Solicitation 12318719R0003 Trail Dozers Question and Answers

1. Paragraph C.2 references "operational training" - Could you please clarify if this is a 1 day class for 1 or more operators on standard operation of the trail dozer AND if the class is to held at each location where the dozers are to be delivered (i.e. Prescott, AZ; Flagstaff, AZ; Lufkin, TX; Sugar Grove, VA)?

One day training will need to be at each delivery locations.

1. Paragraph H.1 specifies 90 days ARO for delivery -- we propose 200 days or sooner ARO -- will this be acceptable and if so are you able to amend the solicitation?

Delivery time extension is acceptable.

1. Item 2, Engine: specifies Tier 3, minimum 83 HP - as of 12/31/18, we are no longer allowed by the federal government to install Tier 3 engines in new builds and instead we are now installing Tier 4 FINAL engines with 74 HP. Can you amend the specification to indicate something different than what it currently says?

Current TIER 4 engine rated at 74HP is acceptable.

1. Item 6, Rops-Cab - please confirm that each dozer will only need a ROPS and not a fully enclosed cab (there is a distinct difference between ROPS and a cab)?

ROPS-Cab should be full forestry cab with HVAC, ROPS, sweeps, and screens.

1. Item 5, Chassis - specifies metal fuel lines - we do not use metal fuel lines because of the chance of breakage, and instead we use rubber lines that are shielded with a cloth-type wrap that is fire resistant and pressure resistant. Are you able to amend this specification?

Flexible fuel lines with protective wrapping is acceptable.

1. Can invoices be submitted per dozer when shipped (assuming dozers will be shipped at different times), or is it 1 invoice for all dozers once all dozers have shipped?

Individual invoices per line item after delivery of that machine and the training are acceptable.

1. Finally, and probably most importantly, Paragraph K.2 indicates a valid GSA must be in place prior to submitting a bid -- as you may be aware, there are currently no GSA's for trail dozers. What do you anticipate doing if you receive no bids because of this GSA requirement?

This is not and has not been posted on GSA. Any reference to GSA language was and should have been removed from this solicitation. This solicitation is being advertised via FBO only.
