Crooked River Valley Rehabilitation Phase 2 Solicitation 12034319R0004 Questions/Answers
1. Question: Will Materials need to be screened, or can they be picked and mixed with equipment on sight (excavator or loader)?
a. Answer: It is not anticipated a material screen will be necessary if equipment mixing and sorting is sufficient to meet specified gradations. Sorting will be required for full depth riffle construction under Item 7. See Drawing Sheet 8.2 for the riverbed fill gradation. Where native riverbed material is adequate, Riffle Construction will be charged to Item 8 which includes only boulder placement and no material sorting. Floodplain fill and streambank fill gradations are on pages 34, and 43 of the specifications. Native material, however, has been largely adequate. If a sand pocket is found in a critical location along the new channel, this would be mixed with adjacent suitable material incidental to Item 4, to meet gradation. In prior work, however, these locations have been few. The streambank material gradation will be necessary for large wood structure backfill under Additive Item 12. See Specification 05001, page 41-43; Specification 02200, page 34-35.
2. Question: Will there be any Gradations needed for materials?
a. Answer: See riverbed fill (for riffle construction), floodplain fill, streambank fill, and boulder gradations on pages 34, 35, and 41 of the Specifications and Drawing 8.2. The stockpile and most native floodplain material meets the floodplain fill gradation. In past phases, boulder size material available for borrow onsite has been a little less than the total amount needed. Additional material is available for import at a site 2 miles from the project as needed. This import is incidental to Items 7 and 8. See Specification page 35.
3. Question: Will Contractor have to permit and/or pay for permits such as, SWPPP, Discharge, Dewatering, turbidity?
a. Answer: Incidental to Item 2, the Contractor is responsible for updating/completing the Government prepared SWPP and filing this under the EPA’s Construction General Permit using the eNOI system. See Specification page 23. No other permits are required for earthwork. The water management plan noted on specification page 13 will be a data submittal including drawing and narrative of dewatering and work area isolation plans. See specification page 30 for details. Regarding turbidity, notification will be required 72 hours prior to any ground disturbing activity to allow the Government time to set turbidity monitors.
4. Question: For Survey, is there control already established, and is there a surface available for GPS machine control?
a. Answer: Survey control points are in place as indicated on Drawing sheet 4.0 with the exception of C1 which was destroyed last season. Machine control surface files are available upon request. The Contractor will be responsible for uploading the surface files and ensuring machine controls are properly calibrated.
5. Question: Regarding Section L-2, FAR 52.204-7, System for Award Management (OCT 2018) of the RFP which states that the Unique Entity Identifier should be included in compliance with FAR Clause 52.204-7. Is this the same as the DUNS #?
a. Answer: Yes. If you have further questions about SAM registration, contact the Procurement Technical Assistance Center for free counseling. Here is a link to their website: https://idahosbdc.org/specialized-services/government-contracting-ptac/.
6. Question: The instructions require offerors to submit an Original Bid Bond. Should Offerors include an electronic copy of the scanned bid bond on the USB drive?
a. Answer: Yes.
7. Question: Regarding the submission requirements in the Past Performance Section read like “Corporate Experience Requirements” from the contractor’s point of view. Does the Government require Offerors to request PPQs from its customers or will the Government be requesting performance information through another gathering technique?
a. Answer: Contractors are encouraged to review Evaluation Factors for Award Section M-1, RFP part IV. Section M-1 describes the specific factors on which proposals will be evaluated. The first criteria is past performance and asks Contractors to describe all contracts of similar scope and scale awarded in the past 5 years. Contractors may include statements from prior customers, though these are not required. The Government may contact references directly. If the Contractor has completed federal projects in the past, the Government may review the Contract Performance Assessment Reporting System (CPARS). Technical proposals must include the information listed in Section M-1.
8. Question: Regarding water in fill areas between tailings piles. Are there fish in the pools between tailings piles? If so, how would the Government like them dealt with?
a. Answer: See RFP Section C-1-(c); Drawing Sheet # 4.1 Fish Salvage Operations and Water Diversion Sequence notes; Specification 01201, page 7, Item 2 description; and Specification 02140. Yes, there are fish in the existing channel and potentially in the ponds. In water work is not permitted until after fish are salvaged during the instream work window, which begins July 15. The Contractor will work with the Government to lower water levels in Crooked River, while the Government completes fish salvage operations. The Contractor will not be required to help salvage aquatic species directly. The contractor will assist by slowly transferring flow from Crooked River into the lower half of the bypass channel, maintaining low turbidity levels and pumping large pools. Government fish removal crews will work through the existing channel during this time. This work is expected to take 5 days.
9. Question: Regarding silt/organic material in pools between tailings piles. Does the Government want the silt with organic material removed prior to placement of cobble in the fill sites?
a. Answer: 2,045 cubic yards of vegetative fill (top soil type material) salvage is included in the bid schedule under Item 6. This material has not been abundant elsewhere onsite, so it has been salvaged wherever appreciable quantities were found. Pools have been a good location for this, and in the past this material has been removed prior to filling the pools.
10. Question: Is the existing temporary bridge in place between the stockpile and the phase 2 worksite rated to hold a 22 Cubic Yard articulated haul truck?
a. Answer: The bridge was evaluated for a Komatsu HM300-2 articulated dump truck with a 53,000 lb vehicle weight, 40,300 lb payload, and a gross vehicle weight of 113,400 lb. This vehicle rated out at .88. It would be limited to a 2/3 capacity load crossing the bridge. The bridge has been rated for truck types 3, 3S2, and 3-3 as well as an 89,000 lb D8 Caterpillar, and a 90,000 lb 336 excavator. See bridge plan and load ratings, attached.
