Attachment 2: Updated Evaluation Criterion

ii) Technical Capability – is viewed as a measure of contractor’s relevant experience and past performance. Offeror will supply the names, resumes, educational background, field experience and familiarity with the work sub-items for all personnel who would be working on this contract.

• Educational training – List college degrees and pertinent classes/training and certifications.

• Skills and experience relevant to the item being quoted on in the schedule of items i.e.: rare and invasive plant surveys, plant species identification, GPS mapping, use of Avenza application on tablets or phones, and knowledge of Microsoft Word and Excel programs.

• Provide years and/or months, demonstrating experience doing botanical work within the Pacific Northwest, east of the cascades. Preference will be given to experience within the Blue Mountains ecoregion or justification of experience with similar species and ecotypes.

Attachment 3: Q&A

Can you please confirm that field surveys can be conducted beyond the listed Time Limits? The area is listed as accessible for surveys April to July, but we may need to conduct surveys into August/early September. I know this will largely be dictated by the flowering period of the target rare plant species but since this project would be getting a late start, we’d like to have confirmation that the survey window can go later than July.

Answer: There will be an amendment with updated dates.

How do you want this submitted?

Answer: Submit documents via email. In the combined synopsis and solicitation, you will find instructions in section (viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision) of the solicitation. In paragraph 3)

What was the previous pricing, if there was any? You don’t have to answer for the pricing. But was there a previous contract same as this? Is this the same size and scope as the previous project?

Answer: This is a new requirement and there is no previous record of this survey conducted for this area.
