Question 8: There are 780 logs/trees and 12 sites depicted on the project maps. This is approximately 65 logs per site. Most stream projects are 10 or less logs/trees per stream placement site pending complexity. Is the intention to fill gaps between sites or actually put approximately 65 logs/trees per site as depicted?
Answer 8: Yes, these jams are considerably larger than usual. For example, the jams in the North Fork Willamette will be approx. 40-45 logs per jam. The jams in North Fork Winberry are smaller but still approximately 15-20 logs per jam.
Question 9: If filling gaps, can we be assured the upper and lower depicted sites are the limits?
Answer 9: Yes, the upper and lower sites are the start and stop points of the project area.
Question 10: The logs/trees are not available for review at the listed staging sites. Is there a % of size available (i.e.
X = 3000lbs +, X = 3000lbs -?)?
Answer 10: The ranger district did not break out log size in that manner. The only information available is the description provided in the solicitation.
Question 11: Two of the staging sites for Winberry appear to be very small/tight wide spots along the 1802 road, is this correct?
Answer 11: Yes, that is correct.
Question 12: What is the method of delivery and decking at staging sites for the logs/trees?
Answer 12: Self-loader log truck.
Question 13: Will the logs/trees be stacked/decked loosely to allow for choking? Would contractor need to provide equipment to shift logs/trees at staging sites?
Answer 13: Logs are specified to be stacked in a nature that allows easy choking.
Question 14: Does the USFS have proposed Service landings? Is it safe to plan for previously used Service LZs in the Pernot TS for the North Fork portion and Service LZ used for Blanket TS on the Winberry?
Answer 14: Yes, those landings are typically used for these projects as well. However, the ranger district will need to check with timber operations to make sure they are available when we fly this project.
Question 15: Will the contractor be allowed to cut danger trees in the stream site areas?
Answer 15: Yes, that will be allowed with the COR’s approval. The issue would need to be forwarded to the Contracting Officer if the COR does not approve, so that the issue can be resolved. All operations and safety under the awarded contract shall be the responsibility of the contractor.
