About this file
This document contains Questions & Answers for a solicitation seeking a Registered Nurse for PACU services and a Physician's Assistant for PDHRA services at the 48th Medical Support Squadron, RAF Lakenheath, UK. The Q&A clarifies that this is a new contract with no incumbent, and any vendor with an active SAM registration who can provide services in Lakenheath, UK may bid. Companies are eligible to bid, but relocation expenses are not authorized.
Key details clarified include: the position is on-site at the Medical Treatment Facility with standard office equipment provided; no on-call requirements exist; certifications required are either BLS & PALS or ACLS & PALS; resumes and licenses are not required at proposal submission but will be needed post-award; and while Nurse Practitioners may qualify for the PA position if they have relevant experience, they must meet all PA-related requirements. The government will not conduct price realism analysis, and proposals will be evaluated based on the "Instructions to Offerors" document with consideration of price and other factors for best value determination.

Solicitation Q & A’s
1. Who are authorized to bid on this opportunity? Is this applicable for vendors whose companies are registered in UK only? Or this is also applicable to vendors outside UK?
Anyone with an active SAM Registration and the ability to provide services in Lakenheath, UK are allowed to bid on this solicitation.
2. Can a company bid on it? Or the government intend to contract directly with individual people already residing in the local area instead of contracting with a company?
A company can bid on this solicitation as long as they are able to meet the requirements of this solicitation. As stated in the PWS, relocation expenses are not authorized under this contract.
3. Is this a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?
This is a new contract and no incumbent employees.
4. How many people are currently working under this contract?
Please refer to No. 3
5. Does the contractor employee(s) needs to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)?
This is an overseas requirement. Contracted employees are required to provider services in UK and no travel is anticipated.
6. Please confirm what are the provided Government Furnished Equipment (GFE) to support for this role (e.g. desk, computer, telephone, equipment, office supplies)?
This is on site requirement at the Medical Treatment Facility in Lakenheath, UK. Standard office equipment will be provided.
7. Could you please clarify the educational requirements for the PA position? Do offerors need to meet both 1.1.1 and 1.1.2 on page 11, or just one of them? Please note that a Bachelor’s degree in Physician Assistant Studies is quite rare, yet it’s listed as a "must-have" in 1.1.2. Additionally, the NCCPA is the only recognized certification for PAs, but it’s mentioned only in 1.1.2.
Please see “PWS PA PDHRA RN PACU - V2” for revisions.
8. Could you confirm whether candidates for the RN position need to hold all three certifications (BLS, ACLS, and PALS) at the time of bid proposal submission? Please note that ACLS certification generally assumes proficiency in BLS skills. Would candidates holding two of these certifications (e.g., BLS & PALS or ACLS & PALS) be eligible?
All contractors at the med group must have either BLS & PALS or ACLS & PALS.
9. Will the basic contract PWS be publicly announced?
PWS was provided on the solicitation.
10. Would nurse practitioners (e.g., FNP, AGNP) also be eligible for the PA position?
No. The requirements are different. Unless the FNP has experience in all PA related taskers, then they would be deemed qualified.
11. Is this a follow-on contract for the existing positions? If so, please inform current awardee, award amount, and incumbent POC.
Please refer to No. 3.
12. Is there an on-call requirement for both positions?
No
13. The solicitation requires vendors to submit pricing and their past experience only, without requesting any documentation for the candidates (e.g., degrees, resumes, licenses, or certifications). If this is correct, by what deadline will the awarded vendor need to provide all the required documentation?
Resume and licenses are not required at the time of the proposal submission. Once contracts is awarded, additional information will be provided on deadlines for submitting candidate documentation by the contracting officer.
14. Is the PACU RN an existing requirement? If so, can the Government please provide the incumbent contract and/or task order #?
Please refer to No. 3.
15. Are either of the requested positions currently vacant? If so, which position(s) and how long have they been vacant?
Please refer to No. 3.
16. Will the Government consider the addition of a price realism analysis as part of the evaluation factors?
No, for this requirement, the government does not see a risk of contractors not being able to fully understand this requirement. Please reference FAR 15.404-1(d)(3).
17. Throughout the PWS, the contractor is directed to comply with the basic contract. This document is not part of the solicitation package. Will the Government provide this document for review?
Please refer to No. 9.
18. The challenge in a contract overseas with such specific qualification criteria is the ability of the company to hire and retain those personnel. As such, a company able to successfully hire and retain overseas personnel with specialized qualifications, regardless whether or not these personnel are the in the same industry, far better serves the Government than a US based company that has extensive experience hiring CONUS. Will the Government consider past experience that has equivalent size and magnitude that demonstrates a company's ability to hire specialized skills in an OCONUS setting?
Proposal submissions will be evaluated based on what was outlined on “Instructions to Offerors (RN PACU and PA PHDRA)” word document.
19. Will the Government consider corporate experience in lieu of past performance to demonstrate a company's capabilities?
Please refer to No. 18.
