1.0 SUMMARY
A. The basis for measurement and payment for all work performed under this contract shall be as listed in the Schedule/“Quote Form.” Unless the work is specifically called out to be measured and paid for in the Quote Form, payment for such work shall be included in other applicable items of the Quote Form. There shall be no separate measurement and payment for any such work not specifically listed in the Quote Form.
B. The Contractor shall complete unit and total pricing for ALL items. If “optional” items are presented the “optional” item work shall be quoted as mutually exclusive (stand-alone) items. The Contracting Officer and the government reserves the right to award individual optional items, as funding becomes available.
C. The Mobilization item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.
D. Items listed in the Quote Form as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum quoted items. Quote items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and Contractors should verify or determine their own quantities for quoting. Payment to the contractor shall be made based on the awarded amount according to The Schedule.
E. The summation of all quote items under the Quote Form shall equal all work required by the drawings and Specifications regardless of whether individual items of work are described under quote item descriptions or not. Payment shall be made at the contract unit quote or lump sum prices listed in the Schedule. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required for the project according to the Contract Documents, including all work and materials incidental thereto.
F. Payment for unit quote items and lump sum quote items only partially completed at the end of monthly pay periods shall be based on a percentage of work completed as determined by the Government. An example is the construction of pipelines where the unit quote price includes the excavation and backfill of the trenches, installation of pipe, trench compaction, flushing and testing, although the Contractor may have installed a certain length of pipeline, yet has not completed the testing and/or restoration work. The actual payment for that quote item will be reduced to reflect the actual amount of work completed.
G. Capping and abandoning of existing water lines and demolition of water fixtures not specifically called out in a pay item but shown on the drawings is incidental to the work and no separate pay item will be included for this work.
H. For pipelines, the following method will be used to determine partial payment for work not complete unless determined otherwise by the Government:

1.1 DETERMINATION OF QUANTITIES
A. The following measurements and calculations shall be used to determine contract quantities for payment.
1. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
2. For excavation or embankment volumes, the average end area method shall be used to compute volumes. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement shall be made by three-dimensional methods.
3. For Structures, they shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.
4. For items that are measured by the linear foot, such as pipe, utilities, and underdrains, measurements shall be made parallel to the base or foundation upon which the structures are placed.
5. For standard manufactured items (such as wire, pipe) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.
1.2 UNITS OF MEASUREMENT
A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
1. Cubic Yard (CY): A measurement computed by one of the following methods:
a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.
c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
2. Each (EA): One complete unit, which may consist of one or more parts.
3. Gallons (GAL): The quantity shall be measured by any of the following methods:
a. Measured volume in container.
b. Metered volume by approved metering system.
c. Commercially package volume.
4. Hour (HR): Measurement will be for the actual number of hours (or fraction thereof) ordered by the Contracting Officer and performed by the contractor.
5. Linear Foot (LF): Measurement of work along its length from point-to-point; parallel to the base or foundation. Do not measure overlaps.
6. Lump Sum (LS): One complete unit.
7. Square Foot (SF): Measured on a plane parallel to the surface being measured.
8. Square Yard (SY): Measured on a plane parallel to the surface being measured.
1.3 METHOD OF MEASUREMENT
A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.
2. CONTRACT QUANTITIES (CQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the CO.
b. As a result of the CO determining that errors exist in the original design, and cause a pay item quantity to change by 15 percent or more.
c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.
PART 2 –SCHEDULE OF ITEMS DEFINITION OF QUOTE ITEMS
2.01 017320-1 – MOBILIZATION
A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
B. Progress payments will be made as follows:
1. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
2. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
3. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
4. The total of all payments shall not exceed the original contract amount for this item.
2.02 020700-X – BUILDING DEMOLITION
A. Work will be paid for complete demolition and removal of existing buildings to be decommissioned on a lump sum basis. The Building Demolition Description document outlines work inclusive to this pay item in addition to the following:
1. All demolition techniques shall meet applicable local codes.
a. Adhere to Authorities Having Jurisdiction for removal/disposal of light ballast and fixtures containing mercury.
b. Dispose of Freon in all appliances and/or equipment per applicable codes and regulations prior to demolition.
2. Abandoning water and power utilities to the buildings are incidental to this pay item.
a. Cut and securely cap all water lines to existing buildings.
b. Work with the local power company to ensure all power is properly disconnected.
c. Remove and dispose of all existing above grade utility features associated with each building to be decommissioned.
3. Facilities containing concrete foundation walls and basements shall follow Specification 020700 – Demolition for proper decommissioning and payment under this item.
2.03 028200-X – ASBESTOS MATERIAL
A. Work will be paid on a lump sum basis for the updating and verification of existing government furnished Asbestos survey reports and remediation of previously identified Asbestos containing material for each building that is covered by an existing survey. For any building not covered by a previous survey a new Asbestos survey will be conducted according to Federal/State regulations and paid as a lump sum for each building.
B. If new Asbestos containing materials are found in the verification process of existing surveys or in the newly conducted surveys a list of each item and an associated remediation costs shall be provided in this lump sum item for the building.
C. The cost of remediation for newly found Asbestos containing material is Not Paid For under this pay item.
2.04 320000-X - SITE RESTORATION
A. Measurement shall be paid on a lump sum basis for Site Restoration for each building decommissioned as out lined in Specification 320000-Site Restoration.
B. Payments shall be at the lump sum unit price stated on the Schedule of Items.
2.05 024100-X – SELECTIVE DEMOLITION
A. Measurement shall be paid on a lump sum basis for complete demolition and removal/disposal of identified items as outlined in the Building Demolition Description document described under Optional Items and the Selective Demolition Specification 024100.
B. Payments shall be at the lump sum unit price stated on the Quote Form for “Selective Demolition.” Damage to existing facilities, utilities, or other items intended to remain on site which results from this work shall be repaired at the Contractor's own expense and at no cost to the Government.
2.06 OPTIONAL WORK ITEMS
A. Optional item work shall be quoted as mutually exclusive (stand-alone) items. The Contracting Officer and the government reserves the right to award individual optional items in additional to the base quote items, if funding becomes available

A. Move personnel, equipment, supplies, and incidentals to the project sites, and perform all activities necessary to accomplish work at the project site. Obtain permits, insurance, and bonds.
1.02 MEASUREMENT
A. Method: Measure mobilization by the lump sum.
1.03 PAYMENT
A. The accepted quantity, measured as provided above, will be paid at the contract price per unit of measurement for the pay item listed below that is designated in the SCHEDULE OF ITEMS.
B. The mobilization lump sum will be paid as follows:
1. If applicable, bond premiums will be reimbursed according to FAR clause 52.232-5, Payment Under Fixed-Price Construction Contracts, after receipt of evidence of payment.
2. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.
3. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 10 percent of the original contract amount, not including mobilization.
4. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

PART 1 - GENERAL
1.01 DESCRIPTION

A. This section specifies removal of existing buildings as indicated in the Schedule and on drawings. Removed materials are to become the property of the Contractor for relocation, recycle or disposal off National Forest land.
B. Contractor shall be responsible for the location, disconnection and proper termination/abandonment of all utilities within the area of work. Some buildings have had power terminated already.
C. Contractor shall coordinate with local utility providers as necessary to obtain any information not provided by the Forest Service and to schedule terminations.
1.02 APPLICABLE REGULATIONS
A. All removed materials shall be disposed of in an approved landfill, if not recycled, in accordance with applicable laws and regulations.
1. Submit a statement documenting the nature and quantity of material processed or sold for recycling. Otherwise, submit a signed copy of the disposal agreement before disposal begins or copies of disposal tickets showing location and quantity disposed for all material.
B. Regulatory Requirements: Comply with hauling and disposal regulations of authorities having jurisdiction.
1. Adhere to Authorities having jurisdiction for removal/disposal of light ballast and fixtures containing mercury.
2. Dispose of Freon in all appliances and/or equipment per applicable codes and regulations prior to demolition. (40 CFR 82 and regulations of authorities having jurisdiction)
1.03 QUALITY ASSURANCE
A. Comply with safety requirements for demolition, ANSI A10.6-90.
B. See Specification 028200 Asbestos.
1.04 PROJECT CONDITIONS
A. Ensure safety of persons in demolition area. Provide temporary barricades as required.
B. Explosives: Not Permitted.
1.05 SUBMITTALS
A. Contractor Qualification Information:
1. Record of experience qualifying the firm as a specialist in Asbestos Abatement shall be submitted with the quote. As a minimum, this shall include training documentation and proper certifications showing compliance with 29 CFR 1910.1001 and 1926.1101.
B. Certificates of Compliance:
1. Submit certification that vacuums, ventilation and other equipment required to contain airborne asbestos fibers conform to Federal, State, and Local regulations.
C. Laboratory Qualification Information:
1. Submit proof of qualifications of testing laboratory and personnel utilized. Accreditation by the American Industrial Hygiene Association (AIHA) for Asbestos work and certification that persons counting the samples have been judged proficient by successful participation in the National Institute for Occupational Safety and Health (NIOSH) Proficiency Analytical Testing (PAT) Program shall be considered sufficient proof of compliance. Submittal must be approved by the Contracting Officer prior to beginning any testing.
1.06 EXISTING BUILDINGS
A. See drawings for list and location of existing buildings to be demolished.
B. Hazardous Materials:
1. It is not expected that hazardous materials will be encountered in the work. If materials suspected of containing hazardous materials are encountered, do not disturb and immediately notify the Contracting Officer (CO).
PART 2 PRODUCTS (NOT USED) PART 3 EXECUTION
3.01 PREPARATION
A. All Asbestos surveys and abatement procedures shall be coordinated with the CO prior to demolition.
B. Protect buildings, structures, utilities and vegetation to remain.
C. Site Access and Temporary Controls: Conduct demolition and debris-removal operations to ensure minimum interference with the main road, FS Road #58, thru the Ranger Station site, FS Road #18 at China Hat Guard Station, and Site access to the Ranger Rental and Wareyard area at Ochoco Ranger Station. Provide temporary controls to keep public out of the demolition areas while working in specific locations.
3.02 EXISTING UTILITIES
A. Locate utilities for buildings to be removed. Locate, identify, shut off, disconnect and seal or cap off all utility services and mechanical/electrical systems serving structures to be decommissioned and ensure proper disconnection of utilities.
B. All electrical work and materials shall conform to the latest adopted edition of the National Electric Code in addition to locally adopted codes and the local power company requirements.
C. Building water connections shall be properly capped below grade (min 36 inches) removing any valves, valve boxes, etc. that are no longer needed that are within the building demolition footprint.
3.03 DEMOLITION
A. Buildings listed for decommissioning shall be completely demolished and removed from the site or hauled off for proper recycling.
B. Building foundations shall be removed so that after restoration of the site any remaining foundation shall be buried a minimum 4 feet below finish grade.

C. For buildings with basements, the bottom floor and walls shall be broken up so no water can be pounded or contained in the remains. The broken up foundation can be used as backfill as long as it is buried a minimum of 4 feet below finish grade.

A. The work of this section consists of demolition, obliteration, and removal of structures and obstructions such as hydrants, valves, miscellaneous wood, fencing, concrete material, asphalt pavements, culverts, gravel parking areas, utility components, and etc.
1.02 QUALITY ASSURANCE
A. Comply with safety requirements for demolition, ANSI A10.6-90.
B. All equipment used on the project shall be cleaned of all soil and plant debris prior to entering National Forest System lands. Inspection of equipment shall be required.
1.03 APPLICABLE REGULATIONS
A. All removed materials shall be disposed of in an approved landfill, if not recycled, in accordance with applicable laws and regulations.

1.05 CLOSEOUT SUBMITTALS
A. Submit project record drawings showing all abandoned utilities, foundations left in- ground, and other underground obstructions.
PART 2 PRODUCTS (NOT USED) PART 3 EXECUTION
3.01 PREPARATION
A. Protect buildings, structures, utilities, and vegetation to remain.
B. 3.02 DEMOLITION
A. Decommission identified existing hose houses. Cap on both ends waterlines below grade a minimum 36 inches or at the depth of the horizontal buried pipe.
B. For existing yard hydrants shown to be removed, no part of the remaining structure after backfill shall remain within 36 inches of the finished ground surface. Cap waterline as needed to ensure pipe will not transmit water beyond the cut-off point.
C. For existing valve/valve boxes and appurtenance shown to be removed, no part of the remaining structure shall remain within 36 inches of the finished ground. Cap waterline as needed to ensure pipe will not transmit water beyond the cut-off point.
D. For existing roads and driveways shown to be obliterate, if present, remove asphalt pavement. Obliterate roadway prism by removing and sloping embankment material and culverts at localized drainages to restore the natural drainage patterns. Eliminate ruts and low spots that could hold water. Scarify or rip the gravel, crushed stone, or other non-rigid surface, base and subbase material. Mix the scarified or ripped material with the underlying soil for a minimum total depth of 8-12 inches.
E. For concrete pads, remove and dispose of off federal land. Concrete can also be broken up and used as backfill material for demolished structures as outlined in Specification 320000 – Site Restoration.
F. Asphalt pavement, concrete, wood, fencing and other selected materials to be removed shall be legally recycled or disposed of off government property in accordance with local, State and Federal regulations.
3.03 RESTORATION
A. See Specification 320000 Site Restoration for requirements.
SECTION 028200 ASBESTOS MATERIAL
1.01 SUMMARY
A. This section specifies updating existing Asbestos surveys and the removal and disposal of asbestos-containing materials.
B. State Codes and Ordinances:
1. Follow Oregon DEQ regulations for all work contained in this specification.
1.02 SUBMITTALS
A. Plan of Action:
1. The Contractor shall submit a detailed plan of the procedures they intend to use to comply with the regulations outlined in this specification. The plan shall include the sequencing of asbestos work, required reporting and timelines, and required procedures to be used to be in compliance.
B. Contractor Qualification Information:
1. Record of experience qualifying the firm as a specialist in Asbestos abatement shall be submitted with the quote. As a minimum, this shall include training documentation and proper certifications showing compliance with 29 CFR 1910.1001 and 1926.1101.

1. Oregon DEQ Asbestos regulations.
1.04 QUALITY ASSURANCE
A. Contractor Qualifications.
1. The Contractor shall be a firm of established reputation (or, if newly organized, whose personnel have previously established a reputation in the field) that is regularly engaged in and that maintain a regular force of workers skilled in Asbestos abatement and shall have performed this work on previous projects.
2. The Contractor and their employees shall be licensed to remove Asbestos material as required by the State.
1.05 REGULATORY REQUIREMENTS
A. The Contractor shall be responsible for obtaining approval for a waste disposal site in compliance with Section 61.25 of the EPA regulations.
B. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and Local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site. The Contractor is responsible for providing medical examinations and maintaining medical records of personnel as required by the applicable Federal, State, and Local regulations.
C. Asbestos Control Limits.
1. Inside Asbestos Work Area.
a. Air concentrations of asbestos shall not exceed an 8 hour time weighted average of 0.2 fibers (longer than 5 micrometers) per cubic centimeter of air. See 29 CFR 1910.1001.
2. Outside Asbestos Work Area.
a. Air concentrations of asbestos shall be maintained at an 8 hour time weighted average below 0.1 fiber (longer than 5 micrometers) per cubic centimeter of air. This applies to all areas in the building while work is in progress, except for the asbestos work area.
3. Final Clearance.
a. After final clean up, concentrations shall be below 0.01 fibers per cubic centimeters of air.
1.06 PROJECT CONDITIONS
A. Existing Asbestos Surveys
1. The Forest Service will provide existing Asbestos surveys previously completed for some facilities. Contractor shall update and/or verify existing information prior to demolition. Submit an updated report or report stating there are no updates to the existing report to the CO for approval.
2. Contractor shall perform new testing, sampling and survey report for facilities lacking existing Asbestos information prior to demolition. Include in the reports a list of any newly identified Asbestos materials and an estimated abatement cost.
B. Use of Existing Facilities.
1. The Contractor may use electricity where available on site without charge.
2. The Contractor may use any of the buildings identified for demolition as storage or as needed for operations during the contract.
3. The Water at the site has been turned off and is not available for use. This in turn makes all existing septic connections at the site not available for use.
4. There is a public CXT vault toilet on site available for Contractor use.
C. Access to Work Area.
1. Access to work area shall be through decontamination areas. The following shall have access to work areas:
a. Personnel properly trained and fully equipped for safety will be permitted in the work areas. (List by name).
b. Qualified State and EPA personnel will be permitted in the work areas.
PART 2 - PRODUCTS
2.01 EQUIPMENT
A. Protective Equipment.
1. Equipment, including protective clothing and respirators, used in the execution of this Contract and provided to visitors to the site shall comply with the applicable Federal, State, and local regulations.
B. Disposal Containers.
1. Plastic bags shall be "leak-tight,” 6 mil polyethylene. Bags may be placed in 55 gallon drums for additional protection. Bags and drums (if used) must be labeled as specified by NESHAPS or OSHA.
a. NESHAPS.

b. OSHA.

