SECTION 01010 - SUMMARY OF WORK

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. Location of work is at the Mason Dam Boat Launch in Baker County, Oregon.

B. Major project components are as follows:

Launch Ramp

C. The launch ramp length is designed as complete. Future water levels of the reservoir are unknown. The ramp construction shall be completed out of the water and to the extent possible during time of construction.

D. Project is for US Forest Service, Wallowa-Whitman National Forest, referred to hereafter as Owner.

SECTION 01019 - CONTRACT CONSIDERATIONS

PART 1 - GENERAL

1.1 PERMITS

A. SITE PERMITS

1. The Owner will obtain any building and fill/grading permit(s) as may be required and furnish them to the Contractor after the Contract has been awarded.

B. ENVIRONMENTAL PERMITS

1. Owner has applied for all necessary US Army Corps of Engineers and Oregon Department of State Lands permits and are pending. Contractor shall comply with the requirements of the permits. Owner shall furnish to the Contractor, copies of the permits after the contract has been awarded.

1.2 IN-WATER WORK PERIOD SCHEDULE

A. This project is to be constructed in the dry. At no time shall construction activities occur in the water.

1.3 PROJECT COMPLETION

A. Upon completion of the work, clean up and remove from the Owner's property all refuse and unused materials of any kind resulting from the work.

B. Provide the following documents:

1. A written request for final inspection.

2. A clean set of plans marked, showing all deviations from the planned construction (as built) and representing a complete record of the actual location of all completed work.

3. Provide test results as required.

4. Contractor's Application for Payment Form, Final Payment Request and Contractors Release of Liens & Claims Form.

SECTION 01100 - SPECIAL PROJECT PROCEDURES

PART 1 - GENERAL

1.1 SPECIAL PROJECT REQUIREMENTS

A. Contractor is advised that this is a public recreation facility. The parking lot and launching facility will be closed as required for on-site construction operations, contact the Owner a minimum of 30 days in advance, to schedule closure of boat ramp to the public during the construction period. All construction debris shall be disposed of in such a manner that it cannot enter the waterway.

B. The launch ramp length is designed as complete. Future water levels of the reservoir are unknown. The ramp construction shall be completed out of the water and to the extent possible during time of construction.

C. Care shall be taken to prevent any petroleum products, chemicals, or other deleterious material from entering the water.

D. All areas along the bank, disturbed or newly created by the construction activity, shall be seeded, sodded, revegetated, or given some other type of protection against subsequent erosion and returned back to its original condition.

SECTION 01305 – PRODUCT AND MATERIAL SUBMITTALS

PART 1 - GENERAL

1.1 DESCRIPTION

A. This Section specifies transmittal instructions, the number of copies of Contractor submittals to be provided, and distribution of those submittals as required in the General Conditions.

B. Submittals may include:

1. Product Submittals

2. Materials Submittals

3. Equipment Submittals

4. Shop Drawings

PART 2 - REQUIRED SUBMITTALS

2.1 Submittals are required if indicated in the specification sections.

2.2 Deviation from Contract: Submit a request for substitution for deviations from the Specifications or Plans. Include the reason for the deviation and cost differential for the deviation. Deviations from the Contract shall be authorized only if previously approved in writing.

2.3 The Engineer of Record (or the Engineer’s Representative) reserves the right to ask for Submittals that are not referenced in this document.

PART 3 - EXECUTION

3.1 SUBMISSIONS

A. Submittals Format

1. The preferred format for submittals is in electronic format.

2. If hard copies are submitted, the contractor shall submit three (3) copies of all required information. Individual sheets shall not exceed 11”x 17” in size.

B. Each submittal shall be accompanied by a Submittal Transmittal Form. The Submittal Transmittal Form shall indicate:

1. Which specific product is being proposed.

2. How the product is being used (indicate specific specification sections where applicable).

3. Size and quantities (if applicable).

C. Submittals shall be received by the Engineer of Record (or the Engineer’s Representative) not less than fourteen (14) calendar days prior to purchase and/or installation.

D. Submittal Completeness: Submittals which do not have all the required information are not acceptable and will be returned without review.

3.2 REVIEW PROCEDURE

A. The Engineer of Record (or the Engineer’s Representative) will review the submittal for conformance to the plans and specifications. After review, the submittal will be returned to the Contractor, and a Copy shall be supplied to the Owner. The returned material will consist of one (1) marked-up copy of the submittal. Additional copies as needed will be the responsibility of the Contractor. The returned submittal will indicate one of the following actions:

1. “Accepted as Submitted” - If the review indicates the material, equipment or work method is in general conformance with the Contract Plans/Specifications, the submittal copies shall be marked “Accepted as Submitted.” In this event, the Contractor may begin to incorporate the material/equipment/work method covered in the submittal.

2. “Accepted as Noted” - If the review indicates the submittal is insufficient or that limited corrections are required, the submittal copies may be marked “Accepted as Noted.” The Contractor may begin to implement the work method or incorporate materials/comments covered in the submittal in accordance with the corrections/comments noted.

