12148420R0001 Dolly Copp Phase III Questions 06/17/2020

1. G201-protection of trees, detail on L403, shows a tree with a fence 360 degrees around the tree, with sign, orange polyethylene at the drip edge. The camp sites have multiple trees, is it the intent to install this around most campsites?

· Section 1 on Sheet L-401, is a suggestion on how to protect a tree to close to any operations.

2. General- please clarify the term “clear and grub”, no mention of stumping, or stump removal, are stumps to be removed?

201.04 Clearing. Within the clearing limits, clear trees, brush, downed timber, and other vegetation as follows:

(a) Cut all trees so they fall within the clearing limits.

(b) In areas of cut slope rounding, cut stumps flush with or below the final groundline.

(c) In areas outside the excavation, embankment, and slope rounding limits, cut stumps to within 6 inches of the ground.

(d) Trim tree branches that extend over the road surface and shoulders to attain a clear height of 20 feet. If required, remove other branches to present a balanced appearance. Trim according to accepted tree surgery practices. Treat wounds with tree wound dressing.

201.05 Grubbing. Grub deep enough to remove stumps, roots, buried logs, moss, turf, or other vegetative debris as follows:

(a) Grub all areas to be excavated except for cut slope rounding areas.

(b) Grub all embankment areas. Undisturbed stumps may be left in place if they protrude less than 6 inches above the original ground and will be covered with more than 4 feet of embankment.

(c) Grub pits, channel changes, and ditches only to the depth necessary for the excavation.

(d) Backfill stump holes and other grubbing holes with backfill material to the level of the surrounding ground according to Subsection 209.10. Compact backfill according to Subsection 209.11.

FP03 from Federal Highways are the specifications used on this project. Also read the FS supplemental specification attached on this solicitation package.

3. G-302 Culvert removal, what is the material of the existing culvert? Metal/concrete or HDPE?

All old culvert are metal. There will be opportunity to verify it on the pre-bid meeting on site.

4. General – “protect archeological”, what controls/fence etc is desired to protect? Would orange fence with signage, the same as tree protection?

Orange fence and keep all operations away from those areas will be enough.

5. L-107 Hayes field, the fields have limit of construction lines, don’t see any work planned in those areas?

Please read the legends and schedules at the bottom to interpret the work needed on Sheet L-107. Work is clearly defined with hatches and notes. For further details please read the specifications for this project, Federal Highway FP03 and Forest Service Supplemental Specifications for the FP03.

6. L -108, by site 166, the rip rap to the river, the edge of the river is lined with rock, the plan calls for rip rap, is it the intent that this is an access point for pedestrian/fishing or a kayak launch?

No access point for pedestrian/fishing or kayak. This is a drainage collection point. No recreational use.

7. For the clearing work, is the campground interested in retaining any of the firewood?

The wood produced by clear and grubbing is property of the United States. To properly dispose of it, coordination with the Ranger needs to be done.

8. Is there an area to stock pile material?

Every bidder have to submit its own plan for staging area within the construction limits. Staging area will be approved during the preconstruction submittal process.

9. Temporary office trailer/equipment trailer site for crews, will there be an area provided? Will electricity remain all winter be available to access?

Every bidder should plan for an office/trailer area within construction limits. Area will be approved during submittal process. Power is available year round. Bidder should plan to have their own meter to sustain any office during construction.

10. Period of Performance: 09/01/2020 to 08/31/2021, will work be allowed during the winter months, snow removal, does access remain open all year?

Access can remain open all year, weather permitting and ability of bidders to keep areas plowed. If temperature get too low and earthwork is not feasible a winter break will be allowed.

11. Is all the work shown as Future Development another Phase for the project?

It is not listed as an Alternate 1 or Alternate 2.
