About this file
This document is a Questions and Answers (Q&A) clarification for a furniture removal and decommissioning project for the U.S. Department of Agriculture (USDA) at a location in Temple, Texas. The project involves removing furniture from an 8,000 square-foot office suite, with specific items detailed in an attached spreadsheet inventory and baseline photos. Pricing submissions are due via email to Terry.Tabron@usda.gov, with no travel expenses reimbursable. The site visit occurs after contract award, and contractors should base their pricing on the enclosed inventory without making assumptions about additional items visible in the photos.
Key operational requirements include: removal of only the furniture listed in the spreadsheet during preferred working hours of 0730 to 1600; access to two elevators and a back dock (accommodating box trucks) for material handling; no items are wall/ceiling-mounted or hard-wired, eliminating special disconnection work; disposal of items is at the contractor's discretion (donation, recycling, landfill, or sale) with no mandatory documentation required; and no unmounting or electrical work needed. The Government provided baseline condition photos with the spreadsheet to establish damage assessment parameters, and the contractor's price should reflect the specific inventory provided rather than all items visible in occupancy-period photographs.

Questions and Answers- 9.23.2026
Please do not submit any questions after 2pm on 9.23.2026
1. Pricing Instructions: The PWS does not include instructions for submitting a price (due date, format, quote/solicitation number, or point of contact). Could you provide the full RFQ or solicitation package, or confirm how you'd like pricing submitted?
Pricing should be submitted via email. Terry.Tabron@usda.gov
2. Square Footage: Section 3.0 lists the suite as approximately "8,00sqft." Could you confirm whether this is 800 or 8,000 square feet? A floor plan or room list would also help us scope the work accurately.
8,000 but only the furniture listed in the attached spreadsheet needs to be removed.
3. Elevator/Loading Access: Does the building have a freight or service elevator? If so, what are its weight and size limits? Is there a loading dock, or would crews need to move items through the main lobby/stairs?
2 elevators, back dock – tall enough for a box truck. Weight limit shouldn’t be a problem, the heaviest items were already removed.
4. Disposal Requirements: Must all furniture and furnishings be taken to a landfill, or may items be donated, recycled, or sold? Is documentation (dump tickets, donation receipts) required as proof of proper disposal?
At your disposal
5. Damage Baseline/Inspection: Given the PWS language on potential cost deductions for damage beyond normal wear and tear, would the Government be willing to conduct a joint walkthrough with photos before work begins to establish a documented baseline condition?
photos enclosed spreadsheet
6. Building Hours and Staging: What are the allowable working hours for crews in the building?
Where can dumpsters/trucks be staged or parked at the
Temple, TX location during the job?
Preferably b/w 0730 to 1600; back dock or along the street adjacent to the building
7. Travel Clause: Section 6.0 references travel costs for contractors "commuting to the D.C.
area." Since this project is located in Temple, Texas, could you confirm whether this section applies as written or is a template holdover?
No Travel expenses
8. Site Visit: Is the site visit within 4 days of award mandatory or optional? Does it occur before or after contract award?
After award- base your price off the inventory
9. Item Inventory: Could you provide a room-by-room breakdown or total piece count for the furniture inventory, to support a more precise labor and crew estimate?
Only the furniture in enclosed spreadsheet needs to be removed. The photos were taken in the office suite while it was occupied. The other items have since been removed..
1. Are we allowed to remove furniture during normal business hours, or is the removal only permitted after hours?
Preferably b/w 0730 to 1600
2. The furniture list that is provided, with the quantities, is that everything that we would be removing for decommission?
a. I notice there are other items in those photos, that are not listed on that inventory and want to make sure we are pricing this project correctly.
Only the furniture in enclosed spreadsheet. The photos were taken in the office suite while it was occupied. The other items have since been removed..
3. If we are to remove other items, besides what is listed on the inventory, will there be any need for us to unmount items from walls or ceilings?
Nothing is mounted to a wall or ceiling
4. Is there any furniture that is ‘hard wired’ to the building, for power and would require an electrician to make the ‘disconnect’ of that power?
There is no wired furniture
5. Will our crew have access to an elevator to remove the furniture from the building, or will this be a stair carry?
2 elevators, back dock – tall enough for a box truck