3. “Correct and Resubmit” - If the review reveals the submittal is insufficient or contains incorrect data and the comments require revision and resubmittal, the submittal copies shall be marked “Correct and Resubmit.” In this case, the Contractor shall not then undertake work covered by this submittal until the submittal has been revised, resubmitted, and returned to the Contractor with a marking of “Accepted” or “Accepted as Noted.”

4. “Review Not Required” - If the review reveals the material, equipment, or work does not require submittal, then the submitted copies shall be marked “Review Not Required” In this event, the Contractor may begin to incorporate the material/equipment/work covered by the submittal and no further action is required.

3.3 EFFECT OF REVIEW OF CONTRACTOR’S SUBMITTALS

A. A mark of “Accepted” or “Accepted as Noted” shall mean the Engineer of Record (or the Engineer’s Representative) has no objection to the Contractor, upon the Contractor’s own responsibility, using the plan or method of work proposed, or providing the materials or equipment proposed.

B. The Contractor shall furnish to the Engineer the following items for equipment, articles, and materials incorporated in the work:

1. Submittals for items identified in individual specification sections.

2. Manufacturer’s special tools and special accessories normally furnished by the manufacturer and which, by their specific nature and special design, are suited for convenient and expeditious adjustment, maintenance, and repair.

3. Two sets of installation instructions, parts lists; routine preventative maintenance and operation manuals; corrective maintenance instructions; plans and other like data pertinent for maintenance and repair.

4. Manufacturer’s and dealer’s warranties and guarantees which are normally available to purchasers. Such warranties and guarantees shall be made effective to the Owner as the purchaser.

01545 - 1

SECTION 01545 – SURVEY LAYOUT & CONTROL

PART 1 - CONSTRUCTION STAKEOUT

A. The Engineer of Record has provided reference points for the Contractor’s stakeout of the construction work. The reference points are in the form of reference elevation and coordinates from existing survey control points, as shown on the plans. The Contractor will be solely responsible for laying out the work from coordinate point stakeout control shown on the plans, and the Owner or the Engineer of Record will provide no additional stakeout. A Professional Land Surveyor (PLS) licensed in the State of Oregon shall perform all layouts.

B. A PLS will also be required to layout and verify the construction of the launch ramp.

1. Inspections/verification shall be required at the following times:

(a) Construction of the forms for the cast-in-place concrete ramp to verify location, elevations, vertical curve, and slopes based on provided design information.

SECTION 01560 – ENVIRONMENTAL CONTROLS

PART 1 - GENERAL

1.1 DESCRIPTION

A. This section specifies environmental mitigation and temporary environmental controls required to be maintained during construction. Nothing in this section shall relieve any person from the obligation to comply with the regulations or permits of any federal, state, or local authority.

PART 2 - MATERIALS

2.1 SUBMITTALS

A. Erosion Control Plan

1. Submittal: Develop and maintain for the duration of the contract an Erosion Control Plan (ECP) that will effectively incorporate and implement environmental protection precautions. The Contractor’s ECP shall include methods and interim facilities to be constructed and/or used concurrently during construction to control erosion in such a manner as to ensure that sediment and sediment-laden water does not enter any drainage system, roadways, or violate applicable water quality standards. The ECP shall be in strict conformance with the requirements of the permits. Visible or measurable erosion which enters, or is likely to enter, a public storm and surface water system, wetland or stream is prohibited. The ECP shall include the name of the Contractor’s employee authorized to supervise and enforce compliance with the ECP and telephone number(s) to contact that person at any time.

2. The ECP shall be submitted to and approved by the Owner prior to initiating clearing activities.

3. In the event a regulatory agency or jurisdiction determines the ECP to be inadequate to protect the environment:

(a) The Contractor shall immediately stop the affected work in progress until adequate environmental protection measures are implemented.

(b) The Contractor shall modify the ECP to meet the requirements of said regulatory agencies or jurisdictions and provide the Owner with the revisions to the ECP within five (5) Days of the notice of deficiency.

2.2 EROSION CONTROL

A. Temporary Sediment Fences:

1. Provide, install, and maintain an upland sediment fence for a maximum of 5 feet offset from proposed improvements for the duration of the project.

2. Provide, install, and maintain an upland sediment fence along both sides of the ramp from the top of the bank to the waterline for the duration of the project.

3. Sediment fence shall have manufactured stitched loops for 2”x2” post installation.

Posts shall be spaced a maximum of 6 feet apart.

4. Where practical, the filter fabric shall be purchased in a continuous roll to the length required to avoid the use of joints. When joints are necessary, filter fabric shall be spliced together only at support posts with a minimum 6-inch overlap, and both ends securely fastened to the post, or overlap 2”X 2” posts and attach as shown on the detail.

5. The physical integrity of all materials shall be sufficient to meet the requirements of their intended use and withstand normal wear and tear.

