About this file
This document is an IFB (Invitation for Bid) from the Virginia Department of Transportation (VDOT) for Hauling Services (IFB #157654). The IFB requests bids for tri-axle and tandem dump trucks with experienced CDL operators to provide hauling services, primarily to VDOT dump sites but potentially to landfills as well. The contractor will be responsible for any landfill fees. Contractors must be able to provide a minimum of 5 tri-axle and 5 tandem trucks. The IFB does not differentiate between hauling to VDOT sites or landfills, so contractors must decide whether to include potential landfill fees in their hourly bid prices.
Pricing for the services is hourly, and contractors should incorporate all direct, indirect, and administrative costs into their bid prices. The IFB does not provide any information on set-asides, incumbents, funding sources, or other salient commercial terms.

IFB 157654 Hauling Service
Questions and Answers
1. Are landfill costs the responsibility of the contractor? Yes, the Contractor is responsible for landfill fees (reference IV.A). Most of the time the trucks will be hauling to VDOT dump sites, however, there may be times when hauling to the landfill may be required.
2. For payable time, if there’s a wait, while loading for example, is that billable time? Yes. For example, if the Contractor is called out to work from 7 am to 12 pm, that’s the hours that will be paid, even if the truck is in a line waiting to be loaded.
3. On Attachment C, “Tri-Axle Truck” is shown on certain line items for each county. On the eVA site, on the Lines tab, I see the following text used, “TRUCKS, HIRED EQUIPMENT, PER VADOT SPECIFICATIONS
DUMP TRUCK, QUAD AXLE, W/OPERATOR Tri Axle Dump Truck with minimum 70,000 lb GVWR…” In order to make sure we are perfectly clear on the type of truck being requested, is VDOT referring to a dump truck with four axles in total (including the front axle) or is VDOT requesting a dump truck with five axles total (including the front axle)? The first part of the line description (in all caps) is the system default based on the commodity code. The description that follows is the requirement for that line.
Lines 1, 3, 5, and 7 are tri-axle trucks for the county listed. The description reads, “Tri Axle Dump Truck with minimum 70,000 lb GVWR with experienced CDL Operator. Contractor shall have the ability to provide a minimum of five (5) Tri Axle Trucks.”
Lines 2, 4, 6, and 8 are tandem trucks for the county listed. The description for those lines read, “Tandem Dump Truck with minimum 55,000 lb GVWR with experienced CDL Operator. Contractor shall have the ability to provide a minimum of five (5) Tandem Trucks.”
4. During the pre-bid meeting a question was raised concerning the cost treatment for potential landfill tipping fees. The answer provided by Mr. Bennett during the meeting was that the Contractor should include the potential cost of landfill tipping fees in his bid price for the truck(s), which is hourly. Is this correct? Given the IFB makes no differential between the types of materials a contractor could be asked to haul, the same rate would apply to all applications of the truck’s usage. This could result in VDOT paying substantially more money than necessary for when the subject trucks are not hauling material destined for a landfill; or it could result in VDOT receiving severely unbalanced bids for this IFB. Please advise as to how VDOT wishes contractors to address this. Reference question 1 above. Per paragraph IV.A of the solicitation, the Contractor shall be responsible for landfill fees. Costs such as direct and indirect costs and general and administrative costs shall be incorporated in to the bid prices (reference IV.C). It is up to the bidder to decide whether or not to include potential landfill fees into the unit price, VDOT cannot instruct bidders on how to price their bids.
