Scope
The USDA Forest Service is seeking to contract for an appraisal report for the market value of the fee estate of vacant land. The subject contains 2,506.59-acres and is known as SIU#785, Wasson Creek Acquisition (Phase I, Phase II, & Phase III). The land, owned by Wasson Creek LLC, is voluntarily offered for sale to the United States via the Forest Service.
The project has been divided into three phases for various acquisition strategies.
Therefore, the appraisal assignment will be to develop six value opinions in one report based on the following acquisition scenarios:
• Valuation Scenario 1 – Value only Phase 1 – 807.2 acres
• Valuation Scenario 2 – Value only Phase 2 – 1006.6 acres
• Valuation Scenario 3 – Value only Phase 3 – 692.79 acres
• Valuation Scenario 4 – Value Phase 1 & 2 in one transaction – 1813.8 acres
• Valuation Scenario 5 – Value Phase 2 & 3 in one transaction – 1,699.39 acres

From there the main access road travels southerly, across a private bridge and travels across the private lands of the Ecotrust Forests II LLC, through a portion of section 4 (taxlot: 21-10w-04-00300) and across a new fish culvert at Taylor Creek. The road then travels southerly through the remainder of section 4 and the lands included in the proposed Phase 3 parcels of the Wasson Creek Purchase then continues through section 9, entering the lands included in the proposed Phase 2 parcels of the Wasson Creek purchase and finally crossing the North line of section 16 and entering the northern portion of the lands included in the proposed Phase 1 parcels of the Wasson Creek Purchase. Minerals: In 2018 the mineral estate was conveyed to Ecotrust Forests II, LLC., affiliated with Wasson Creek LLC., the current holder of the surface estate, by Quit Claim deed with a reservation of a 7% royalty to the benefit of BRP, LLC subject to the terms in the deed. It is the current intent of the parties to have Ecotrust Forests II, LLC convey the mineral estate to Wasson Creek LLC to rejoin the mineral estate to the surface estate, subject to a royalty held by BRP, LLC.
Timber: The contract appraiser will be responsible for providing a timber cruise that meets industry standards. The cruise plan must be approved by the Forest Service before work commences. A check-cruise may also be required. If the contract appraiser subcontracts for the timber cruise, the cruiser and cruise plan must be approved by the Forest Service measurements forester. The timber cruise statement of work is included here as part of the appraisal assignment package.
Water Rights: There are no water rights attached to this property.
Water Features: The Smith River runs along part of the northern border of the subject.
Wasson Creek meanders southerly through the middle of the property. Many other small creeks drain into the Wasson Creek.
Wetlands: There are no wetlands per the National Wetland Inventory maintained by the US Fish and Wildlife Service.
Floodplain: FEMA map 41019C0170F indicates small sections of the subject along the Smith River are in the special flood hazard areas designated Zone AE, see excerpts on pages 14 & 15. Additional maps for subject are 41019C0200F (Not Printed), 41019C0385F (Not Printed). All other areas of the subject are in Zone X. Maps effective date 2/17/2010.
Hazardous Phase I Environmental Site Assessment commissioned by the Materials: landowner in 2013 concluded no evidence of recognized environmental conditions.
Site Conditions: Terrain is variable from mountain top to creek bed that has timber in many stages of merchantable life cycle.

Pre-Contract Award Instructions
Hypothetical Conditions: There is a hypothetical condition that the mineral estate is included in the estate appraised for a complete fee estate consisting of surface and subsurface rights. The appraiser shall include any statement necessary to comply with USPAP regarding the use of this hypothetical condition. The Review Appraiser must be contacted to approve use of any other Hypothetical Condition, and only if the use is necessary to produce a credible appraisal.

Larger Parcel: Refer to the Uniform Appraisal Standards for Federal Land

UASFLA requires the appraiser to make a larger parcel determination in all appraisals. The appraiser must describe the factual basis and analysis underlying the conclusion of the larger parcel analysis. The three tests developed under larger parcel analysis (unity of highest and best use, unity of title, and contiguity) must be reported in sufficient detail for the client and intended users to fully understand the factual and analytical basis for the conclusion.

