Question 14: SF1442, block 13, item a indicates an Original and 1 copy should be provided. Section L, page 56, paragraph (4) indicates “1 copy” should be submitted. Can the government please confirm that one Electronic Original of each volume will suffice considering the response is required to be submitted via email?
Answer 14: One digital version of the documents should be submitted via email.
Question 15: Section L, page 56, paragraph (4) indicates Offerors shall submit their proposal(s) in three volumes: (a) 1 copy of the completed, signed offer (Sections A through K of the solicitation package)l (b) 1 copy of the past performance, technical proposal and (c) 1 copy of the business/cost proposal.
However, Section M, page 61, paragraph M.2 references two volumes “(2) Volume I Technical Proposal and (3) Volume II Price Proposal.” Can the government please clarify how the proposal should be organized and submitted?
Answer 15: There are three mandatory documents. The first document is the completed and signed offer consisting of Sections A through K of the solicitation package. The second document is the Volume I Technical Proposal consisting of past performance and technical proposal. The third document is the Volume II Price Proposal consisting of the business/cost proposal.
Question 16: If submission is required in two volumes (Volume I Technical Proposal and Volume II Price Proposal), please confirm that Evaluation Factors 1, 3, 4 and 5 should be included with Volume I and Volume II Price Proposal should include Factor 2 and all remaining items specified in the “Proposal Submission” paragraph on page 57?
Answer 16: Yes.
Question 17: Section L, page 56, paragraph (1) states, “(1) The proposal must include all items listed in Section M. Each of the parts shall be separate and complete so that evaluation of one may be accomplished independently from evaluation of the other. The technical proposal must not contain reference to cost;” Can the government please confirm that “separate and complete” refers to separate technical and price volumes rather than submitting a separate file for each part/requirement outlined in Sections L and M?
Answer 17: Yes.
Question 18: Section L, page 56, paragraph (4) of the RFP states “1 Copy of the completed, signed offer (Sections A through K of the solicitation package)” is required. Please confirm if the government wants every page from the solicitation sections A through K submitted with the proposal response or if submitting the items outlined in Section L, page 57, “Proposal Submission” (e.g., SF1442, Section B Offer Page, Section K Representations and Certifications) will suffice for the signed offer.
Answer 18: Items in Sections A through K that have fill in requirements must be submitted. Just as an example, Section H, page 19, requires the fill in of key personnel. There is no need to include pages that do not require a fill in.
Question 19: Section L, page 57, “Proposal Submission” paragraph (4) of the RFP requires offerors to provide a “Contractor EMR Certification.” Can the government clarify the requirements for this item?
For example, should the EMR cover a specific timeframe? Should the certification be provided by a specific entity such as an insurance company?
Answer 19: Attachment 6 - USDA Forms 02AUG2023 is being added to the solicitation. Page 12 of this attachment has an example EMR Certification. The EMR should be supported with a signed letter from Insurance Carrier on their letterhead.
Question 20: Section L, page 57, “Proposal Submission” paragraph (4) of the RFP states “…be provided and not specifically mentioned here.” Can the government please clarify what is meant by this statement?
Answer 20: That statement is a typo with no meaning and should be disregarded.
Question 21: Section L, page 57, “Proposal Submission,” states that “Calculation of Self-Performed Work” shall be submitted with the proposal. Will the government issue a form as an attachment to satisfy this requirement?
Answer 21: Attachment 6 - USDA Forms 02AUG2023 is being added to the solicitation. Page 11 of this attachment has an example form.
Question 22: Section L, page 58 of the RFP states that “Bid Bonds must be provided using Standard Form 24 (see FAR 28.106-1) and the form must be provided in original (no white outs, faxed or copied signatures, seals) with ‘wet ink’ signatures and contain the proper solicitation number, proposal opening date, and be from a corporate surety listed in Department of Treasury Circular 570.” Can the government please clarify if a hard copy of the bid guarantee is required and if so, provide a shipping address to submit the Bid Guarantee? Additionally, is an electronic/scanned copy of the bond required to be included in the proposal?
Answer 22: A digital scanned copy will suffice.
Question 23: Section M, page 63, M.4.2. Factor 2, Price, item b) states, “b) Each price shall be further defined by line items identifying Major Tasks, General Conditions and Overhead & Profit.” Since this information is not required by Section B Price Schedule, please confirm that offerors are required to submit a separate price breakdown with this detail.
Answer 23: Yes, Volume II should have this breakdown.
Question 24: Section M, page 65, states “NOTE: For 8(a) JV Offerors, the SSEB will evaluate and assess the 8(a) JV’s Past Performance Information, and/or each 8(a) JV partner’s Past Performance Information, as appropriate.” Since this procurement is 100% set aside for small business, please confirm this statement is not applicable and should be removed from the solicitation.
Answer 24: It is applicable as 8(a) Joint Ventures may submit proposals for 100% set asides.
Question 25: Section M, page 64, paragraph M.4.3 Factor 3, Past Performance states, “Evaluation of Past Performance Information. This is a three-step evaluation process. The SSEB will first evaluate all past performance information submitted in the proposal for compliance with the RFP submission criteria found in Section L. Only past performance that is compliant with the RFP submission criteria found in Section L will be included in step two, Past Performance Relevancy Rating. However, Section L does not provide any submission criteria related to Past Performance. Can the government please provide past performance criteria in Section L so offerors can ensure we are selecting the most relevant projects to ensure compliance?
Answer 25: The Past Performance criteria is on page 56 and simply states that it cannot exceed ten pages. If it exceeds ten pages, it doesn’t move on to the second step of Relevancy Rating.
