CATT PRELIMINARY CRUISE PLAN

PRELIMARY UNIT AND ACRE INFORMATION SUBJECT TO CHANGE

AFTER LAYOUT AND FINAL AREA DETERMINATION.

This sale consists of 14 commercial units totaling 738 acres located on the Cowlitz Valley Ranger District located within the Gifford Pinchot National Forest. The direction of this cruise plan will be to design the cruise to meet the Forest Service standards, which includes a total sampling error (SE) of 10% at the 95% confidence level for a tree measurement sale (TMS) of this value. Sale and individual unit maps are located in the sale folder.

SILVICULTURAL GUIDELINES

Each unit in this sale has its own unique harvest prescription, which may contain all or some of the following: Designation by Description, Gaps, and Single Leave Trees.

Detailed specific prescriptions may be found for each unit within the enclosed General Marking Guidelines/Prescription document, located in the sale folder.

CRUISE SPECIFICATIONS

The National Cruise System (NCS) was used to calculate all volumes and sampling statistics.

Refer to R-6 Tatum Aids and Timber Cruisers Field guide to Disease and Insect Damages and Defects of Pacific Northwest Conifers (P.F. Hessburg) for cruising methods and defect rules.

SAMPLING METHOD: Based on past experience on the district and from data gathered during pre-cruise, it is my decision to use the following cruise method. Plot spacing was determined by the National Cruise System, Cruise Design program.

All Units

Point Count Tree cruise method with a 20 BAF.

Spacing between plots is 401 feet. Initially there will be 200 plots cruised. Plots will be pre-numbered on the unit maps. (Subject to change after Final Area Determination)

All cut species have their own Sample Group and Sample Frequency.

(Example of ranges from past cruises subject to change for final cruise design. May include additional cut species on final cruise design)

VOLUME EQUATION/FORM CLASS: The following equations and form classes were used to calculate volume in NCS:

DIAMETER: Measure tree diameters at breast height (DBH), 4.5 feet above the ground, on the high side of the tree. Diameters will be rounded down to the nearest 10th of an inch.

HEIGHTS: Measure tree heights from stump height to the terminal bud to the nearest foot. Trees with severely abnormal or broken tops will be measured to Primary Merchantable Height, with the top Primary DIB of 5” or greater. Primary Merchantable Height and Primary DIB will be recorded on cruise card.

SPECIFICATIONS for D x D Spacing:

Diameter Stump Height (DSH) = Diameter, outside bark, at 6” from the natural forest floor, high side of tree.

Minimum DSH for a cruise tree is 7”.

Maximum DSH for a cruise/cut tree is 22”-36” (Will be specified by Unit on Final Cruise Plan)

Minimum log length is 6 feet of recoverable wood.

GRADE SPECIFICATIONS:

Grade 1 - Sawlog Minimum DBH 7.0” Primary Minimum merchantable diameter inside bark (DIB) is 5” No less than 40% gross volume

DEAD TREES/SNAGS: No dead trees/snags will be cruised. A tree is considered “Live” when there is one green needle present.

STAND AGE: Generally, the age of these stands are approximately 40-50 years. Use the Hessburg Field Guide to Disease and Insect Damage as an aid in defecting.

PLOT MONUMENTATION

• Plots will be monumented with a wood stake with the following written on it:

o Unit number o Plot number o Date o Cruiser initials

• Three pink flags will be hung in a triangle around the plot center, one of which will have the same information as the wood stake

• All trees on plots will be numbered with blue paint starting with 1 on each plot.

• Plots will be spun starting at North and spun clockwise

• All trees that are mark on cards will have cruiser initials in the FC column.

• Cut species will be identified on cruise cards with two letter abbreviations, as follows:

DF - Douglas-fir

WH - western hemlock PS - Pacific Silver fir

• All trees on plots that are mark to be cut by D X D will have a blue tracer painted number –All trees on a mirage plot will be painted with tree number and the letter M.

• The cruiser will be given a measure to count ratio on each species, (example every 1 in 10 DF will be measure starting with the first DF. This frequency will be carried forward through each succeeding plot. Every tenth DF will be measured regardless of plot number).

• All trees on a mirage plot will be painted with an additional number.

• Distances to plots will be measured with a laser, tape, or GPS. When using

GPS, measure distance and azimuth manually at the first “beep”.