B. Straw Bale Sediment Barrier: Standard 45 to 60-pound rectangular straw bales that are wire-bound or string-tied. Provide straw that is not moldy, caked, decayed or of otherwise low quality. Submit certification from the manufacturer that the straw is free of noxious weed seeds or plant parts. Secure straw bales with wooden stakes (2”x2”x 3 feet).

C. Wattles if used shall comply with ODOT specifications 00280.16(e), type 3. Submit certification from the manufacturer that the straw is free of noxious weed seeds or plant parts.

D. Plastic Sheeting used to cover stockpiles shall be polyethylene and have a minimum thickness of 6 mil.

PART 3 - EXECUTION

3.1 DUST

A. Dust shall be minimized by the Contractor to the extent practicable, utilizing all measures necessary including, but not limited to:

1. Sprinkling haul and access roads and other exposed dust-producing areas with water.

2. Use of covered haul equipment.

3.2 SEDIMENT TRANSPORT PREVENTION

A. Prevent dirt and mud, from escaping trucks departing the work site, by cleaning truck tires before leaving the construction site.

B. All streets in the construction area used by Contractor’s trucks or any other equipment hauling material to and from the area, whether within the Contract limits or adjacent thereto, shall be kept clean by the Contractor and shall be continuously serviced by the Contractor’s use of sprinkling trucks to control dust. All cleaning and sprinkling shall be at the Contractor’s expense. Violations of these requirements are sufficient grounds for the Owner to order the streets in question to be cleaned by others. The expense of the street cleaning will be charged against the Contractor and cost withheld from Contractor's payments.

3.3 NOISE CONTROL

A. Comply with all local, state, and federal noise level rules, regulations and ordinances.

B. There are further requirements for Pile Driving Operations, see pile driving section if applicable.

3.4 TREE AND PLANT PROTECTION

A. The Contractor shall protect all existing native shrubs and trees outside of the work limits from damage by construction activities. Work areas shall be carefully located and marked to reduce potential damage. Trees shall not be used as anchors for stabilizing working equipment. The Contractor shall not remove any native shrubs or trees outside of the work limits without written approval from Owner.

B. If native shrubs or trees are damaged or destroyed by the Contractor’s operations without prior authorization by the Owner, the Contractor shall replace the native shrubs or tree in species, size and grade to the satisfaction of and at no cost to the Owner. In the event the Contractor does not perform this replacement work in a timely manner as determined by the Owner, the Owner reserves the right to have the work performed by others. The expense of replacing native shrubs or trees will be charged against the Contractor and the cost withheld from Contractor’s payments.

C. Trees or shrubs that are replaced shall be warrantied from death or disease under the terms of the project warranty.

3.5 UPLAND DEWATERING AND WATER CONTROL

A. The Contractor shall not divert storm drainage or sewer flow through any portion of new sewer or any other new facility until after that portion of the pipeline to be used has been field-acceptance tested in accordance with the Specifications, and until specific written approval from the Owner has been received. No direct water from construction activities shall be diverted to new or existing sanitary sewer.

B. Maintain excavations free from water while construction is in progress. Any water which is pumped from excavated areas shall not be diverted into the state waterways without proper treatment or confinement.

3.6 EROSION CONTROL

A. Execute the approved Erosion Control Plan (ECP).

B. Temporary Sediment Fences:

1. Sediment fence shall have a minimum vertical burial of 6 inches. All excavated material from sediment fence installation shall be firmly re-deposited along the entire trenched area on the uphill side of the fence.

2. The sediment fence shall be installed to follow the contours where feasible. The fence posts shall be spaced a maximum of 6 feet apart and driven securely into the ground a minimum of 24 inches.

3. Sediment fences shall be inspected by the Contractor immediately after each rainfall and at least daily during prolonged rainfall. Any required repairs, relocations or additions shall be made immediately.

4. At no time shall more than one foot of sediment be allowed to accumulate behind a sediment fence. Sediment should be removed or regraded into slopes, and the sediment fences repaired and reestablished as needed

5. Sediment fences shall be removed when they have served their useful purpose, but not before the up slope area has been permanently protected and stabilized.

C. Straw Bale & Wattles:

1. Straw bales and wattles may be used to divert runoff around active work areas or into sediment filtration/sedimentation areas.

2. Straw bales and wattles shall be secured with stakes driven through them and into the ground to a minimum depth of 12 inches. Straw bales & wattles shall be keyed into the existing ground 2 to 4 inches. Maximum stake spacing is 4 feet.

Stagger joints in wattle sections to provide a minimum 12 inch overlap.

3. Install wattles to intercept stormwater runoff from the project area. Wattles shall be installed parallel to the topography and perpendicular to the stormwater flow.

For this site, do not exceed 125 feet spacing between wattle barriers.

