About this file
This is an evaluation criteria document for the State of Nebraska Department of Administrative Services' Request for Proposal #122435 O5 for Administrative Support Services for the State Employee Health Care Medical Benefit Plans. The solicitation seeks a third-party administrator to provide comprehensive support services for the state's self-insured medical plans covering approximately 17,500 employees and 13,600 enrolled members across three health plan options: Regular Plan, Consumer Focused Health Plan with Health Savings Account, and WellNebraska. The RFP was released on June 9, 2025, with proposals due by July 17, 2025, at 2:00 p.m. Central Time. The contract term runs from execution through June 30, 2029, with options to renew for two additional one-year periods. Implementation must occur before the annual Open Enrollment period in May, with the benefit plan year beginning July 1, 2026.
The evaluation process awards a maximum of 100 points distributed across Corporate Overview (25 points), Technical Response (55 points), and Cost (20 points), with potential additional points of up to 20 for vendor demonstrations. Mandatory requirements include a signed Contractual Agreement Form, Corporate Overview, completed technical response with all required attachments, and a completed cost sheet. Cost points are calculated using a formula where the lowest realistic cost submitted receives maximum points, with all other submissions scored proportionally based on the ratio of lowest cost to submitted cost multiplied by 20 points. Vendor requirements include a minimum of five years of self-funded medical administration experience, experience serving public sector groups with a minimum of 15,000 lives, and licensure to offer solutions in all 50 states and U.S. territories. The solicitation does not specify set-aside designations, incumbent vendor information, or explicit budget ranges.
