Cruise approximately 200 point count measure plots (All plots are measure plots that include count and measure trees, frequency based on species) per sale. Preliminary cruise plans provided have a frequency range of 1 in 5- 20 for major species. Assume major species will have a measure frequency of 1 in 8-12, however in the event that this frequency is not 1 in 8-12, please submit bids for ranges of alternative frequencies.

FAR 52.212-4(g) Invoice is tailored as follows:

The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contract invoices and payments. IPP is a secure Government-wide, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.

Upon award of a contract, Contractors must register at https://www.ipp.gov/vendors/enrollment-vendors.htm. Contractors shall submit all invoices electronically via IPP. Paper copies of invoices are not accepted. The Contractor must also attach an invoice which clearly identifies the contract line item number, description, quantity, unit price and total amount being invoiced.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Part (d): Contract Documents, Exhibits or Attachments

1. Scope of Contract

The services covered in this task order require the Contractor to furnish all labor, quality control, equipment, supervision, transportation, operating supplies, and incidentals, except those items listed as Government furnished property (see sub-sections 12 and 13 of this section). This project work consists of performing cruises to determine tree volumes in designated areas on the Gifford Pinchot National Forests. The end results required under this contract are to cruise to the standards included herein and to the standards stated in the Timber Cruising Handbook (FSH 2409.12) and in the Government’s Quality Assurance Plan.

Specifically, this project consists of cruising 4 timber sales. Sample marking guides and cruise plans are provided for the purposes of submitting proposals. Due to seasonal access these sales have not been layed out nor have marking guides been finalized. The number of plots will remain close to what is indicated on the Schedule of Items. However, the species and frequency of measure trees may be adjusted prior to cruise.

Updated marking guides and cruise plans will be provided prior to cruise. Shape files may be provided after award.

2. Personnel Qualifications

The following minimum combinations of experience and education are required for crew leaders and inspectors*. A season equates to greater than 90 days.

(a) Minimum 2 seasons experience with no additional Forestry education.

(b) Minimum 1 season experience with 1 year Forestry technician student.

(c) Minimum 0 seasons experience with 3 years Forestry student.

*A “crew leader” is the individual responsible for field operations in accordance with the accuracy standards. Crew leaders shall have a minimum of 50% of the required experience in Cruising and Traversing. A crew leader may also serve as the inspector as required for Contractor self-inspection (see sub-section 6 of this section).

An “inspector” is the individual responsible to insure contract specifications are being met.

3. Location and Descriptions

(a) Project work areas are located either on the Mt. Adams Ranger District or the Cowlitz Valley Ranger District of the Gifford Pinchot National Forest. See attached Vicinity maps and Site-specific maps.

(b) Accessibility. Motor Vehicle Use Maps for the Gifford Pinchot National Forest are available from District and Forest Headquarter Offices. The project areas may be reached by forest roads that are accessible by a high clearance vehicle; all-wheel or 4-wheel drive is recommended. The Forest Service assumes no obligation to plow snow or provide special maintenance to keep roads open. The Contractor may plow snow with written authorization of the Contracting Officer. The Contractor shall follow each District’s guidelines for snowplowing. Seasonal road closures may necessitate scheduling by the Contractor in order to obtain vehicular access to the area. Roads located behind closures will require special permission for vehicle access. The Forest Service does not maintain roads behind closures. Much of Willie timber sale requires a walk-in; please reference the unit map which indicates which roads are not drivable. Also reference Willie topo map for terrain.

Optional: Drift sale, the 6 units in the northeast are located on the old curly creek rd which is no longer drivable. This sale is located on relatively flat terrain.

4. Contractor's Furnished Equipment and Supplies

Contractor shall furnish equipment, supplies, labor, and tools necessary for compliance with field procedures herein. Suggested items include, but are not limited to the following.

(a) GPS Unit

(b) Azimuth compass with declination setting capability.

(c) Tatums

(d) Relaskops/ hypsometers

(e) Indelible ink markers or grease pencils.

(f) Diameter tape.

(g) Clinometer.

(h) 75 foot loggers’ tape

(i) Pink non-biodegradable flagging.

(j) Wooden surveyor stakes (1 inch square) to be used as cruise plot centers.

5. Technical Specifications - Cruising

(a) General Cruise Specifications: The Timber Cruising Handbook (FSH 2409.12) is included by reference and is considered part of the technical specifications. When there is a discrepancy between these specifications and the handbook, the specifications will take precedence. The Government will furnish the cruising guidelines. Sales in this contract are Designation by Description or Designation by Prescription. A cruise design will be provided for each of the sale areas, which will include marking directions and sampling frequency for each of the harvest unit. A sample cruise design has been provided for use in estimating costs.

(b) Certified Cruisers: All cruisers (signing the cruise card as cruiser) must have a current cruiser certification by the U.S. Forest Service and show proof of certification for the Pacific Northwest Region.

For cost estimating, the general cutting guide is for a commercial thin in conifer stands 35-80 years of age involving thinning from below. To achieve this, the operational spacing is adjusted for slope and cut tree designation by description. Remove all merchantable conifers that are not otherwise designated as leave trees that are within a specified distance of a live conifer tree that 1) has a larger stump diameter and; 2) is not designated for cutting. Operational distances are measured slope distances outside bark stump height to outside bark stump height. Specified distances will vary by cutting unit, but generally they will be between 12 and 20 feet. In simple terms, you will pick the largest leave tree and designate all commercial conifer trees within the specified distance of the leave tree as cut trees.

(i) The establishment of plots and measurement of trees shall be done in accordance with the Timber Cruising Handbook (FSH 2409.12).

(ii) All trees, which meet species, product, and utilization standards, shall be measured, defected, and recorded in accordance with the Timber Cruising Handbook (FSH 2409.12).

Saw log and non-Saw log specifications shall be identified in the cruise plan provided.

(iii) The Contractor shall audit all completed Tree Cards to ensure they are filled out properly before delivery to the Contracting Officer. All incomplete and incorrect Tree Cards will be returned to the Contractor for completion and/or correction.

(iv) The contractor may choose to collect the cruise data electronically instead via the provided cards. The software will be provided by the USFS, the contractor will be required to provide compatible hardware.

(v) All cruise cards shall be filled out neatly, clearly and be legible. The header information at the top of all cruise cards shall be completely filled in.

(vi) All cruise trees shall be recorded on Government provided Tree Cards.

(vii) All cruise trees shall be identified per the provided cruise plan

(viii) All distance measurements will be corrected for slope to reflect horizontal distance.

(ix) Cruiser and/or Tally person will be identified on the cruise cards.

(x) Issuance and handling of tracer paint will be as stated in clause located in Section G, titled “Time of Delivery and Contractor’s Responsibility of Government Furnished Property”.

(xi) Any cruise inspections done by the Government will be the R6 Check Cruise Program to calculate, document, and summarize the results of the inspections. All five (5) cruise categories shall receive a passing score to be considered satisfactory work. The five (5) cruise categories are Species Identification, Measurements, Product Designation, Defect and Point/Plot Tally and are displayed in Section J.
