Questions and Answers #2
1. As the above requirement is a total small business set aside being competed to all small businesses who are qualified and responsible A-E firms, should we only team up with our sub-consultants with same small business size standard? Since we (Prime Consultant) are meeting the small business size standard, are we allow to bring some of sub-consultants with large business standard exceeding $16.5 million.
Answer: Yes. Offerors may team with large businesses.
2. The solicitation references an Industrial HVAC Specialist. Can you please define the role and what qualifications are required?
Answer: Industrial HVAC Specialists would have extensive experience in designing HVAC systems for Biosafety Laboratories (BSL) – 3 and Animal Biosafety (ABS) - 3 Bio Containment Facilities.
3. Should the SF330 Section F projects be individual task orders or can IDIQ contracts be submitted and counted as one project?
Answer: The Section F projects should be individual task orders that highlight the Offeror’s capabilities and accomplishments; an IDIQ contract does not provide that level of information.
4. Will USDA accept recently evaluated GSA Past Performance Questionnaires?
Answer: No, the attached PPQ is the only version that will be accepted.
5. SF330 pursuits usually contain 10 past performance projects, are you only requiring 5 past performance projects to be showcased at this time?
Answer: Yes.
6. For the past performance questionnaire, will you accept the NAVFAC PPQ Form if it is already completed and available for the project in question?
Answer: See 4 above
7. The answer to Question 4 concerning the number of projects: Does that mean limit the number of projects submitted for past performance evaluation to 5, or does it mean we only should provide past performance (CPARS, PPQs, etc.) for 5 of the projects we submit?
Answer: Provide past performance for five projects.
8. Given the number of personnel required, is it acceptable to put the organization chart on an 11” X 17” format? If so, does that count as one page or two?
Answer: Yes. Each 11” X 17” page will count as two pages.
9. Can you please clarify if we are required to submit a resume for all 27 positions identified on pages 19 and 20 or just the ones identified on page 19?
Answer: The positions listed on page 19 and 20.
10. Please confirm our proposal should include resumes for all key personnel as listed in the amended Section H.1 including Principal, Project Manager, Sr. Architect, Sr. Structural Engineer, Sr. Civil Engineer, Sr. Mechanical Engineer, Sr. Electrical Engineer, Landscape Architect, Land Surveyor, Industrial Ventilation Specialist, Industrial Health Specialist, Industrial Hygienist, Biocontainment Specialist, Environmental Specialist, Greenhouse Specialist, Agricultural Engineer, Telecommunications & Data Specialist, Interior Designer, Fire Protection Consultant, Security Specialist, Lab Specialist, Construction Manager, Construction Inspector, Commissioning Engineer, Building Envelope Consultant, and Estimator.
Answer: See #9
11. Are there specific licensure/registrations required for key personnel? (i.e. should all engineers be registered professional engineers?) If so, please provide.
Answer: The intent is to demonstrate that the A/E has the required licensure/registrations required to practice in the State(s) in which projects are located. There is no requirement that all engineers be registered professional engineers.
12. Can a relevant project submitted in Section F be a study or must it be a design/construction project?
Answer: Provide a project that best demonstrates your firms range and depth of skills.
13. Q&A stated projects within the last five years must be submitted for Section F. Does the five-year timeframe refer to design completion or construction completion? Must a project be fully constructed?
Answer: The 5 years starts from date of submission of offer back 5 years. Select the projects that best demonstrate your firms experience and skills relative to the evaluation factors.
14. Will the Gov. accept a PPQ completed on a different federal form (i.e. NAVFAC/USACE PPQ)?
Answer: See #4 Above
15. Will CPARS/PPQs count against the 100-page limitation?
Answer: Yes. The page limit has been increased to 200.
16. Will the Gov. accept a mechanical engineer for the industrial ventilation specialist role?
Answer: A Mechanical Engineer with experience in industrial ventilation as indicated in the response to #2 above would be acceptable.
17. Please provide additional insight as to what the agricultural engineer role includes. Are there specific licensure/registrations needed?
Answer: Agricultural Engineering (also known as Agricultural and Biosystems Engineering) is the field of study and application of engineering science and designs principles for agriculture purposes. They combine the various disciplines of mechanical, civil, electrical, food science, environmental, software, and chemical engineering to improve the efficiency of farms and agribusiness enterprises as well as to ensure sustainability of natural and renewable resources. The agricultural engineer role does not include specific licensure/registration requirements; qualifications are based upon education and project experience.
18. Please confirm the instructions for the preparation of proposals as listed in Section L.3, specifically items #1, #3, #4, #5, #6, and #7, are not required for phase 1 proposals.
Answer: Yes, that is confirmed.
19. If resumes for all of the disciplines in Section H.1 are included in the proposal (using New Times Roman 12 pt) they are likely to be 2 pages each which will consume half the allowed pages. Can the total page limit be increased?
Answer: The total is increased to 200.
20. In Section H you have “???” next to Biocontainment Specialist, Greenhouse Specialist and Environmental Specialist. Are resumes for these disciplines required in the proposal?
Answer: See #9 above
21. Can the SF330 Part II section and CPARS/PPQ section be excluded from the overall page count?
Answer: No. The page limit has been increased.
22. Amendment 1 Q&A says to include 5 projects, however, the SF330 format allows for up to 10 projects. May we include up to 10 projects in our proposal response?
Answer: No. submit five projects
