Question 1: If we feel a Hydraulic Heli Grapple can transport and place material versus using chokers, is this OK with USFS?

Answer 1: Yes, if your company can meet the performance objective of Performance Work Statement (PWS) 5.4.1. Alternative quotes will be considered in accordance with solicitation provision 52.212-1.

The submitted quote should clearly note the alternative, describing how logs will be placed in accordance with the PWS.

Question 2: Will the aircraft be allowed to work Saturdays and Sundays?

Answer 2: Yes, the COR and additional Forest Service personnel will be available on weekends.

Question 3: Page 15, 5.3.3: Does this include pickups, fuel truck, support trailer, aircraft, (usually only required for off road or log handling type equipment?) How does this work from area to area (i.e.

Winberry to North Fork), will one inspection cover the entire project?

Answer 3: This is usually only required for off road equipment such as tractors or track machines.

Inspection of this type of equipment is completed when the machine arrives at the District and the COR or inspectors monitor any additional inspection needs or cleaning needs.

Question 4: If our company is already active in the System for Award Management (SAM), will submitting the SAM “Active” cover page suffice?

Answer 4: For this solicitation, a company does not need to submit anything if it has an active SAM.gov account, and doesn’t need to amend their representations or certifications.

Question 5: Do we provide lump sum or per log price for each CLIN i.e. 001, 002, 003? If per tree, will the presented quantities be used or actual tree/log count? Additionally, is there possibility that only portions or for sure all 3 as presented will be awarded?

Answer 5: Provide a unit price for each log. The presented quantities shall be used. A modification will be negotiated if quantities change during an awarded contract.

Question 6: Will Timber Sales on the Willamette with Heli Logging operations count towards Past Performance?

Answer 6: The Government will consider all past experience and performance. The Government will judge it in accordance with the solicitation. The five projects the quoter submits should describe how the project is similar or relevant to this solicitation.

Question 7: Will USFS accept combination of aircraft Type and Size (i.e. Type I for loads up to 5000 lbs.

and Type II for loads suitable for lighter picks)?

Answer 7: The contractor may use multiple aircraft as long as the contractor can meet the performance objectives. The PWS does not specify a need to sort larger logs from smaller logs, so it is likely large and small logs will be mixed and difficult to remove from the pile by a specific helicopter, e.g., the smaller helicopter would not be able to reach all the small logs under heavier logs in the decks. Under provision 52.212-1(IV)(a)(3), the Government wants to ensure that the contractor will have an aircraft with the capability to haul loads up to 5000 lbs.
