but primarily our sites are for third party construction and operation.

We do not want those differentiated out, in order to keep the assignment as simple as possible. It would make sense to weigh your data in the direction that is most commonly found in the Forest Service.

Do you have a standard lease template you want us to evaluate it across, or do you have various lease templates for the various services that may differ?

We have a standard lease for all use types.

Do they rollover or expire on basically the same term dates, or do you have some that are five years and 20 years or 30 years?

Our standard term is we issue for a 30 year term.

Do you differentiate between DNR, services or public agencies being on your sites versus commercial users that are on your site?

We do not. When establishing the rental rate, we have a separate policy for fee waivers and exemptions depending on if it's state or federal.

Once the information is presented to the Forest Service, this information will then be used to essentially determine lease rates. So it'll be that two-part, you're in this MSA, you have this type of a site, here's your lease rate. Is that accurate?

Yes

If we acknowledge that the direction we are being given does not adequately reflect market standards, how does the contractor maintain their professional credibility if the market study comes under public scrutiny?

It is acceptable to disclaim why the required terms differ from industry standard in the proposal submission.

Is part of this solicitation considering a roster of consultants to negotiate lease rates, or is that outside the scope of the assignment?

We are not asking for lease rate negotiation assistance, just data collection as stated in the solicitation.

Do you have a system now that automates your requests to renew, amend, add equipment, take? Or do employees respond to every request?

We have no automation and every request is personally handled by employees.
