1.0 Scope of Work:
Contractor shall furnish all labor, materials, and supplies to expand the compressor capacity of the nitrogen generation system by providing an additional scroll enclosed air compressor system and sequencer to the existing compressed air system for U. S. Department of Agriculture, Agricultural Research Service, Human Nutrition Research Center on Aging (HNRCA), 711 Washington St., Boston, MA 02111. Work shall be accomplished on the 10th floor.
Existing System Components:
Powerex SET1507HP compressor on four (4) Fabreeka PLM‐3 vibration isolators
Quincy QPNC‐42 Refrigerated Air Dryer (115 V)
Wilkerson WSA‐08‐FMO C18 Water Separator
Parker F701‐06E7PT/M1 Filter
Contractor shall provide:
1.1 Oilless scroll enclosed air compressor system (460 Volt, 3 Ph, 60 Hz, 15 HP) compatible with existing system.
Compressor shall operate at 37.5 SCFM at 145 PSIG. Contractor shall provide isolators. Tie into existing receiver tank.
1.2 Duplex package sequencer panel to provide equal runtime for each compressor. Run 120V 20 AMP circuit from Emergency Power panel in Rm 1008 to sequencer. Share conduit with air dryer circuit.
1.3 Discharge water separator.
1.4 Refrigerated air dryer. Plumb receiver tank to inlet of new air dryer. Tie outlet of dryer into existing system.
1.5 460V circuit from MCCE panel to compressor in ¾” conduit using 8AWG.
1.6 120V control circuit from new sequencer panel to both existing and new compressors.
1.7 1” copper piping for compressed air system.
1.8 Two hi‐flow coalescing filters after air dryer.
1.9 Ball valves for isolation at each connection
1.10 Condensate piping for air dryer, compressor and condensate pump, run to floor drain
1.11 Factory startup and training
A conceptual drawing has been provided in the appendix.
All work shall be completed in accordance with all local, state, and federal codes and regulations. Work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
All materials shall comply with the Buy America Act.
Contractor is responsible for inspecting the site and for determining the exact dimensions of the project.
Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.
Contractor shall notify and schedule utility outages at least 24 hours in advance.
During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas.
2.0 Inspections and Completion:
2.1 Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the Location Monitor (LM) and/or other owner representatives.
2.2 Contractor shall remove all excess materials, debris, and equipment from the site.
2.3 Upon completion of all project requirements and inspections, the Contracting Officer Representative (COR) shall approve final payment.
3.0 Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. 4.0 Utilization of Bio‐Based Products:
As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.
8102(c) (3)), the Offeror certifies, by signing this offer, that bio‐based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio‐based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
The contractor shall utilize products and material based from bio‐based materials as applicable, (e.g. bio‐based greases; bio‐based hydraulic fluids, bio‐based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer (CO). Products can be found at: https://www.biopreferred.gov
5.0 Recycling:
Contractor shall make best effort to recycle any construction debris created during the contract.
6.0 Safety:
The contractor shall submit a Site‐Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 14 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities.
7.0 Detailed Bid:
Contractor shall provide a detailed bid which includes all materials, labor, and equipment to fully and successfully complete the Scope of Work described in this document.
8.0 Contractor Responsibility:
8.1 Contractor will verify all dimensions and existing site conditions prior to beginning work.
8.2 Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
8.3 Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
8.4 Contractor will provide daily reports of work performed to the LM.
8.5 Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site weekly.
8.6 All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
8.7 Contractor must always have a superintendent on the jobsite when working on this project.
8.8 Contactor can use facility restrooms.
9.0 Material / Submittals:
Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer for review and approval. Contractor shall demonstrate proper operation of system and provide as‐builts when work is completed.
10.0 Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.
11.0 Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project.
12.0 Project Schedule:
The completion of this project shall not exceed 30 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
13.0 Work Hours:
Monday through Friday, 7 AM to 3:30 PM except for Government holidays. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the LM at least 24 hours prior to the need. Possible work arrangements can be extended to weekends.
14.0 Site Access During Covid‐19 Recovery:
Contractor shall follow all Covid federal and local protocols at the site.