• For plots that fall on or close to the unit boundary the “Mirage Method” will be used.

DESIGNATION BY DESCRIPTION (DxD):

• “Largest Tree” will be determined by diameter at Stump Height.

• Stump Height is measured at 6 inches above the natural forest floor on the high side of the tree regardless of species/individual tree characteristics [i.e.

fluted/swollen butt].

• Cruise all live designated species meeting minimum specifications that are within the DxD spacing of a live tree with the largest stump diameter.

Distances are measured in slope distance, tree face to tree face, outside bark at Stump Height.

• Trees outside and inside of plot will be used to determine cut trees within plot – look outside and inside of plot to determine largest tree for spacing.

• DxD Designated Species listed above are to be considered for harvest. All other species are ‘ghost’.

• All DxD designated species above and below diameter limits and all non-designated species regardless of size are not considered in spacing, they are considered “ghost” trees.

• Boundary trees are considered for spacing if the largest tree.

DOWN/LEANING TREES: Down trees, regardless of green needles present, will be ignored. Leaning trees that have green needles present will be considered “alive” and cruised if roots are partially underground and still productive.

Designated Species – These are species to be removed if they are within the diameter limit. All other tree species are to be left, as are all trees outside of the diameter limits (except on landings, skid trails and temporary roads).

DSH – Diameter Stump Height is 6.0 inches on the uphill side. DSH limits were derived from model projections of the largest diameter trees in the stand as well as calculated from field observations.

DxD Spacing – Designation by Description Spacing is the minimum spacing to be left between designated tree species within diameter limits.

Measured slope distance between the closest edges of the trees at stump height. All distances have been adjusted for slope.

The body of the harvest unit (not including no-cut areas and gaps,) will be thinned via Designation by Description (DxD) that uses spacing, diameter limits, and designated cut species.

All trees, outside of diameter limits regardless of species are not to be used for cutting anything, whether in gaps or otherwise. All trees of other species than WH, SF, NF and DF will also not be used for any measurements or cutting.

Thinning is from below, leaving the largest diameter designated tree species and removing all the smaller diameter, designated tree species, which are closer than the minimum spacing.

All designated species above and below the diameter limits and all non-designated species regardless of size are not considered in the spacing. They are “ghost” trees.

Any trees painted for leave as boundary trees are considered for spacing.

Within Unit No-Cut In units with no-cut areas (skips) of ¼ acre each, center tree will be designated with two bands of orange (see Table 2). From center tree, a radius of 59 ft. provides a ¼ acre skip. Skips should be dispersed within the body of the unit and away from landings and temporary roads. Skips may be aggregated if necessary to sufficiently capture any unique areas of biodiversity where they do not inhibit logging systems. Otherwise, any skip will be no less than 150 feet apart from another skip measured center tree to center tree.

Skips should contain a minimum tree density of 200 ft2 of basal area per acre. Table 2 is an embedded spreadsheet. Double-click on table to activate and input final traverse acres in “Net Unit Ac” column. Spreadsheet will calculate number of skips and gaps needed for each unit. If spreadsheet cannot be used, final number of skips will be calculated by dividing final net unit acreage by gross stand acreage. If percentage is over 90 then supply correct number of skips to reduce net unit acreage to 90% of gross stand acreage. If percentage is over 100 than calculate number of skips for 10% of total net unit acreage.

If percentage is under 90, then numerous skips occur within the stands in the form of inner riparian buffers, non-merchantable areas and inaccessible areas that exceed the desired 10% level as described in the general prescription. In Horse Thin and Berry Thin no additional skips will be installed.

Single Leave Trees Leave an additional single tree within the perimeter of a created gap area (see below) with a single band of orange in addition to the center tree. Ideally this single tree will be of cut-tree designation, in the dominant/codominant crown class and no greater than 15 feet from the center tree.

Created Gaps (Table 2) For all units with gaps remove all designated tree species within the diameter limits (see Table 1) and leave all non-designated tree species and all trees outside of the diameter limits leaving all western redcedar, western white pine, Pacific yew, lodgepole pine and any hardwoods. Target gap locations in areas of lower stocking where stand complexity is already developing. Designate black cottonwood or noble fir as a gap center tree where possible to promote release of these species. Designate gaps by marking a center tree with two bands of pink. From center tree, a radius of 42 ft. provides a 1/8 acre gap, a radius of 53 ft. provides a 1/5 acre gap and a radius of 59 ft. provides a 1/4 acre gap. Use gaps to target root rot centers and aggregate canopy gap centers to sufficiently disrupt root disease spread for pockets up to ¼ acre in size. Final total gap acreage for each unit will be based on 10% of final net unit acreage.

ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:

HEALTH & WELFARE: $4.48 per hour or $179.20 per week or $776.53 per month

HEALTH & WELFARE EO 13706: $4.18 per hour, or $167.20 per week, or $724.53 per month*

*This rate is to be used only when compensating employees for performance on an SCA-covered contract also covered by EO 13706, Establishing Paid Sick Leave for Federal Contractors. A contractor may not receive credit toward its SCA obligations for any paid sick leave provided pursuant to EO 13706.

VACATION: 1 week paid vacation after 1 year of service with a contractor or successor; 2 weeks after 2 years; and 3 weeks after 5 years. HOLIDAYS: A minimum of ten paid holidays per year: New Year's Day, Martin Luther King Jr.'s Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. (A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) (See 29 CFR 4.174)

** UNIFORM ALLOWANCE **

If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:

The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition, where uniform cleaning and maintenance is made the responsibility of the employee, all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount, or the furnishing of contrary affirmative proof as to the actual cost), reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day). However, in those instances where the uniforms furnished are made of "wash and wear" materials, may be routinely washed and dried with other personal garments, and do not require any special treatment such as dry cleaning, daily washing, or commercial laundering in order to meet the cleanliness or appearance standards set by the terms of the Government contract, by the contractor, by law, or by the nature of the work, there is no requirement that employees be reimbursed for uniform maintenance costs.

** NOTES APPLYING TO THIS WAGE DETERMINATION **

Under the policy and guidance contained in All Agency Memorandum No. 159, the Wage and Hour Division does not recognize, for section 4(c) purposes, prospective wage rates and fringe benefit provisions that are effective only

1205K319Q0021-Attachments 16 upon such contingencies as "approval of Wage and Hour, issuance of a wage determination, incorporation of the wage determination in the contract, adjusting the contract price, etc." (The relevant CBA section) in the collective bargaining agreement between (the parties) contains contingency language that Wage and Hour does not recognize as reflecting "arm's length negotiation" under section 4(c) of the Act and 29 C.F.R. 5.11(a) of the regulations. This wage determination therefore reflects the actual CBA wage rates and fringe benefits paid under the predecessor contract.

** SERVICE CONTRACT ACT DIRECTORY OF OCCUPATIONS **

The duties of employees under job titles listed are those described in the "Service Contract Act Directory of Occupations", Fifth Edition (Revision 1), dated September 2015, unless otherwise indicated.

REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE

Standard Form 1444 (SF-1444)

Conformance Process:

The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e., the work to be performed is not performed by any classification listed in the wage determination), be classified by the contractor so as to provide a reasonable relationship (i.e., appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). The Wage and Hour Division shall make a final determination of conformed classification, wage rate, and/or fringe benefits which shall be retroactive to the commencement date of the contract (See 29 CFR 4.6(b)(2)(iv)(C)(vi)). When multiple wage determinations are included in a contract, a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.

The process for preparing a conformance request is as follows:

1) When preparing the bid, the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).

2) After contract award, the contractor prepares a written report listing in order the proposed classification title(s), a Federal grade equivalency (FGE) for each proposed classification(s), job description(s), and rationale for proposed wage rate(s), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.

3) The contracting officer reviews the proposed action and promptly submits a report of the action, together with the agency's recommendations and pertinent information including the position of the contractor and the employees, to the Wage and Hour Division, U.S. Department of Labor, for review (See 29 CFR 4.6(b)(2)(ii)).

4) Within 30 days of receipt, the Wage and Hour Division approves, modifies, or disapproves the action via transmittal to the agency contracting officer, or notifies the contracting officer that additional time will be required to

5) The contracting officer transmits the Wage and Hour decision to the contractor.

6) The contractor informs the affected employees.

Information required by the Regulations must be submitted on SF-1444 or bond paper.

When preparing a conformance request, the "Service Contract Act Directory of Occupations" (the Directory) should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Remember, it is not the job title, but the required tasks that determine whether a class is included in an established wage determination. Conformances may not be used to artificially split, combine, or subdivide classifications listed in the wage determination.
