About this file
This is a solicitation evaluation criteria document for solicitation number 120648 O3, Overdose to Action in States (OD2A), with an opening date of January 3, 2025. The document outlines four mandatory requirements that must be met for proposal evaluation: a signed Contractual Agreement Form, Corporate Overview, Technical Response, and Cost Sheet. Non-compliant submissions will be excluded from consideration.
The evaluation scoring system allocates a maximum of 100 points across three main categories: Corporate Overview (35 points), Technical Response (50 points), and Cost Sheet (15 points). An additional 10 points may be awarded for oral interviews if required, bringing the potential total to 110 points. The cost evaluation formula is based on the lowest submitted cost receiving maximum points, with other proposals scored proportionally using a provided mathematical formula. For example, if the lowest cost is $100,000 and another proposal is $200,000, with 20 maximum possible points, the higher cost proposal would receive 10 points.
