STATEMENT OF WORK

June 24, 2024

PROJECT TITLE: BARC Elevator Modernization

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC)

10300 Baltimore Avenue Beltsville, MD

1. PROJECT SUMMARY

The USDA, Beltsville Agricultural Research Center (BARC) is situated about 15 miles northeast of Washington, D. C., in Beltsville, Maryland. BARC has more than 80 laboratory units, administrations offices, support sections, storage and maintenance sections, animal and greenhouse research buildings and other area buildings. These buildings are staffed by approximately 2,375 employees.

USDA retained the services of Johnson McAdams, P.A. to assess twelve (12) elevators throughout the BARC campus (ATTACHMENT 1) and nine (9) of those elevators have been identified for modernization at this time.

The BARC facility, for purposes of this project, is divided into two campuses: the Main Campus located on Baltimore Avenue and the East Campus located off Powder Mill Road. (ATTACHMENT 2). The following lists the buildings and elevators per campus location:

• Main Campus (Baltimore Avenue) – six (6) total elevators in this project Building 001 (Elevator 001) Building 003 (Elevator 002) Building 004 (Elevator 003) Building 006 (Elevator 004) Building 007 (Elevator 005) Building 010A, #1 (Elevator 006)

• East Campus (Powder Mill Road) – three (3) total elevators in this project Building 307B, #1 (Elevator 007) Building 307B, #2 (Elevator 008) Building 307C, #1 (Elevator 009)

The buildings at both campuses include a mix of 3 to 5 story buildings (including basement and attic levels). These buildings average in age from approximately 50 to 100 years and are generally constructed of a framed structural system with brick exterior cladding. The hoistways are constructed of concrete masonry units (CMU) or terracotta block layered with cement plaster cladding. The elevator machine and electrical rooms are generally located at the basement level or lowest level of the elevator hoistway they serve.

2. TECHNICAL REQUIREMENTS

The Scope of Work (SOW) for Elevator Nos. 01, 02, 04, 06, 07, 08 and 09 is defined by the USDA Agricultural Research Service Elevator Modernization Drawing Set #1 (ATTACHMENT 3), Specifications Set #1 (ATTACHMENT 4), and BARC Elevator Assessment and Modernization Design Analysis (ATTACMENT 5) dated April 30, 2024, that were prepared by The Johnson McAdams Firm, P.A., Greenwood Mississippi.

The Scope of Work (SOW) for Elevator No. 05 is defined by the USDA Agricultural Research Service Elevator Modernization Drawings Set #2 (ATTACHMENT 6) and Specifications Set #2 (ATTACHMENT 7), dated April 30, 2024, that were prepared by The Johnson McAdams Firm, P.A., Greenwood Mississippi.

3. SCOPE OF WORK

3.1. BASE BID: All work associated with the modernization of Elevator 001 located in Building 001, including mechanical, electrical and life safety upgrades. Work also includes data cable required to connect to remote remove elevator monitoring software provided by the elevator manufacturer.

3.2. BID OPTION 1: All work associated with the modernization of Elevator 002 located in Building 003, including mechanical, electrical and life safety upgrades. Work also includes data cable required to connect to remote remove elevator monitoring software provided by the elevator manufacturer.

3.3. BID OPTION 2: All work associated with the modernization of Elevators 007 and 008 located in Building

307B, including mechanical, electrical and life safety upgrades. Work also includes data cable required to connect to remote remove elevator monitoring software provided by the elevator manufacturer. One

(1) of these elevators must remain operational at all times.

3.4. BID OPTION 3: All work associated with the modernization of Elevator 006 located in Building 010A, including mechanical, electrical and life safety upgrades. Work also includes data cable required to

4. PROPOSAL

4.1. The Contractor shall submit separate proposals for the Base Contract, Bid Option 1, Bid

Option 2, Bid Option 3, Bid Option 4, Bid Option 5, Bid Option 6, and Bid Option 7.

4.2. Each proposal shall be broken down into the various trades and shall provide sufficient detail to indicate an understanding of the project requirements. The proposal(s) shall contain separate line items for General Conditions, Contractor’s Overhead and Profit, Insurance, and Performance Bonds.

4.3. The Government may elect to award Bid Options out of sequence as determined by the location’s prioritization requirements.

5. Period of Performance The Period of Performance (POP) shall be two-hundred-seventy-five (275) days from the issuance of the Notice to Proceed (NTP) for one (1) elevator and five-hundred-twenty (520) days if multiple elevators are awarded. If multiple elevators are awarded the start of each additional elevator shall elevator shall overlap the start of the previous by two (2) months in order to keep the crews moving in a timely fashion.
