Solicitation Number 12314419R0004 – South Building Electrical Vaults 4, 5, 6 & 7 Painting and Minor Repairs

Bidder Questions/USDA Responses

1. What are the dimensions and horsepower for sump pumps? How many sump pumps need to be replaced?

Zoeller Cast Iron Sump Pump Model M137-C; or approved equal Four (4) pumps require replacement.

2. Can you provide the specifications (Make, model, CFM) for the exhaust fan that are to be replaced?

Replace one (1) inoperative exhaust fan in Vault 6 Dayton Model 3XK59F; 20” Hazardous Location Panel Fan; 115/208-230 VAC, 1 ph., 60 Hz.

1725 RPM; ½ HP

3. What length of fluorescent light fixtures is required? How many in each vault? Is there a power supply and switch or do they have to be installed?

Existing fixtures are four foot (4’) fluorescent - - - replacements are to be four foot (4’) LED The number of fixtures varies from Vault to Vault. There are approx. 30 fixtures required.

Existing fixtures are currently installed with surface-mounted conduit and switches.

4. Has there been any lead-based paint testing conducted in the electrical vaults? Will GSA be responsible for testing and abatement in these areas before work commences, or will the General Contractor be required to include this in their proposal?

USDA does not conduct testing for lead paint. If the Contractor believes that there is lead-based paint on the walls or floors, substantiate such existence with test results by CIH.

5. There are no concrete curbs surrounding the existing sump pump crocks, yet there are curbs surrounding the transformers with an outlet drain that flows to the sump pump crocks. Does GSA want to install new curbs around the sump pump crocks and if so, how do you address the drainage issue from the transformer curbs?

No work associated with curbs is addressed by this SOW.

6. Please provide paint specifications, including colors for the floors, walls and ceiling areas.

Paint all floors, entry doors, doorframes, pipe columns, access ladders and equipment dunnage “satin GRAY” to match the existing floor color. (One (1) coat of Primer, one (1) base coat of color and one (1) top coat of color).

Paint all walls “satin WHITE”. (One (1) coat of Primer, one (1) base coat of color and one (1) top coat of color). Paint all surface-mounted conduits and electrical device back-boxes “satin White” to match the walls.

Primer shall be compatible with first and second color-coat product.

Paint products must be ULow VOC Water-borne Alkyd EnamelU, formulated for spray, brush or roll-on application; similar to “SPEEDHIDE Interior / Exterior WB”, by PPG Paints; or approved equal.

7. Is there a minimum HP or GPH rating for the new sump pumps and will a GFIC outlet be required at each location?

Electrical outlets are existing. Pumps are Zoeller Cast Iron Sump Pump Model M137-C; or approved equal.

8. Please provide a specification for the replacement light fixtures.

Lithonia Model # MNSL L48 2LL MVOLT 40K 80CRI M6 (50 Watt, 4000K light); or approved equal.

9. The current due date for submission of proposals is 12/24. With the government now being closed until 12/26, will the deadline for proposal submission be extended?

Due date will be extended to March 22, 2019 and posted on Fed Biz Opps.

12. In vault 4-7, what size pit do we put back and what size pump is needed to be installed?

Existing Sump Pits are to remain.

15. The discharge pipe can be replaced with cast iron pipe? No HUB.

NO, replace existing PVC makeup piping with NEW PVC makeup piping; new gate valves and new check valves.

16. Is the existing equipment (lighting, sump pumps, exhaust fan, etc.) being replaced to be replaced as

“like for like”?

Yes . . . except the new Light Fixtures will be LED type with Higher output rating.

17. Is the current equipment properly sized for its application?

Yes . . . except the new Light Fixtures will be LED type with Higher output rating.

18. Please provide specifications for existing equipment including dimensions, voltage, model number and manufacturer. Also, provide number and type of light fixtures to be installed.

CLEANING and PAINTING Thoroughly scrape and otherwise clean the floors (to include sump pump pits and all curbs around installed equipment), including pipe columns and access ladders; and prep for painting. (Approx. 2,160 total sq. ft. of floor area) Thoroughly scrape and otherwise clean the walls (up to the ceiling line where present; and not to exceed 10 feet AFF elsewhere); and prep for painting. (Approx. 2,840 total sq. ft. of wall area) Thoroughly clean and prep hollow metal entry doors and hollow metal doorframes for painting.

LIGHTING

Remove all existing four-foot (4’) x 2-tube wall mounted fluorescent fixtures in all four (4) vaults rooms.

At each vault room, replace each removed fixture with modern efficient ULED Fixtures of comparable size; but with increased light output. (Approx. 30 fixtures total) Light fixtures shall be similar to:

o ULithonia Model # MNSL L48 2LL MVOLT 40K 80CRI M6 (50 Watt, 4000K light) U; or approved equal.

SUMP PUMPS

Replace existing Sump Pumps and piping at Vaults 4, 5, 6 & 7 with modern efficient pumps of similar ratings and configuration, similar to:

o Zoeller Cast Iron Sump Pump Model M137-C; or approved equal.

Install new pumps using all new 1 ½” PVC make-up piping, to include new Check Valves and new Gate Valves; duplicating the existing (to-be-removed) piping configuration.

19. Is a confined space permit required for any work included in the scope?

NO, there are no Confined Spaces in these work areas.

20. Are breathing apparatus or other special personal protective equipment (not including hard hat, boots, vest and safety glasses) required to be worn for any portions of the work?

There are no “Special” requirements beyond the basic PPE. The need for special PPE will be determined by the Contractor, based on their means and methods.

21. The government’s description of the work instructs bidders that “All work shall be conducted during normal and off hours”. Please clarify which portions of the work should be during normal hours and which portions are during off hours.

Perform all work during regular hours; except Noise Producing work and Odor Producing cleaning and/or painting work; which must be performed during off hours.

Regular Hours are from 6:00 AM thru 6:00 PM, Mon-Fri.

Off hours include 6:00 PM thru 6:00 AM weekdays Mon – Fri, and weekends 6:00 PM Fri thru 6:00 AM Monday.

22. The government’s description of the work instructs bidders that “The use, handling, storage, and disposal of all toxic, hazardous, special or radiological wastes/materials shall be IAW all local, state, federal, and USDA environmental regulations and procedures”. Are there any hazardous materials that the government is aware of that should be considered by the bidders?

There are no hazardous materials in the work areas that USDA is aware of. However, this statement does apply to whatever hazardous materials the Contractor may select in order to accomplish the work of this project.

23. Please provide specifications for floor and wall coating. How many coats of paint are requested on the walls and floors in Vaults #4, 5, 6 and 7? What COLOR do you request the floors and walls be painted in Vaults #4, 5, 6 and 7?

24. The damage exhaust fan in Vault #6 requires replaced. Do you want the exact make and model for replacement?

25. The sum pumps require replacement. Do you want the exact make and model for replacement?

Invoices are submitted via IPP (Invoice Processing Platform) and paid via IPP (Invoice Processing Platform)

28. Do you have drawings available?

See revised Statement of Work for provided drawings.

29. Have you performed a risk assessment to determine if any of the existing coating is lead based paint?

USDA has not conducted testing for lead paint. If the Contractor believes that there is lead-based paint on the walls or floors, substantiate such existence with certified test results as provided by a CIH hired by the Contractor.

30. Are the written specifications available regarding coating removal and new systems to be applied?

31. Can you provide me a list of chemical exposures from the processes?

NO . . . exposures from the processes will be determined by the Contractors means and methods.

32. It appears that there are transformers in several of the photos. Are there any PCB’s that have leaked or leached out of these?

USDA is not aware of the presence of PCBs.
