Solicitation 1210198 Attachment 2 Amendment 3
Question 1: Plans and Specs call for bidder to provide a Wesco Drum Truck Model 240001 or approved equal capable of transporting 55 gallon drums. This drum truck is specifically for moving steel drums.
The plans page C1.0 state the drum truck would be used for poly barrels. Please advise if a steel drum truck is what is required for this project.
Answer: Please select a drum hand truck similar or qual to a Wesco Drum Truck Model 240083.
Question 2: A) C1.0 shows 3 x 55 gallon sodium hypochlorite tanks and one 30 gallon day tank. Will these need to be provided by the bidder? B) Are empty tanks needed or do we need to provide 3 x 55 gallon drums of sodium hypochlorite?
Answers: A) No, these are to be provided by our chemical supplier, but the 30 gallon day tank will be provided by the bidder. B) No empty tanks are needed except for the 30 gallon day tank.
Question 3: A) Will the drum in-line spill containment platform need to be large enough to fit the transfer pump as well or does the transfer pump mount on the wall above the tanks? B) Specs call for the platform to be 51 ½” by 51 ½” by 6 ½”. One platform will hold two barrels so are we to provide two of them linked together? If so, and the transfer pump needs to mount on the containment platform, the spec platform will not work for this application.
Answer: A) Please refer to the drawings, sheet C1.0. Please provide a 4 Drum in-line containment platform Eagle model# 1647D or equal to. B) The drawing is correct. Amend specification section 11250 Part 2.3.A. to change model number from 1634 to Model number 1647D; B. Dimensions: 1. Change depth 51 ½” to 26 ¼”. 2. Change width from 51 ½” to 103 ½”.
Question 4: Has asbestos testing been completed to ensure pipe insulation on piping that is to be removed does not contain asbestos?
Answer: No, there is no asbestos. The lime silo and clarifier were built in 1988.
Question 5: Does the lime feed pipe from the silo to the aerator building need to demo out?
Answer: Yes
Question 6: In the chemical room, plans and specs call for the drum in-line spill containment platform with a Spill pallet ramp connected to it. We assume this ramp is needed to move drums on to the platform with the drum truck we are to provide. The platform is 51 ½” from front to back. The ramp that is spec’d is 45 1/2” long. When connected, the overall length is 8.08’. The entire depth of the room is 8’. This system will not work in this room. Since the platform is 6 ½” high and the drum truck is 22” to the center chime hook, is the ramp really needed?
Answer: Please refer to the answer for Question #3.
Question 7: Will the existing processes in each of the three locations remain operational during new installations or can overall demo occur in all locations directly without the consideration of existing operation? No indication in the specifications that state “All systems will continue to operate”. Honestly, there is no room for new installations if everything else is to remain active. I refer to amendment question answer 7: A, B, and C. I assume this means all will be removed prior to installation therefore, all demo can begin immediately after the pre-con meeting and NTP award. Please confirm.
Answer: The Water Plant is to remain operational during the construction process. Water is processed approximately 6 hours a day.
Question 8: Will there be a badging process once personnel are background checked and approved to provide easy access or will everyone need to enter thru and into the security bldg. daily?
Answer: See Section “C-10 Personnel Security Clearance Requirements” of the solicitation for security information.
Question 9: Is it required as in other Govt. projects that a QCM, Site Safety and Health Officer (SSHO) and dedicated scheduler be employed by the sub-contractor?
Answer: Yes
Question 10: Any specifics related to the schedule to be provided? Primavera P6 standard Gant Bar Graph acceptable? Cost loaded? Define schedule needs.
Answer: Contractor is to provide their typical schedule 10 business days after a Notice to Proceed has been issued.
Question 11: Will the contractor be require to use the Govt. RMS/QCS system for project tracking?
Answer: No
Question 12: Reference drawing C2.0
A. Question: Insulation was noticed yesterday on existing piping in the area. Has the insulation been tested for asbestos, is asbestos located in an location relative to this project, and is there any documentation stating the site or areas of renovation are asbestos free. Please provide clarification.
a. Answer: No, there is no asbestos. The lime silo and clarifier were built in 1988.
B. Question: Insulation is not mentioned in any part of the drawings to be provided or installed. No specification has been provide by McClelland. Does the 12” assumed BYPASS get insulated?
a. Answer: This is an existing line and the building is heated.
C. Question: Does the Inducted Draft Aerator located on the roof get removed?
a. Answer: No, it is not to be removed.
D. Question: Is the dark lined 12” piping shown on the drawing get installed internally or externally to the building?
a. Answer: This is an existing line.
E. Question: Can an elevation drawing be provided to show overall demolition and new installation as separate drawings?
a. Answer: We do not currently have this and do not believe this is necessary to complete the work.
F. Question: Existing 16” piping shows to be either ductile or schedule 40 carbon steel. Is the assumed 12” pipe to be schedule 80 PVC as the drawing indicates? Flanged connection INSIDE the building?
a. Answer: This is an existing line. No work is to be performed.
G. Question: If in fact, the assumed bypass does get installed where the “From Well” water flow should be presently active and would a scheduled outage need to occur to close the Existing 16” butterfly valve to allow for that installation and is there another shut-off valve closer to the well to shut the water completely? According to the layout of this drawing, the 16” to 12” tee would still allow water to flow into the 12”. Please confirm that there is a present means to shut the water flow off completely into the Aerator/Lime Bldg.
a. Answer: This is an existing line.
Question 13: Reference Drawing C3.0
A. Question: Does the augur feed line from the “Cone”, Hopper thru the Silo, up to the roof of the Aerator/Lime Bldg. get removed? Capped? Better clarify demolition.
a. Answer: The auger and the existing supports are to be removed.
B. Question: Existing Supports for the exterior piping get removed as well?
a. Answer: They are to be removed.
Question 14: Reference Drawing C1.0
