1224H819R0001 ANF Common Stand Exam IDIQ Questions & Answers 02/27/2019
1. Can you provide plot maps and/or shapefiles?
We do not provided the shape files until after the contract is awarded and prior to the pre-work conference.
2. What are the current conditions of the stands/compartments? Is there a particular reason that you are requiring a 10 BAF to tally trees 1”+? It seems like a very low breakpoint DBH (i.e. most of these kinds of contracts the breakpoint DBH is 5”).
Current conditions of the Stands/Compartments: Too variable to make a general statement about all of the contract units in a unified manner.
Differing landscapes, forest health, species, regeneration, and geological factors make up an array of variable conditions across the forest landscape.
Requiring a 10 BAF to tally trees: Due to the variability of the contract units (BA, relative density, etc.), a 10 factor BAF worked out to be the best measure of conditions on the individual contract units.
3. What are the DBH classes (e.g. 1”, 2”)?
DBH measurement is required in a 2” diameter class, as shown in the Field Guide.
4. Is there a technical point of contact/COR?
Technical Point of Contact/COR: That would be myself, Ed Doane, at (814)363-6092 or ed.doane@usda.gov
5. Is this a multiple award or single award IDIQ?
This CSE IDIQ was designed to be a multiple award contract, with one work item per district (2 bid items). It can also be awarded as an individual IDIQ contract as well.
6. Can you provide the award info for the previous IDIQ holder (Chestnut Ridge Forestry) including the winning price/each plot type?
