Q1. Given the amount of hours listed on the price sheet, it is very likely that the successful contractor will use subs for many services. If subcontractors are used for work, will the material and equipment markup apply to subcontracted services?
A1: The bid schedule provided in the proposal will be applied to the successful contractor and subcontractors.
Q2. Can you provide the CWRR wage determinations that apply to this contract (i.e., there are 2 @ Prince George’s County, MD Heavy, 1@ Highway, and for Washington DC, 1 @ Heavy Highway, and 1@ Building)?
A2. Yes. Wage determination document has been included.
Q3. Does USDA expect the Onsite supervisor position will be exempt from overtime or a trade position? If it is a trade position, which CWRR labor rate applies?
A3. Please see C.1.2.1 Firm Fixed Price (FFP) Fully Burdened Labor Rates in solicitation document.
Q4. Would the government consider providing a WD, and a method to escalate annual rates based on changes in the labor rates in the wage determination?
A4. Escalation annual rates provided in proposals should be in accordance with the FAR.
Q5. There is a requirement to submit two CPARS reports. Would you accept Past Performance Questionnaires in lieu?
A5. Yes. If there is not CPARS information, Past Performance Questionnaires that are certified by the previous past performance evaluator will be accepted.