D. Plastic Sheeting:

1. Spoils piles and exposed earth slopes shall be covered in wet weather or if wet weather is anticipated. Plastic sheeting shall be installed and maintained tightly in place by using sandbags or tires on ropes with a maximum 10 feet grid spacing in all directions. All seams shall be taped or weighted down full length and there shall be at least 12-inch overlap of all seams. For seams parallel to the slope contour, the uphill sheet shall overlap the downhill sheet. No runoff shall be allowed to run under the plastic covering.

2. Drainage from areas covered by plastic sheeting shall be controlled such that no discharge occurs directly onto uncontrolled, disturbed areas of the construction site.

E. Filter fabric fences, sediment barriers and other erosion control devices shall be removed by the Contractor when they have served their useful purpose, but not before the upslope area has been permanently protected and stabilized.

3.7 CULTURAL RESOURCES

A. Attention is directed to the National Historic Preservation Act of 1966 and 36 CFR 800, which provide for the preservation of potential historical, architectural, archaeological or cultural resources (hereinafter "cultural resources").

B. The Owner intends to conform to the applicable requirements of the National Historic Preservation Act of 1966 as it relates to the preservation of cultural resources and fair compensation to the Contractor for delays resulting from such cultural resources investigations.

C. Monitoring: In the event potential cultural resources are uncovered during subsurface excavations at the worksite, the following procedures will be instituted:

1. The Contractor will notify the Owner immediately.

2. The Owner will issue a verbal work suspension directing the Contractor to cease all construction operations at the location of a potential cultural resources discovery. The Owner will contact a professional archaeologist to evaluate the significance of the find. A written work suspension order will be issued within four hours of the verbal work suspension order.

3. Such work suspension will be effective until such time as the qualified archaeologist can evaluate the potential cultural resources for their significance and make recommendations to the State Historic Preservation Officer. Any work suspension direction will contain the following:

(a) A clear description of the work to be suspended.

(b) Any instructions regarding issuance of further orders by the Contractor for material services.

(c) Specific direction to the Contractor to minimize the work suspension costs (i.e., work elsewhere while archaeologist is evaluating find).

(d) Estimated duration of the temporary suspension.

4. If the archaeologist determines the cultural resource is eligible to be nominated to the National Register of Historic Places, the Owner may extend the duration of the work suspension order in writing.

5. Equitable adjustment of the construction Contract time will be made for temporarily suspended work in accordance with the General Conditions.

3.8 FINES

A. Contractor shall be responsible for all fines incurred from non-compliance with regulations of governing authorities.

SECTION 02100 - SITEWORK

PART 1 - GENERAL

1.1 DESCRIPTION

A. This item shall include the clearing and grubbing of all construction areas to the extent necessary for the Contractor to perform the work, and all work described below.

B. Carefully maintain benchmarks, monuments, and other reference points; if disturbed or destroyed, replace as directed by the project inspector.

C. Provide all protection, barricades, silt fences, and other devices required by State or municipal laws; maintain same for full period of operation. Remove from site when directed by the project inspector.

D. Work includes removal and disposal of the existing asphalt & concrete pavement as indicated, including any miscellaneous items as shown on plans.

PART 2 - MATERIALS

A. Not Applicable

3.1 CLEARING AND GRUBBING

A. Completely clear areas to be occupied by buildings or other improvements as indicated.

B. Provide, install, and maintain siltation fences/barriers, as required by State or local rules and regulations for the duration of the project. The Contractor shall remove the silt fence once the project is complete. In areas where soil built up against the fence, the Contractor shall smooth or level out the berm of soil and seed with grass seed.

C. Protect existing trees and other vegetation outside clearing limits against cutting, breaking, skinning, or bruising of roots or bark, piling construction materials within the tree and vegetation drip line, excess foot or vehicle traffic, parking of vehicles within the tree and vegetation drip lines, or solvent, paint, oil, or chemical spills onto soil.

1. If vegetation is damaged, pruning or removal shall be completed as directed by the Owner at the Contractor's expense.

2. Any soil contaminated from construction activities shall be excavated and removed from the site and replaced with topsoil at the Contractor's expense.

Disposal of contaminated soil shall be in accordance with federal, state, and local laws and regulations.

D. Remove all trees, stumps, bushes, grass, boulders, and debris within the areas staked for the construction as shown on the plans.

E. Unless otherwise shown on the plans, clearing limits shall be 5' along all sides of the improvements and (if applicable) where the graded slope meets the existing ground.

F. All holes resulting from grubbing shall be filled with suitable material and compacted.

G. Disposal material is the property of the Contractor and therefore it is the sole responsibility of the Contractor. Disposal material shall be hauled off site and completely removed from the Owner's property. Disposal of contaminated soil shall be in accordance with federal, state, and local laws and regulations.

H. Unmarketable trees and waste material are the property and sole responsibility of the Contractor and shall be disposed of off site in an approved and legal manner.

I. Trees suitable for marketable timber are the property of the Owner and shall be delivered off of the site to a location designated by the Owner.