The highest and best use conclusion will identify the most probable user, the most probable buyer, and the timing of the use. The timing of use is an assignment instruction.
Post-Contract Award Instructions
Pre-Work Meeting: Appraiser will participate in a pre-work meeting via teleconference conducted by the Forest Service review appraiser. Pre-work may be in conjunction with the property inspection. Representatives of the Forest Service and the Wasson Creek LLC will be given an opportunity to take part in the pre-work meeting and associated property inspection.
Enclosures: The Appraisal Statement of Work and Appraisal Specifications for Real Property Appraisal must be included by attachment in the addenda of the appraisal report.
All other supplied exhibits and/or appendices by the Forest Service may be included as the contract appraiser feels necessary to produce a credible report that is not misleading.
Appraisal Report Submission: The contract appraiser shall submit to the review appraiser one digital (pdf) version of the appraisal report no later than Thursday, November 5, 2020. A preferred start date will be Wednesday, July 8, 2020. This date is subject to current COVID-19 pandemic guidelines and conditions at the time of contract award.
The Forest Service review appraiser will review the appraisal report and notify the contract appraiser of necessary revisions, if any. The revised report shall be submitted within 15 days.
The contract appraiser will provide (one) original copy of the signed final appraisal report and one (1) electronic (pdf) copy of the original signed final appraisal report to the Forest Service review appraiser once the report has been approved by the review appraiser.
Payment: A partial payment will be authorized upon completion of the timber cruise. The cruise must have been approved by a Forest Service Forester prior to payment. The partial payment invoice may be in the amount of the actual cost from the subcontractor or 50% of the appraisal contract amount. The contract appraiser may submit their partial payment invoice with a copy of the subcontractor invoice. The remainder of the appraisal contract will be paid upon final approval of the appraisal report. All invoices must be submitted using the Invoice Processing Platform (IPP).
Summary
This Appraisal Statement of Work provides an overview of the appraisal assignment. The Appraisal Specifications document sets forth a summary of the standards and guidelines for the appraisal assignment. The Timber Cruise Statement of Work provides the framework and standards of the timber cruise.
The Forest Service-issued Appraisal Statement of Work, Appraisal Specifications document, Timber Cruise Statement of Work and exhibits/appendices supplied comprise the Appraisal Assignment Package which provides the contract appraiser details to be used in this assignment. EVALUATION FACTORS FOR AWARD
Award Determination
The appraisal solicitation is based on the best value to the Government. Awards will be made to the offeror whose proposal is technically acceptable and whose technical/cost relationship is the most advantageous to the Government. While cost is secondary to technical considerations, it will be a factor in the award decision. The award may not necessarily be made to that offeror submitting the lowest offer.
Also, the award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work.
The Government reserves the right to make cost/technical trade-offs that are in the best interest and to the advantage of the Government.
Proposals will be rated to determine those offers that are within the competitive range, price and other factors considered. Proposals should be submitted initially on the most favorable terms that the offeror could make to the Government. The Government reserves the right to reject any or all proposals or to make award without conducting discussions. Discussions (oral or written) may be conducted as appropriate with all offerors considered to be within the competitive range. For the purpose of this solicitation, discussion shall not be considered to have been initiated where the Government requests additional information supplementing or clarifying a proposal without materially changing it. Discussion shall be considered to be open negotiation with an offeror for the purpose of modifying or materially changing the proposal as submitted. Where discussions are held with one offeror within the competitive range, they will be held with all offerors within the competitive range.
Evaluation Factors Proposals will be evaluated according to the following factors. All evaluation factors are of equal importance.
The following information is to be submitted by each offeror (in addition to Section B, Schedule of Items), to be used in evaluating each offer.
1. The offeror shall be a State Certified General Appraiser. State certification requirements may be met through existing certification, reciprocity, or temporary permit after award. Specify which of these options is to be utilized.
2. The offeror must have experience in appraisal of market property valuation under USPAP requirements, and shall cite specific examples.
3. The offeror must provide a synopsis of their appraisal education and experience.
4. Past Performance on Federal appraisal contracts will be considered. The offeror shall provide contract information including reference contact information. Contract performance includes quality, timeliness, management, and other as applicable.
Note: Offerors must be registered in www.sam.gov in order to be considered for award.

General Specifications & Scope
The USDA Forest Service is seeking to contract for an appraisal report for the market value of the fee estate of vacant land. The subject contains 2,506.59-acres and is known as SIU#785, Wasson Creek Acquisition (Phase I, Phase II, & Phase III). The land, owned by Wasson Creek LLC, is voluntarily offered for sale to the United States via the Forest Service.
The project has been divided into three phases for various acquisition strategies.
Therefore, the appraisal assignment will be to develop six value opinions in one report based on the following acquisition scenarios:
• Valuation Scenario 1 – Value only Phase 1 – 807.2 acres
• Valuation Scenario 2 – Value only Phase 2 – 1006.6 acres
• Valuation Scenario 3 – Value only Phase 3 – 692.79 acres
• Valuation Scenario 4 – Value Phase 1 & 2 in one transaction – 1813.8 acres
• Valuation Scenario 5 – Value Phase 2 & 3 in one transaction – 1,699.39 acres
• Valuation Scenario 6 – Value all Phases in one transaction – 2,506.59 acres
The appraiser should note that scenarios 1-3 will be standalone values, while scenarios 4-6 may or may not be the sum of the individual phases value due to economies of scale or other factors.
The contract appraiser shall furnish all materials, supplies, tools, equipment, personnel, travel, and shall complete all requirements of this contract including performance of the professional appraisal services listed herein.
The project consists of an Appraisal Report. For the purposes of these specifications, any appraisal report will be considered as meeting the “Uniform Standards of Professional Appraisal Practice” (USPAP) requirements for an “Appraisal Report” if it has been prepared in accordance with the “Uniform Appraisal Standards for Federal Land Acquisitions” (UASFLA 2016; Sections 1 and 2).
