1205K320R0006 - MSHNVM Foundation Preparation Amendment 01 - Questions and Answers:
• Q1: If the optional item (Lava Beds) is selected, would the 11/6/20 hold true for all three stations?
o Answer 1: Yes. All toilets will be installed at the same time/day/trip for CXT and the truck haulers. It may take two days, but they plan on the actual crane being on site for one day total for all of the sites. Note, this is in reference to all site: BASE (Kalama and Marble Mountain) and OPTIONAL (Lava Canyon).
• Q2: Will the stations be installed simultaneously, or will we be able to sequence them with a single crew?
o Answer 2: The crane will go to one place, install, and then move to another place. It should all take place in one day. The worst case it that it will take CXT two days. This contract required all foundations to be prepared and approved by 11/6.
• Q3: For the FS installation of the vault and station, will the contractor be required to backfill after the vault installation but prior to installation of the station, and if so, what are the time requirements?
o Answer 3: CXT will not backfill. The contract that you are bidding on is responsible for preparing the foundations and also backfilling once CXT has placed the vaults and the toilets. CXT will place the vaults and then immediately place the toilet structure on the vaults. The contract that you are bidding on will NOT be required to backfill the vault prior to the placement of the toilet structure on the vaults.
• Q4: After setting of the comfort stations, how long will the contractor be required to maintain temp port‐a‐potties until they are open to the public?
o Answer 4: Once the new CXT toilets have been installed, and the FS has approved the structures (typically within a few days), and the backfilling has been accomplished and approved for this contract, then the public can begin to use the CXT toilets. The porta‐ potties can be removed from the site during the winter months, and returned if necessary, during the months of April/May (depending on snow levels and access to the sites). Some sites will require asphalt paving, which if not paved until April/May, may require the contractor to provide safe access to the CXT toilets by placement of gravel along saw cuts or other edges where tripping can occur. Note, porta‐potties are not items that are directly paid for.
• Q5: Can this bid be emailed?
o Answer 5: Yes, Email offers are accepted. Email offers to stevonne.fuller@usda.gov.
Note: It is the responsibility of the Contractor to confirm offer has been received.
• Q6: Do you require a bid bond?
o Answer 6: Yes. Please refer to page 29 of the solicitation.
• Q7: I have not found an instructions to bidders that confirms all the required documents for a complete bid package, ie. is the 52.204-8 Annual Representatives and Certifications required in addition to the SF 1442, bid schedule, and bid guarantee on SF 42?
o Answer 7: Please refer to section K-4 for FAR 52.204-8, Section L-4 for technical proposal instructions and section M for evaluation criteria.