3.2 DEMOLITION

SECTION 02200 - EARTHWORK

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. This item includes all labor, equipment, and materials required for the excavation, embankment, and grading of the project site to the lines and grades shown on the drawings and required by the specifications. Work within this item includes, but is not limited to, the following in accordance with ODOT 00330.41, 00330.42 and 00330.43:

1. Excavation of all material encountered to the limits shown on the drawings.

2. Hauling, disposing, and spreading of excess excavated material to sites secured by the Contractor.

3. Locating and protecting existing facilities and utilities.

4. Grading and reshaping of grade.

5. Furnishing and installing subbase and aggregate base where shown on the drawings, as required by the Specifications.

6. Compaction of subgrade, subbase, and aggregate base.

7. All miscellaneous items of work required to complete the construction.

B. This item consists of furnishing and installing geotextile fabric as shown on the drawings or required by the Specifications.

C. This item includes furnishing, transporting, and installing riprap as shown on the drawings or required by the Specifications.

1.3 DEFINITIONS

A. Unclassified excavation is defined as all excavation regardless of the type, nature, or condition of the materials encountered. The Contractor shall assume full responsibility to estimate the kind and extent of the various materials to be encountered.

B. Rock excavation is defined as removal of boulders having a volume of 2 cubic yards or more, solid bedrock and ledge rock, that cannot be excavated or removed by dozers with rippers, but which require systematic drilling and blasting or the use of pneumatic rock splitters, hammers, and wedges. If material that is classified as rock is mechanically removed with grading equipment, the volume of material removed shall be measured and paid for as common excavation.

C. Common excavation is defined as removal of all material not classified as rock excavation.

D. Overexcavation is the removal of suitable material below the limits designated for excavation.

E. Disposal material is defined as all excavated material that is beyond the quantities required for the project or unusable for the project. This includes materials that are unsuitable for embankment, in excess of embankment quantities required, and/or contaminated.

F. Embankment (fill) is defined as existing on-site material placed immediately on top of the existing ground or an excavation.

G. Subgrade is defined as the uppermost surface of an excavation or embankment.

H. Subbase is defined as material placed immediately on top of the subgrade.

I. Aggregate base is defined as material placed immediately on top of the subgrade or subbase and immediately beneath the finish surface (i.e. pavement, concrete, etc.).

J. Leveling course is defined as the uppermost surface of the aggregate base, usually 2" thick, used to eliminate irregularities in the contour of the aggregate base surface prior to placing asphaltic concrete.

2.1 SUBBASE

A. The subbase shall be 2½” -0” crushed rock, including sand, in accordance with ODOT 02630.10, or as directed by the Engineer. Uniformly grade the aggregate from coarse to fine, in as specified in ODOT Table 02630-1.

B. Aggregate base shall be allowed in place of subbase if the Contractor chooses to substitute materials.

C. Subbase material shall be free of noxious weed seeds or plant parts.

2.2 AGGREGATE BASE

A. GENERAL

1. Aggregate base shall be 3/4" minus crushed rock as shown on the drawings and reasonably even graded from coarse to fine. Materials shall be in conformance with ODOT 02630.10.

2. Aggregate base material shall be free of noxious weed seeds or plant parts.

2.3 GEOTEXTILE AND FILTER FABRIC

A. Geotextile Fabric shall be installed in accordance with ODOT 00350 for the specific applications as shown on the drawings, required by the specifications, and/or as instructed by the Engineer.

B. Reference ODOT 02320 for geotextile materials specifications for the specific applications as shown on the drawings, required by the specifications, and/or as instructed by the Engineer.

2.4 RIPRAP

A. Riprap shall be broken stone and shall meet the requirements of ODOT 00390.11.

B. Riprap material shall be free of noxious weed seeds or plant parts.

C. Riprap shall be ODOT Class 700 or Class 100 as shown on drawings:

PART 3 - EXECUTION

3.1 GENERAL

A. All upland areas containing water shall be drained prior to beginning construction.

B. Slope ground away from paved area. Avoid forming pockets that will collect and retain the free flow of surface water. Divert surface water to natural drainage courses.

C. No excavation shall be left open more than seven days unless otherwise approved by the Owner’s Representative.

D. All excavations left open overnight shall be fenced with wire mesh or plastic mesh fence secured to steel posts all around the excavation as per ODOT 03010.20, 03010.40 and 01050.44.

1. The bottom of the fence shall generally follow the contour of the ground.

2. Maximum spacing of the steel posts shall be ten feet.

3. Minimum height of the fence shall be 36 inches.

E. Disposal material is the property of the Contractor and therefore it is the sole responsibility of the Contractor. Disposal material shall be hauled off site and completely removed from the Owner's property. Disposal of contaminated soil shall be in accordance with federal, state, and local laws and regulations.

F. Contractor shall conduct excavation work in such a manner as required to protect existing trees and vegetation on site.

