NOTES: Wednesday September 5, 2018 – OCHOCO RANGER STATION SITE VISIT – BUILDING DECOMMISSIONING PROJECT
In attendance:

Question on when last day for questions would be and when the bid closes?
Last day for questions is September 13, 2018 and bid closes on September 17, 2018 at 4:30 pm.
Will camping be allowed on site?
We will work on allowing camping at the site but there may be restrictions based on time of year contract is carried out.
Are the materials stored in the garages part of the demo contract?
The lumber in the garage of house 1016, 1019 and 1020 and the table saw in the garage of house 1022 are government items and will be removed from the garages prior to the decommissioning contract. They are not part of the demo contract.
Power is still on to most of the houses and the Contractors would like it left on up to the contract.
It will be the Contractors responsibility to shut off power to buildings to be decommissioned prior to removal. The building incoming power lines shall be removed back to the main power poll. Power polls are not part of the contract.
Is it OK to import soil for restoration?
Yes, the source will need to be approved for weed free material prior to acceptance on the project.
Septic cover near basketball court is it in the demo contract?
No, this is actually a water valve box cover not septic and is to be left alone and not part of the decom contract.
The rock piles at the Basketball court area, can they be spread out?
Yes, the pile of rock can be spread out on the road and ripped and reseeded as part of the contract.
Does all of the asphalt need to be removed?
If the asphalt breaks up during removal chunks that are smaller than 6” can be left as part of the base rock. If the chunks are 6” or bigger they must be removed.
Not all of the building descriptions list septic tanks.
If a septic tank is not listed in the building description section then bid without decommissioning of a septic tank. If one is found later we can negotiate removal through the contract modification clause.
What utilities are part of the contract?
Water and septic lines to the buildings should be capped around 5 feet of the structure and all lines within 5 feet of a structure shall be removed. Power shall be disconnected and removed from the main power pole to the building. Telephone lines shall be cut within 5 feet of the building but site telephone shall not be part of the contract.
What is the Ochoco road closure dimension?
The Ochoco road segment #1 for decommissioning is 16 feet wide by 0.16 miles of asphalt.
What does the septic tank decommission entail?
Septic tanks if concrete, can be pumped and crushed so no water can be retained and buried in place. If not concrete or if not properly crushed the tank, after pumping, shall be removed from the site and properly disposed of.
Is the material inside the pole building part of the demo contract?
No, the material under the pole building will be removed and is not part of the contract for removal.
Surprised that this is a Service Contract and not a Construction Contract.
CO, Cynthia Armour says that if the intent is to vacate and never rebuild than we do it as a service contract but if the intent is to rebuild something even 10 years down the road then we do it as a construction contract. Since we do not plan to rebuild – we have a service contract.
Did not have access into buildings 1026 or 1025.
The keys have been found for these two buildings. If you would like to get to these buildings please contact Lisa Anheluk @ 541-383-5511.
What is expected of the water lines during demo?
Waterlines need to be cut and capped and the end marked with a stake or post for future location. The stake will be incidental to the pay item.
What is expected of restoration at the daylight basement houses?
We expect restoration to stabilize and cover the building foundations and contour enough to prevent soil erosion. We are not expecting contours to be restored to pre-building conditions. Restored state should include no significant drop offs or gullies or areas that will allow ponding.
Is there a material source near Ochoco RS that is available for backfill material?
I will look into this but as of now there is no local FS source available.
Do we want to reseed the Vehicle Storage area or leave gravel?
No, we do not want to reseed. We would like to maintain as much of the gravel that is there currently. Do NOT price for reseeding on this line item under the Site Restoration quote line.

Is the propane stub outside the bunkhouse live?
Not sure if the line is live. Will look into this but might have to get the propane company out before knowing for sure.
Can they dig a hole and bury the concrete (from the food cellar)?
No, they can bury within the existing building footprint but cannot dig deeper and must get the required cover as stated in the contract.
Can they bring equipment in from the campground side?
Yes, as long as they repair the fence and any other impact to the existing conditions. Will need to restore to before conditions.
Do we plan to locate utilities?
No, that will be a responsibility of the Contractor to call for locates. We will dig up what we can find for existing utility maps but a private locate may still be needed even with maps and that will be the responsibility of the Contractor.
There are no septic tanks mentioned for China Hat?
None are listed so do not add in cost for removal of septic tanks in the bid item.
We went over the Asbestos line item:
If a building Asbestos line item is * on the Schedule of Items then it is included in a previous Asbestos survey. The bid item shall include abatement of any previously identified Asbestos containing material and an update to the Asbestos Survey. If a building does not have a previous Asbestos survey done on it then the bid item shall include the price to conduct an initial Asbestos survey. Updated surveys or initial surveys shall provide a list of any newly identified Asbestos containing material and an estimated abatement cost.

Does the Fire Warehouse have a basement or just a crawl space?
There is no basement just a crawl space.
Are there any underground tanks to remove?
No underground tanks. The gas tanks near the Gas & Oil house were all above ground tanks sitting on the concrete pads next to the building. The concrete vault near the concrete pads was for a pump that pumped fuel over the island where there was a gas pump hose. All heating oil tanks have also been removed.
Does equipment need to be cleaned between sites or just once at the start of the Contract?
Equipment will need to be cleaned and free of soil and plant debris between sites. This is to prevent the spread of weeds from one site to another.
Hand seeding is limited to areas less than 100 square feet and most of the buildings sites will be greater than 100 square feet but are configured so that it will be hard to get the seed drilling equipment to work properly on the site.
The contract states that hand seeding is limited to areas smaller than 100 square feet and areas with limited access for other seeding equipment. If an area is limited and the seed drilling equipment cannot access the site then hand seeding will be allowed.
We did not have access to the interior of the Gas & Oil house.
We are still looking for a key but have not found one yet.
Is the asphalt under the tree coolers to be removed?
Asphalt removal under the tree coolers is not currently part of the contract. Do not bid for asphalt removal here and reduce the bid for site restoration seeding in this area under the coolers.
What is required for road decommissioning?
Removal of asphalt 6” and greater in size. Asphalt chunks less than 6” can remain as part of the base rock that gets ripped and reseeded.
Went over Asbestos pay item again:

What is required for foundation decommissioning?
Building foundations shall be removed so that after restoration of the site any remaining foundation shall be buried a minimum 4 feet below finish grade.
For buildings with basements, the bottom floor and walls shall be broken up so no water can be ponded or contained in the remains. The broken up foundation can be used as backfill as long as it is buried a minimum of 4 feet below finish grade.
What happens to power poles on site?
Power poles stay and are not part of the decommissioning. For buildings to be decommissioned the power from the building to the main power pole shall be removed as part of the Contract.
Will camping be allowed on site?
We will work to allow camping on site during the contract. However, based on the time of year the contract is active there may be restrictions on camping.
Can a chipper be used for the building material and spread on site?
No, proper disposal of building material will not allow chipping and spreading of the material on site.
Are there individual septic tanks at Rager?
No, there are no individual septic tanks. Cap septic lines from the house within 5 feet of the building or at the extent of excavation work.
Are the roads to be decommissioned out lined in the contract?
The road widths are listed on the Road Demolition map. The following shows estimated lengths of the road segments:
