This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation 1204M319Q0043 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 SET--ASIDE: This acquisition is Set-Aside for Total Small Business. All potential offerors may submit a quote for this acquisition. If a minimum of two competitive offers from eligible small business concerns are not received, any awards resulting from this combined solicitation and synopsis will be made on the basis of full and open competition from all responsible business concerns submitting an offer. The NAICS Code is 332312 and small business size standard is 500 employees. The Government will issue an order as a result of this Request for Quotations to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, cost or price and other factors considered. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussion with any or all quoters.
DESCRIPTION OF WORK: The purpose of this solicitation is to design, fabricate, and deliver one prefabricated modular steel vehicle superstructure bridge for Trail Creek Bypass, Whitman Ranger District, Wallowa-Whitman National Forest. The bridge shall be 60 feet long and 16 feet wide roadway width (see attached specifications). The Contractor shall comply with all applicable Federal, State, and Local permits and regulations. The Contractor shall utilize products and material made from biobased materials and recovered material to the maximum extent possible without jeopardizing the intended use or detracting from the overall quality delivered to the Forest Service. The Contractor shall provide all labor, transportation, tools, and equipment necessary to perform the requirements of this contract.
DELIVERY LOCATION: The prefabricated steel bridge shall be delivered to the US Forest Service , Wallowa-Whitman NF Compound located at: 3115 13th Street, Baker City, OR 97814.The technical point of contact for the bridge is Brett Yaw at 541-523-1243. The contractor shall provide notice of delivery to the technical point of contact at least 14 days prior to the scheduled delivery and confirm delivery time within 48 hours. The contractor is responsible for offloading the prefabricated steel bridges at the delivery location. Equipment will not be available on-site for offloading. Delivery shall be FOB destination to the delivery wareyard. Delivery shall take place Monday-Friday 8:00am – 4:30pm, excluding federal holidays, unless otherwise approved by the Contracting Officer.
SPECS/REQUIREMENTS: The specifications (attached) are a part of this solicitation and any resulting contract. Warranty: The Contractor shall guarantee the prefabricated steel girder bridge and all parts furnished, except for consumables and wear parts, against defective material and workmanship for a period of one (1) year from the date of acceptance, or the length of the manufacturer’s warranty, whichever is longer. The Contractor shall promptly correct any defects found, at no increase in the contract price. If the Government returns supplies to the Contractor for correction or replacement under this clause, the Contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in this contract (irrespective of the f.o.b. point or the point of acceptance) to the Contractor’s plant and return to the place of delivery specified in this contract. The Contractor shall also bear the responsibility for the supplies while in transit.
The Contractor shall be the source for warranty work regardless of the make of the component. CONTRACT TIME: All required work shall be completed from date of award to August 01, 2019. Estimated delivery date can be prior to completion date; however, the contractor shall coordinate the exact delivery date and time with the Contracting Officers Representative.