3.2 SUBGRADE AND SUBBASE

A. Excavation shall be carried to lines and grades shown on the drawings, and as required to accommodate specified embankment, subbase, aggregate base, paving, and concrete. Any over excavation due to faulty workmanship will be brought to grade by the Contractor at his expense.

B. Grade Control - Establish and maintain the required lines and grades during construction operations. Check subgrade for conformity to design grades and sections immediately before placing structural fill, subbase and aggregate base.

C. Subgrade shall be free of ruts, depressions, and irregularities.

D. Subgrade Preparation - Breakup and scarify the existing ground. Compact scarified and/or excavated subgrade prior to placing embankment, subbase and/or aggregate base according to ODOT 00320, 00330, or 00370 as applicable. Subgrade shall be thoroughly compacted by a minimum of two passes with a mechanical type compactor to obtain 95% of maximum density to a depth of 1 foot below established subgrade elevation.

E. Remove any unsuitable material, found, as shown on the drawings, or as directed by the Owner’s Representative, in the subgrade and replace with a subbase material in accordance with Part 2.2 of this section. This mixed material layer is still classified as subgrade.

F. Subbase Preparation - Place the subbase in nearly horizontal layers not more than 6 inches thick in such a manner that when compacted it will conform to the grades and sections shown on the drawings. Each 6 inch layer of subbase shall be thoroughly compacted by a minimum of two passes with a mechanical type compactor to obtain 95% of maximum density.

3.3 AGGREGATE BASE

A. Aggregate base shall be located under all asphaltic concrete paving, cast-in-place slabs, and where shown on drawings.

B. Excavate all existing materials to depths required for required thickness of compacted aggregate base under paved areas, cast-in-place and where shown on drawings.

Dispose of surplus excavated materials off-site in accordance with federal, state and local laws and regulations.

C. Placement and Compaction - In accordance with ODOT 00640, aggregate base shall be placed in such a manner and to such depth that when compacted it will conform to the grades and sections shown on the drawings.

D. Compaction - Aggregate base shall be compacted to achieve not less than 95% of maximum density when tested in accordance with AASHTO T99. Add water as required to achieve required compaction.

E. Tolerance of aggregate surface: 0.04 foot.

3.4 FIELD QUALITY CONTROL

A. Contractor shall engage a qualified independent testing and inspecting agency to perform field tests and inspections and to prepare test reports. Contractor is responsible for all costs associated with field quality control.

B. Allow testing agency to test and inspect subgrades and each fill layer. Proceed with subsequent earthwork only after test results for previously completed work complies with requirements. Tests will be performed at the following locations and frequencies.

1. Hard Surfaced Areas: At subgrade and at each compacted fill layer. At least one test for every 5000 sq. ft. or less of hard surfaces, but in no case fewer than three tests.

C. When testing agency reports that subgrades or fills have not achieved degree of compaction specified, scarify and moisten or aerate, or remove and replace material to depth required; recompact and retest until specified compaction is obtained.

3.5 GEOTEXTILE AND FILTER FABRIC

A. Embankment Geotextile Fabrics - Fabric shall be protected against damage and deterioration until incorporated into the work. The fabric shall be dry at the time of installation. Fabric will be rejected if, at the time of installation, it has defects, deterioration, or damage, as determined by the Project Inspector.

B. Geotextile fabric shall be installed in accordance with all applicable portions of ODOT 00350.41.

C. Geotextile fabric shall be located under subbase (aggregate base if no subbase) in all areas where unstable subgrade is present.

D. Place geotextile fabrics where shown on drawings.

E. The minimum overlap of fabric panels shall be 24 inches, as specified in ODOT 00350.41.

3.6 RIPRAP

A. Place such that no bare earth is exposed.

B. Install geotextile fabric as shown on drawings.

C. Placement shall be in such a manner to produce a reasonably well graded uniform mass.

It is the intent of these specifications to produce a compact riprap protection in which all sizes of material are placed in their proper proportions and with a reasonably smooth, uniform, finished surface. Hand placing, rearranging of individual stones by mechanical equipment slapping the surface of the material with armor plating or some other approved means may be required to the extent necessary to secure the results specified.

D. Hand place smaller units to fill all voids.

E. As a final step, all remaining voids along all sides of the launch ramp shall be thoroughly choked with 1½”-0” or 1½” open graded rock. Place choke rock along launch ramp sides extended two feet from edge and minimum 4 feet from toe.

F. Contractor shall furnish all riprap required.

SECTION 02720 - STORMWATER SEWERAGE

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. This section includes storm sewerage system piping and appurtenances, plus miscellaneous work shown on drawings and as specified herein.

B. This section consists of furnishing and installing a precast concrete catch basin with grate as shown on the drawings.

C. This work consists of furnishing and installing a gravity storm pipe from the trench drain to the catch basin and day-lighted as shown on the drawings, including trench excavation and backfill.

1.2 RELATED WORK

2.1 PIPE AND FITTINGS

A. Drainage piping shall be rigid-type plastic pipe of the size shown on the drawings and fittings shall be a minimum polyvinyl chloride (PVC) Schedule 40 conforming to the requirements of ASTM D 1785.