C. Vacuum Cleaners.
1. All vacuums used shall be high efficiency particulate air (HEPA) filter type.
2.02 MATERIALS
A. Wetting Agent.
1. The wetting agent shall be 50 percent polyoxethylene ester and 50 percent polyoxethylene ether, in concentration of one (1) ounce in five (5) gallons of water.
PART 3 - EXECUTION
3.01 REMEDIATION
A. Submit sampling, testing and survey reports and coordinate with CO for approval and contract modification prior to remediating any newly found Asbestos containing material.
B. Submit updated Asbestos survey or report stating no update is needed of existing Asbestos survey results prior to initiating removal of previously identified Asbestos containing material.
3.02 PREPARATION
A. Isolate the work area for the duration of the work according to acceptable trade practice and code requirements.
B. Build double barriers of plastic sheeting at all entrances and exits to the work area so that the work area is always closed off by 1 barrier when workers enter or exit.
C. Post warning signs and labels as required by 29 CFR 1910.1001 and ASTM E849 and as directed by the Contracting Officer.
3.03 MONITORING
A. Monitoring of airborne concentrations of asbestos shall be in accordance with 29 CFR 1910.1001. If monitoring shows airborne concentrations causing excessive levels, notify the Contracting Officer immediately. In addition, monitor the airborne concentrations of asbestos after final cleanup and removal of the enclosure of the asbestos control area.
3.04 SITE INSPECTION
A. While performing asbestos abatement work, the Contractor shall be subject to on- site inspection by agency officials. Work shall also be subject to inspection by OSHA and EPA inspector (and/or local building or health officials).
3.05 DEMOLITION PROCEDURE
A. The asbestos material shall be sprayed with water containing a wetting agent in the form of a fine spray. The material shall be sufficiently saturated to prevent emission of airborne fibers in excess of the exposure limits.
B. The asbestos material shall be removed in small sections. Before beginning the next section, the material shall be packed while still wet into sealable plastic bags and placed into drums for transporting.
C. Asbestos material around ducts may be removed using "glove bags."
D. All plastic sheeting, tape, cleaning material, clothing and all other disposable material or items used in the work area shall be packed into sealable plastic bags, placed into drums and marked per regulations.
3.06 DISPOSAL
A. Waste asbestos material shall be disposed of in accordance with all Federal and State regulations implementing the intent of the Resource Conservation and Recovery Act (40 CFR 260-265) and at an approved sanitary landfill. The "small quantity exclusion" of the regulations shall not apply to disposal of waste asbestos materials. Establish a temporary holding area approved by the COR for properly packaged asbestos waste.
B. Provide documentation of proper disposal of Asbestos Containing Material Removed from the site.
3.07 PROTECTION
A. Post warning signs and EPA and OSHA regulations as well as applicable State laws.
SECTION 320000 SITE RESTORATION
1.01 SUMMARY
A. This section specifies restoring the site back to natural grades and conditions including revegetation of disturbed and exposed soils. Work includes backfilling, grading and seeding.
B. All equipment used on the project shall be cleaned of all soil and plant debris prior to entering National Forest System lands. Inspection of equipment shall be performed by Forest Service personnel to ensure compliance. Schedule an inspection time with the CO at least 2 days prior to moving onto the forest.
1.02 SUBMITTALS
A. Backfill
1. Backfill required to be brought on site to restore grade lines shall come from a pre-approved location. Submit potential backfill supplies/suppliers well in advance of needed backfill. Minimum 2 week notice is required.
B. Grass Seed
1. Manufacturer’s or supplier’s catalog information in sufficient detail to allow verification that the material meets the specification requirements or is equal to that specified.
PART 2 - PRODUCTS
2.01 BACKFILL MATERIAL
A. Native soils, stone, gravel or sand free from debris, frozen material, roots and other organic matter. Also pieces of concrete and masonry small enough to not hold water and are suitably shaped for compaction may be used in backfill.
2.02 GRASS SEED
A. Grass seed shall be a mix of brome, orchard grass and intermediate wheatgrass or approved substitute species.
1. Deliver seed in original, unopened containers bearing the growers guarantee of analysis and USDA certification. Wet, moldy or otherwise contaminated seed will be rejected.
2. Seed shall be certified to be free of noxious weeds. Acceptance of weed testing data may be subject to botanist approval.
PART 3 - EXECUTION
3.01 BACKFILLING/GRADING
A. Finished surfaces shall be graded to match the surrounding contours. No steep drop offs or excessive fill banks will be allowed.

B. Backfilling:
1. Ensure that areas to be filled are free from standing water, frost and frozen material, and debris.
2. Place backfill material in horizontal layers not exceeding 12 inches loose depth. Compact each layer at optimum moisture content to a density equal to the surrounding ground. Compaction equipment shall be able to compact backfill with a minimum 2,200 pounds per square foot force. Distribute concrete and masonry pieces in fill material in a way that ensures adequate compaction and a minimum 4 foot depth below finished grade.
C. Grading
1. Grade surface to blend with original/surrounding contours and provides free drainage.
2. Remove all roots, brush, weeds and stones larger than 2 inches from the finish graded surface.
3. Remove excess material, not required for grading, from the site.
3.02 REVEGETATION
A. Verify site conditions that will adversely affect execution.
B. Seed Drilling
1. Apply seed at a rate of 8 pounds per acre.
C. Hand Seeding
1. Hand seeding is limited to areas smaller than 100 square feet and areas with limited access for other seeding equipment.
2. Seed at a rate of 12 pounds per acre raked into a depth of ¼ inch.
D. Water as often as necessary to keep surface moist until plants are 6 inches tall. Seed planted October through March are not required to be watered.
E. Reseed unacceptable areas.
F. Limit seeding to disturbed areas only.
