1. It is specified that on top of the different forms to be filled that we have to prepare an attachment that will not exceed 5 pages. However, elements such as font size/margin etc. are not specified. Can you please give us more details?

A. You can use 1 inch margins on all sides and use 12 or 14 point font. The font can be Times New Roman or any similarly legible font.

2. Can we make an offer for 1 or 2 or 3 countries only (in other words, not offer for ALL the 4 mentioned contractual destinations)?

A. You can make an offer for any one or all of the countries listed. Each country will require a separate proposal/offer. Proposals/offers for each country will be evaluated and awarded separately. There will be one contract per country.

3. Can you please give us more details about the expected volumes per destination (nevertheless we understand there is no volume commitment)? And the usual / expected locations of inspection per destination (which ports, inland cities)?

A. It is difficult to predict the volumes per destination country or port due to programmatic changes and needs over the 5-year life of the contract. The following are approximate amounts delivered and expected to be shipped through the end of the year. However, this amount may increase or decrease based on programmatic needs and changes. Potential ports of destuffing are also listed, however successful contractors should be prepared/able to perform at any location and port location within the country, as well as nearby countries (such as port of Lome, Togo for landlocked Mali) for through bill of lading shipments.

Country 2021 2021 remaining Potential port

Mali Lome, Togo

South Africa 7,500 NMT 20,000 NMT Durban

Sudan 6,670 NMT Port Sudan

Tanzania 11,780 NMT Dar Es Salaam

4. If we mention a subcontractor, do we need to add any other detail? Such as certifications, address etc. or just their registration name?

A. If you are using a subcontractor it is not required to detail all their information. However, such detail can enhance credibility of your proposal. Potential offerors should also consider the evaluation criteria stated on page 47. “Staffing and experience” is a significant factor for evaluation and any related information on the subcontractor can be taken in to consideration.