B. Joints on all fittings shall be the same as the joints used on the pipe. Caps or plugs shall be furnished with each fitting, outlet, or stub as required with the same type gasket and/or joint as the pipe.

2.2 TRAPPED CATCH BASIN

A. Pre-cast concrete Type 1 catch basin shall conform to the requirements of ASTM C 478 and accommodate a 24"x 24" grate, as available from Associated Concrete Products, Portland Pipe Division, (800) 648-6609.

B. Cast iron grates shall conform to the requirements of ASTM A 48, Class 30 B.

Foundry shall certify as to the tensile and transverse properties and brinell hardness.

C. The end of the outfall pipe within the catch basin shall have a 6” Tee fitting mounted vertical to assist in trapping floating contaminants within the basin.

2.3 TRENCH DRAIN

A. Trench drain shall be PolyDrain from ABT Incorporated. The lower end (outfall) of the trench drain shall be fitted with a polymer concrete end cap that will accommodate a 4” diameter outfall pipe. PolyDrain trench drain system is available from ABT Incorporated, 1-800-438-6057, www.abtdrains.com.

B. The Contractor shall verify that the channel sections are ordered to ensure proper drainage into the outfall pipe.

C. The trench drain shall be PolyDrain 2505 ADA compliant ductile iron grating over the entire length. Grating shall be installed with manufacturer recommended clamps.

3.1 HANDLING AND STORAGE

A. The Contractor shall unload pipe only by approved means.

B. Pipe and fittings shall be inspected by the Contractor prior to lowering into the trench to insure no cracked, broken, or otherwise defective materials are used.

The contractor shall clean ends of pipe thoroughly, remove foreign matter and dirt from inside of pipe, and keep the pipe clean during laying and joining.

3.2 INSTALLATION OF PIPE AND FITTINGS

A. Pipe shall be laid at a minimum grade of 1/4" per foot (2%), unless noted otherwise on the drawings. When deflecting the pipe from a straight line, either in the vertical or horizontal plane, or when long radius curves are shown, the amount of deflection allowed shall not exceed that recommended by the pipe manufacturer.

B. The trench bottom shall form a continuous and uniform bearing and support for the pipe at every point between joints.

C. The Contractor shall prevent excavated or other foreign material from getting into the pipe. The Contractor shall plug or close off pipes which are stubbed off for future connection. When cutting and/or machining of the pipe is necessary, the Contractor shall use only the tools and methods recommended by the pipe manufacturer.

D. The Contractor shall cut the pipe in a neat manner, at right angles to the axis of the pipe, and shall dress the cut end in conformance with the pipe manufacturer's recommendations.

3.3 PIPE BEDDING AND TRENCH BACKFILL

A. There shall be a min. of 6" of bedding material between the pipe and the bottom and sides of the trench, bedding shall be 3/4"-0" crushed rock.

B. The drainage pipe shall have a uniform slope between the inlet and outfall elevations. Set the inlet and outfall invert elevations of the pipe to the elevations as shown on the drawings.

C. All trenches occurring under a hard surface (concrete or AC) shall be backfilled with 3/4"-0" crushed rock compacted in accordance to ODOT 00330.43 and 00405.41.

3.4 OUTFALL ARMORING

A. The culvert outfalls shall be armored with class 100 riprap as defined in Part 2.4 of Section 02200.

SECTION 03360 – V-GROOVED CAST-IN-PLACE CONCRETE RAMP

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. Work includes, but not limited to;

1. Furnish or fabricate any required V-groove finish tools to finish the ramp as shown on the drawings. Finish tools are no longer available for loan from the Oregon State Marine Board.

2. Construction of V-grooved cast-in-place reinforced concrete ramp.

3. Placement of concrete, and reinforcing steel shall be as shown on the drawings.

2.1 CONCRETE

A. Concrete shall be supplied from a local ready-mix plant regularly engaged in the production of concrete, and delivered by rotating drum truck.

B. Cement, aggregate, and water shall be proportioned to obtain concrete with good workability.

C. Mix design shall meet the following requirements:

1. Cement type: ASTM C150 Type II or I.

2. Minimum compressive strength concrete: 4,000 psi at 28 days in conformance with ASTM C 39.

3. Minimum cement content: 630 pounds of cement per cubic yard. As a replacement for cement, fly ash may comprise up to 20% of the minimum specified cement content.

4. Aggregates shall comply with ASTM C 33 with course aggregates meeting size No. 67 (3/4 inch to No. 4).

5. Maximum water-cement ratio: 0.46 (lb./lb.). Water shall be potable.

6. Slump: 3 to 5 inches by ASTM C 143.

7. Air content: 4.0 to 7.0 percent by ASTM C 231.

8. Admixtures, any and all, must be listed on the current QPL (Qualified Products Listing) as published by the Oregon Department of Transportation, Materials and Research Section. The QPL can be located online at http://www.oregon.gov/ODOT/HWY/CONSTRUCTION/QPL/Docs/QPL.pdf. The “current” QPL is defined as that which is in effect on the date the contract is awarded.

