(c) Source Selection for Award of Individual Projects
Source Selection for task orders will be based on price (and other factors) or best value.
Source selection on task orders may be based on price from the contract’s schedule of items and other factors. Other factors include the Contractor’s availability /ability to meet the schedule. Once the Government has identified the requirement and quantities, the Government will calculate the task order price by multiplying the quantities on the task order with the unit prices from the schedule of items on the contracts awarded. The Government will then determine who among the Contractors have the lowest price, verify availability and ability to meet the schedule, and award to the Contractor with the lowest price. The Contractor will have three days from the notice to verify availability and ability to meet the schedule. If the Contractor does not verify within the three days, the Government will go to the next offeror. It is anticipated that most, if not all task orders, will follow this procedure.
Source selection on some task orders may also be based on the best overall value to the Government, price and other factors considered. (Note: It is anticipated that most task orders if not all will be selected by the method in the paragraph above.) These factors may include one or more of the following:
• Pricing
• Technical Capabilities relating to the specific project [including elements such as Project Sequencing, Scheduling, Resource Availability]
• Past Performance History [including elements such as quality of work, timeliness, effectiveness of
Contractor Quality Control]
• Response to additional Evaluation Criteria including biobased, if required.
The Government reserves the right to award a task order without competition if it is necessary to place an order to satisfy a minimum guarantee.
(The awardee of the task order does have the option to propose a lower unit pricing per task order.)
Page 21 – Insert the following clauses:
Individual Task Order Request Responses
It is understood that the Contractor will be balancing their other commercial work with any proposed work under the awarded contract. Nonetheless there is a general expectation that Contractors will respond affirmatively to the majority of Individual Task Order Projects. Repetitive failure to respond may impact the source selection process for future Individual Project proposals.

The following questions are addressed:
Question: The solicitation states that you only plan to award this IDIQ to one Contractor or potentially two. Is this the actual intent of the Forest services and how many companies do you pan to bid on this solicitation.
Answer: The Government does plan on awarding one and possibly two contracts from this solicitation. The task orders placed will be based on the fixed prices stated in the schedule of items. Based on the work, the Government will determine who represents the lowest price based on the prices listed on the schedule of items. The task order will first be offered to the Contractor with the lowest price for the work and if the Contractor is not able to take the task order or is not able to do all the work, the Government will then offer the task order or the remaining work to the next Contractor.
Government does not know how many quotes they will receive.
