About this file
This is a Questions and Answers document for RFQ #12314426Q0045, SCINet Engineering Program Support, issued by the USDA. The Q&A addresses vendor inquiries regarding contract scope, incumbent information, budget, and program challenges. Key details include: this is a follow-on effort with incumbent contractor CGI Federal Inc. (Contract #12314425C0032, expiring February 28, 2026); the Government cannot disclose estimated contract values; travel may occasionally be needed but will be pre-authorized with the Contracting Officer's Representative and added via contract modification; and incumbent personnel transition is not required. The SCINet program is funded through the end of FY2026, with ARS intending to seek continued Congressional appropriations for future years.
The Government identified significant challenges facing the SCINet engineering program, including aligning growth with funding constraints as demand for HPC, storage, AI/ML, and high-speed networking increases; meeting evolving cybersecurity and compliance mandates while preserving research agility; managing rapid technology lifecycles with minimal operational disruption; enabling secure data-sharing with external collaborators; and mitigating supply chain and procurement risks. The technical environment comprises Cisco and Juniper networking equipment with ongoing standardization efforts toward Cisco by FY2026, RHEL and Rocky Linux distributions for HPC clusters, Vast Data parallel file systems, and Slurm workload scheduling. The Senior Network Engineer and Strategic Initiatives Manager positions operate within a large team of government staff and other contractors under government direction for activities and goals.

| General | From the Government’s perspective, what are the most significant challenges currently facing the SCINet engineering program? | From the Government’s perspective, the most significant challenges facing the SCINet engineering program are: |
Aligning growth with funding constraints as demand for HPC, storage, AI/ML, and high-speed networking continues to increase.
Meeting evolving cybersecurity and compliance mandates while preserving research agility and flexibility.
Managing rapid technology lifecycles and complex refresh efforts with minimal operational disruption.
Enabling secure data-sharing workflows with external collaborators and partners.
Mitigating supply chain and procurement risks that impact modernization timelines.
At its core, the challenge is sustaining a secure, enterprise-grade infrastructure while enabling increasingly data-intensive, cutting-edge science.
| General | Are there any anticipated funding uncertainties, organizational changes, or program shifts that contractors should be aware of? | The SCINet program is currently funded through the end of FY2026. ARS intends to seek continued funding for future years for this program which is a critical resource to meet the agency's core research mission. All future funding depends upon Congressional appropriations. There are no known plans for organizational changes affecting the SCINet Program. |
| 14. Key Positions | Is there an expectation for incumbent personnel to transition to the new contract? | This is not required |
| 13. Travel | Should offerors anticipate travel, infrastructure, or other additional costs that should be reflected in pricing? | Per the PWS, travel may occasionally be needed but will be pre-authorized with the COR. A contract modification will add travel if needed. |
As technology emerges, typical continuing education of staff in order to maintain and improve technical expertise should be anticipated.

| 2 Scope of Work | What is the network hardware, software platforms, and vendors your organization has and are currently working with relevant to the SCINet enviornment? | The network is comprised of Cisco and Juniper equipment and work is underway to finalize standardization on Cisco by the end of FY2026. Cisco vManage suite is the SDWAN network management system. |
The SCINet HPC software platform is built upon standardized, enterprise-managed Linux distributions (RHEL and Rocky) optimized for high-performance scientific computing. Clusters operate on hardened Linux distribution with centralized identity integration, configuration management, and security monitoring aligned with federal cybersecurity requirements.
Core services include a distributed parallel file systems from Vast Data, the Slurm workload scheduler for fair-share and priority-based job management, and a modular software environment (e.g., environment modules/containers) to support diverse scientific applications and reproducible workflows. The platform supports MPI, GPU acceleration where available, containerized workloads (e.g., Apptainer/Singularity).
2 Scope of Work What does your operational support model look like? This is for additional context and does not change the requirements described in the PWS.
SCINet employs a federated, tiered support model which delivers research computing, storage, networking, and data services to the ARS research community. Support is composed of Self-Service and Knowledge Resources (Tier 0), a centralized service desk (Tier 1), specialized technical operations teams (Tier 2), and engineering/architecture (Tier 3) responsible for lifecycle management, capacity planning, cybersecurity, and incident response.
The model integrates HPC operations with advanced research computing expertise, emphasizing mission alignment, performance optimization, proactive monitoring, and federal security compliance. Services span HPC, enterprise research data storage, network backbone and SDWAN operations, identity and access management, and secure research data sharing.