D. Mix design submittal

1. The Contractor shall furnish, in writing to the Engineer, proportions by weight of the following materials to be used by the local ready mix plant, at least 10 days before using any concrete on the project.

* Provide compressive strength test results obtained within the past 12 months

* Air entraining admixtures

* Cement type and content

* Fly ash (if applicable)

* Each size and gradation of aggregate

* Other admixtures

* Water/Cement ratio

2.2 REINFORCEMENT

A. Deformed bar reinforcement:

1. Deformed bar size, spacing, and layout shall be as shown on the drawings.

2. Deformed bars shall be Grade 60 new billet steel and shall be in conformance with the requirements of ASTM A 706 or ASTM A 615.

B. Rebar ties:

1. All rebar intersections shall be tied

2. Ties for coated reinforcement shall be nonmetallic coated. Where coated bars are tied to uncoated bars, the ties shall be nonmetallic coated.

3. As an alternative to steel ties, the Contractor may opt to utilize TiClip™ or approved equal. Please see http://www.jiffyclipinc.com/products/ticlip_utility.htm for more information.

C. Rebar supports

1. Provide clearance from the forms and edges using stays, precast concrete blocks, ties, hangers, or other approved supports.

2. Adequate support for reinforcing steel must take into account not only the weight of the steel, but the stresses and strains encountered while placing the concrete as well.

3. Plastic chairs are not allowed.

4. Do not use pebbles, pieces of broken stone or rock, metal pipe or wooden blocks as bar supports or to separate layers.

2.3 FORM MATERIALS

A. Forms shall be constructed of plywood, lumber, or steel sheets or plates free of defects that could cause blemishes. Forms must be removable without injuring the concrete and shall be constructed to be square and maintain close tolerances as described in Section 03900.

3.1 GENERAL

A. Manufacturing and delivery of concrete shall be in accordance with ASTM C 94.

B. Materials containing frost or lumps of frozen materials shall not be used.

C. Do not place concrete on frozen ground or when freezing weather is anticipated. Do not carry excavations to final depths when freezing weather is anticipated; after frozen material is thawed, excavate to final depths shown. Obtain inspector's approval before placing any new work on previously frozen and thawed soil.

D. Weather limitations:

1. Do not place concrete if surface temperatures of forms or reinforcing steel is 90°F. or above.

2. Do not place concrete if the ambient temperature is or is forecasted to be below 40°F. the day of the placement and the next 7 calendar days unless an approved specified enclosure, insulated forms, and/or heating devices are used to maintain the concrete surface temperature of at least 45°F.

E. Provide forms for concrete using best common practice. Place to the lines and grades called for or as directed.

F. Contractor shall determine the distance to the concrete local mix plant and shall carefully plan the timing of placement and finishing of the concrete.

G. All concrete shall be in final position in the forms within 90 minutes or before 300 revolutions of the mixing drum after the addition of the mixing water to the cement and aggregates. If the ambient air temperature is above 80°F, the above limits shall be 1 hour or 200 revolutions. Concrete that exceeds these limits shall be rejected unless an appropriate retarding admixture conforming to ASTM C 494/C 494M is included in the mix design.

H. Avoid segregation. Do not move concrete with vibrators or tampers.

I. Consolidate concrete during and immediately after depositing, with suitable mechanical vibrators operating within the concrete, attached to steel forms, or attached to the rebar.

Vibrate at any point sufficiently to accomplish compaction, but do not prolong to a point where segregation occurs.

J. Finish guidelines suggest, but not limited to:

Keep slump toward high range.

Start finishing operations immediately.

Plan timing of placement operations carefully.

Finishing operations must stay immediately behind screed.

K. Once concrete is in the forms, no water shall be added to the concrete to aid in the finishing process.

3.2 CONCRETE REINFORCEMENT

A. Steel reinforcement shall be located in the cross-sectional area as shown in the drawings.

B. Accurately place and adequately support reinforcing steel or strand in final position prior to starting placement of concrete. The maximum allowable variation for center-to-center spacing of reinforcing steel is ½ inch.

C. The rebar for concrete ramps shall be lifted 2” above the ground surface, with a 4” of concrete above. The rebar shall be a minimum of 2” clear at edges and be located between 2” to 3” from the aggregate base, in the lower portion of the casting.

D. Rebar ties shall occur at every intersection.

E. Rebar should be bent to provide reinforcement to the cutoff wall or stem wall.

Furthermore, there is an additional stick of rebar running longitudinally along the wall as shown on the drawings.

F. Use full lengths of reinforcing steel whenever possible and keep the number of splices to a minimum. When splices are necessary on long runs, splices shall be alternated from opposite sides of the component for adjacent steel bars. Lap bars a minimum of 12 inches.
