DESCRIPTION:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03 07/29/2019

The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, with a small business size standard of $15 Million.

The US Forest Service, San Dimas Technology & Development Center (SDTDC) has a need to procure services to repair its Pump Lab Well system located at 444 E. Bonita Avenue, San Dimas, CA 91773-

3101. See attached “Performance Work Statement” and the associated “Performance Work Statement Illustration” documents for details.

All questions regarding this RFQ must be in writing and may be sent by e‐mail to matthew.cox2@usda.gov .

Questions must be received no later than 08/12/2019 at 2:00 P.M. MT. No further questions will be accepted after that date and time unless deemed in the best interest of the Government by the Contracting Officer.

You are reminded that representatives from your company SHALL NOT contact any US Forest Service employees to discuss this RFQ during this procurement phase. All questions and concerns regarding this RFQ shall be directed to the above Contract Specialist.

SECTION A - SCHEDULE:

All interested parties shall provide a Firm Fixed Priced quotation reflecting a total price for the work identified in the attached “Performance Work Statement”, “Performance Work Statement Photographs & Drawings”, and Wage Determination.

SECTION B – EVALUATION OF QUOTES:

Award shall be made to the vendor whose quotation offers the best value to the Government that meets the terms and conditions herin, in accordance with FAR 13.106-1(a)(2).

SECTION C - QUOTE FORMAT AND SUBMISSION REQUIREMENTS:

a. Offerors shall provide only one quote. Quotes shall be emailed to matthew.cox2@usda.gov no later than 08/20/2019 at 2:00 PM MT. Non-compliance with this requirement may result in disqualification of the quote.

b. All vendors must be registered and complete all entries in the System for Award Management (SAM) to be considered for award. Potential vendors may register at the following web site:

https://www.sam.gov/portal/public/SAM

c. All Quote submissions must list your DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit www.sam.gov . Lack of registration in the SAM database will make an offeror ineligible for award.

d. The government intends to award a contract as a result of this RFQ that will include the terms and conditions set forth herein. To facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows:

Offeror shall list exception(s) and rationale for the exception(s).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records - Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) of this paragraph in a subcontract for commercial items. The Contractor also agrees not to publish or otherwise divulge such information in whole or in part in any manner or form, or to authorize or permit others to do so, taking such reasonable measures as are necessary to restrict access to such information while in the Contractor's possession, to those employees needing such information to perform the work provided herein, i.e., on a "need to know" basis.
