About this file

This solicitation seeks bids for a CERCLA removal action at the Riley Pass Uranium Mines site in South Dakota. The work involves excavating approximately 20,000 cubic yards of contaminated mine waste and moving it to a consolidation area. An additional 15,000 cubic yards of soil will be placed as cover over the waste area and excavated zones. Erosion control, dust control, soil amendments, and revegetation are also required. Bidders must have current 40-hour HAZWOPER certification to work under the Forest Service's CERCLA authority at this Superfund site. The closing date for bids is July 26, 2019.

Introduction

Historical mining activities in the Riley Pass region have resulted in long-term disturbance of the area’s soil and plant resources. An assessment of soil borrow resources for potential use as capping material and growth media for reclamation of Bluff A was conducted in May 2019. A map showing potential borrow area boundaries and test pit locations is provided in Attachment 1 while summary data tables are provided in Attachment 2. Field notes and a photo log are provided in Attachments 3 and 4, respectively. Analytical laboratory reports are included in

Attachment 5.

Methods

The goal of the borrow soil assessment was to characterize soil physical and chemical parameters within an area approximately 0.2 miles southwest of Bluff A that is under consideration as a borrow source (Borrow Source 1)

(Attachment 1). This area was evaluated in accordance with the approved Plan of Study which included excavation, observation, and sampling of test pits (Tetra Tech 2019). Data collected during this effort were compared to suitability criteria established for the Riley Pass project to determine the salvageable depth of soil at each test pit and to calculate a total volume of soil available for reclamation use.

Four originally proposed soil pit locations were excluded from the final borrow area delineation as they were either deemed unsuitable during initial field screening (BH-1, -10, -11, and -12) or were located in an area which a

USFS representative stated would not be disturbed as part of salvage operations (BH-3).

After completing field activities in Borrow Source 1, a preliminary screening of a second area located adjacent to

Bluff A (Borrow Source 2) was completed (Attachment 1). This screening consisted of hand-excavation of three soil test pits to depths of approximately 24 inches, recording abbreviated soil descriptions, and collecting samples from the A- (topsoil) and B- (subsoil) horizons.

Borrow Source 1 Results

The Harding County Soil Survey indicates that soils in Borrow Source 1 consist of approximately 16 inches of fine sandy loam or silty clay loam above weathered or non-weathered sandstone and siltstone bedrock (NRCS 2019).

During field activities it was determined that the borrow source is in a landslide area beneath a bluff rim. A-horizon and B-horizon (where present) soil depths were deeper than those described in the soil survey, averaging

23 inches. Yellowish-tan C-horizon material underlying the A and B horizons tended to be weathered and friable and occurred to depths ranging from 30 to 120 inches below ground surface. This material was thickest in the southwestern portion of the borrow area and tapered toward the northeast. Grey and red weathered siltstone bedrock underlying these soils appeared to be the glide-plane for landslide movement.

Soils primarily consisted of loam and silt loam textures although clay loam and sandy loam were also encountered. Rock fragments were largely absent from the soil profile and, when present, consisted of gravels and cobbles composing less than 10 percent of the soil volume.

TETRA TECH

Physical and chemical data for discrete soil horizons and depths are compared to salvage suitability criteria in

Attachment 2. Nearly all samples were considered suitable for salvage based on meeting suitability criteria by a wide margin. Exceedances of chemical suitability criteria were limited to four samples which did not meet criteria for pH and/or sodium adsorption ratio. Salvage of soil not meeting chemical suitability criteria may be possible as undesirable characteristics would be ameliorated by dilution with suitable soil during salvage and placement activities.

Because chemical suitability criteria are generally non-limiting, salvage depths are primarily limited by the presence of competent bedrock or the depth of weathered siltstone suspected of being the glide-plane for landslide activity. Glide-plane material was observed to act as a conduit for groundwater infiltrating into some test pits during excavation (perennial wetness is a suitability criterion). This material also exceeded suitability criteria for pH and sodium adsorption ratio in certain samples.

Based on comparison of soil physical and chemical data to salvage suitability criteria, the proposed depth of salvageable material at each test pit location is reported in Table 1. These salvage depths were modeled using

AutoCAD Civil 3D to determine the overall available borrow volume.

USFS stated that soil would not be disturbed from the steep vegetated hillside to the north of this location. This “0” point represents the bottom of a small gully/ditch separating base of hillside from Borrow Area 1.

BH-3 0 USFS stated that soil would not be disturbed from this steep vegetated hillside.

BH-4 120 Contact with glide-plane material associated with questionable salvage qualities.

BH-5 33 Glide-plane material with unsuitable pH and SAR.

BH-6 140 Water seepage at this depth.

BH-7 55

pH equals salvage cut-off value at 30” (probably can be diluted with other soil), water seepage at 55”.

BH-8 60

Pit excavated to this depth which is approximately equal to elevation of nearby gully.

Deeper salvage may be possible.

BH-9 131 Excavator refusal due to bedrock at this depth.

BH-10, 11, 12 0 High sodium adsorption ratio and rock content in previously disturbed area.

Using AutoCAD Civil 3D, an excavation model surface was developed based on the borrow source investigation data. The excavation model was then compared to the existing ground (LiDAR based) model to calculate the total volume of salvageable material available. Using this method, the total salvageable material available was calculated to be 23,750 cubic yards (total including topsoil).

The thickness of A- and B-horizon material was less variable across the 1.97-acre borrow area compared to the maximum salvageable depth and averaged 23 inches. This equates to 3.8 acre-feet or 6,091 cubic yards of topsoil material available for use as growth media.

Agronomic fertilizer recommendations are provided in the analytical laboratory report (Attachment 5). Assuming only A- and B-horizon material would be placed as growth media within the plant root zone, the average fertilizer recommendations are as follows;

• Total nitrogen = 27 pounds/acre

• Phosphorous (P2O5) = 41 pounds/acre

• Potassium (K2O) = 8 pounds/acre

• Elemental Sulphur = 9 pounds/acre

• Compost = 1 ton/acre

• Gypsum = 0.4 pounds/acre

These recommendations would require adjustment (i.e. additional potassium, compost, and gypsum) if less fertile

C-horizon material was included as growth media within the plant rooting zone.

Borrow Source 2 Results

Comparison of analytical data for Borrow Source 2 to salvage criteria (Attachment 2) show that soil in the western portion of the area, near tests pits BH-13 and BH-14, is suitable for salvage to a depth of at least 24 inches. Soil pH increased with depth and may exceed the suitability criterion below the 24-inch depth so additional evaluation would be necessary to determine the maximum salvageable depth in this area.

Located in the eastern portion of Borrow Source 2, test pit BH-15 contained a lens of dark colored material in the

12- to 15-inch depth increment. This material had a radium-226 concentration of 54.9 pCi/g which exceeded the suitability criterion of 30 pCi/g. Soil below this material was also unsalvageable due to its loamy sand texture. It’s possible that soils in this location were impacted by mine wastes that eroded or were pushed from Bluff A during mine operations. Additional evaluation of this area would be necessary to determine whether soils are suitable for salvage.
