1.06 PROJECT CONSTRUCTION SEQUENCE

A. This project requires the contractor to do field investigations of multiple items as detailed in Division 26 for both Timberline Lodge and Timberline Day Lodge. After this field analysis is performed the contractor is required to design the proposed replacement power panels and other equipment. Update all existing contract data to reflect field investigations such as one line diagrams and panel directories and all other items.

B. A short circuit analysis and an arc-flash analysis per NFPA-70E of both buildings is required based on field data collected. Submit analysis for approval. See Section 26 05 74.

C. A two stage analysis and feasibility study for replacement of an existing 15KV differential protection relay system by an electrical engineer is also required. See Section 26 00 70.

D. Listed below is a proposed sequence of events to complete this design / build construction sequence. This sequence applies to both Lodges:

1. Perform field investigation of both the Main Lodge and Day Lodge to verify the existing power panels and the feeders’ type, size and length, collecting data to verify the physical existing construction requirements of each replacement item and for use in the short circuit and arc-flash analysis. See Section 26 00 10 and

11/26/2018 Timberline Electrical Modification Page 4 of 8 other sections of Division 26 for details. Submit updated contract documents with the results of all filed investigations.

2. Submit for approval after field investigation of all items a recommended maintenance procedures for all items that are shown for electrical cleaning and maintenance. Contractor shall contact manufacturer and obtain maintenance and cleaning procedures. Submit these procedures for each piece of equipment to be cleaned or maintained. See Section 26 00 60.

3. Submit any items found that are over and above routine maintenance procedures that are defective and need to be replaced to the Contracting Officer.

4. Analyze the existing Timberline Lodge 15KV switch and differential protective relay system, and provide an as built schematic of existing system and a feasibility study to replace this system. Submit this study and discussion on replacement of system as required in specification. Replacement of protective relay system is an option item, which may not be awarded until after analysis is submitted and approved. See Section 26 00 70.

5. Perform short circuit and arc-flash analysis per NFPA-70E and update 1 line diagrams to show available fault current at all panels and equipment shown on 1 line diagrams. Submit this study and updated 1 line diagrams and analysis items required by Section 26 05 74. Identify any panels or other equipment that requires greater than 10,000 AIC rating.

6. Submit a preliminary design for approval (prior to manufacturers’ panel submittals) for all replacement power panels based on final sizes of panel and number of poles and breaker sized from verified existing panel directories. This preliminary design shall be based on the project schedule in the drawings that shows existing panel size and number of poles and the required replacement panels. Replacement panel AIC ratings shall be based on short circuit study.

This are shown in project schedule on drawings sheets. See Section 26 24 16:

a. Timberline Lodge E03-E07

b. Timberline Day lodge 9.20

c. Preliminary design shall use project existing panel spreadsheet for each building as a basis of replacement and shall show all required items, pole spaces, breakers, and accessories such as sub-feed lugs or other devices required. Enter new panel on same tab as existing panels for comparison.

Submit this design and any supplementary data for approval.

7. After approval of preliminary panel replacement design, submit manufacturers detailed panel submittals for each panel identifying all required devices in each panel.

8. Submit for approval the remaining material and equipment items in all sections of Division 26 and all other divisions including historic materials.

9. Submit a staging plan for each panel replacement and all other items including items requiring maintenance or cleaning, indication time that system will be disconnected and any special requirements for that panel replacement, such as temporary lighting, temporary power, barricades, etc. Provide a complete project time line for each building.

10. After approval of all required items construction shall start.

11/26/2018 Timberline Electrical Modification Page 5 of 8

11. Coordinate with Contracting Officer and Lodge staff to minimize disruption of activities.

1.07 BACKGROUND INFORMATION

A. The Timberline Lodge is a historic structure built in the 1930’s. There are numerous problems with the current electrical systems including the panels, feeders, branch circuits, wiring, and equipment. There are NEC code violations in both the Main Lodge and the Day Lodge.

B. The Main Lodge is the original building (1933 & 1971 CS Price Wing addition) and the Day Lodge was built in 1979.

C. Timberline Lodge is owned by the USDA Forest Service and operated by RLK.

D. An assessment of the electrical system condition was completed in 2017, which pointed to many concerns. This project is intended to mitigate some of those concerns.

1.08 GENERAL HISTORICAL INFORMATION

A. The Main Lodge is a National Historic Landmark and is included on the National Register of Historic Places. All work in the Lodge has the potential to impact this historic building.

B. A “Programmatic Agreement Among the United States Forest Service, the Advisory Council On Historic Preservation and the Oregon State Historic Preservation Office regarding the Implementation of the Historic Building Preservation Plan For Timberline Lodge” is included in Section J.
