Statement of Work
1. Scope of Contract.
The Forest Service is in need of precommercial tree thinning, white pine pruning, and stand improvement activities to reduce the tree density and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, reduce the incidence of insect and diseases that affect growth, and undesirable tree qualities. Additional objectives specific to this project are: branch pruning specifically designed to reduce the spread of white pine blister rust to the bole of the white pine trees selected to be maintained in the stand.
The resultant contract may require precommercial thinning, day lighting, slash treatment, release, girdling, white pine pruning and related work in compliance with the specifications described in the Silvicultural Summary Prescription. This includes furnishing labor, equipment, supervision, transportation, operating supplies (except those designated as Government furnished), and incidentals. All aspects of the work shall be performed in an organized, systematic manner to assure services are performed throughout entire unit.
PRECOMMERCIAL TREE THINNING AND PRUNING
Item 1- Pre-commercial Thinning or Daylighting with White Pine Pruning.
Estimated Size of Program. Contractors are cautioned that estimates are tentative. It is estimated that 300-600 acres will be treated, with the majority of those acres requiring both thinning and pruning. Generally, 20% or fewer of the total acres require only thinning or pruning.
Density Categories Base prices shall include activities required to satisfy specifications (refer to Silvicultural Prescriptions).
Light density is fewer than 1500 stems per acre and greater than 2 feet tall.
Medium density is 1500-3000 stems per acre and greater than 2 feet tall.
Heavy density is 3001-5000 stems per acre and greater than 2 feet tall.
Very Heavy density is greater than 5001 stems per acre and greater than 2 feet tall.
Solicitation No.: 12034319Q0116 / CZ-Precommercial Thinning & White Pine Pruning / CdA River Ranger District
2. General Location and Description.
The work is located on the Coeur d’Alene River Ranger District (also known as the Central Zone) of the Idaho Panhandle National Forest (IPNF). The work sites, access to the areas, method of work, size of units, and other information pertinent to the thinning and pruning are defined in the Silvicultural Summary Prescription.
(a) Boundaries: Sub-item unit boundaries are generally obvious on the ground. Sub-items are generally clear-cut units that have been fully stocked with sapling size or smaller trees adjacent to uncut stands of mature trees. Areas maybe flagged or marked with paint, flagging or flash cards.
(b) Information: Sub-item detailed information can be found in the Silvicultural Summary Prescriptions.
Contacts for additional information are as follows:
CZ – Coeur d’Alene River RD, John Wright 208-769-3074 or (cell) 208-699-6096
(c) Road Access. Access to the units are from forest roads indicated on project maps. Some sub-items may have special requirements as specified in the Silvicultural Summary Prescription. Sub-items indicated as having gated access will be subjected to all restrictions of “Administrative Use”. In some instances there will be a time limit behind certain gates. No firearms are permitted behind locked gates.
All restrictions are indicated in the Silvicultural Summary Prescription. In cases where units are behind locked gates, the Contractor shall close and lock gates after entering or exiting each gate and will be subject to all other restrictions of administrative use.
(1) Gate Keys. All gate keys issued to the Contractor shall be returned to the issuing Forest Service office prior to leaving the work area if leaving the work area for 5 calendar days or more.
3. Technical Specifications For Thinning and Daylighting, a Light density is less than 1500 trees per acre, Medium is 1501-3000 tpa, Heavy is 3001- 5000 tpa, and Very Heavy is 5001+ tpa. This number reflects treatable trees, greater than 2 feet tall.
1. Tree Thinning. Thinning reduces the density of a sapling stand and by purposeful selection of leave trees improves the stand composition and condition as prescribed for each individual unit.
The Contractor shall utilize the Silvicultural Summary Prescription for the characteristics of desirable leave trees (refer to definitions) and requirements for selecting the leave trees, acceptable density and unique unit requirements. The prescription is based on the overall composition and condition of the stand and is intended to be a guideline for achieving the desired final condition. The Contractor shall use their silvicultural knowledge to identify and adjust to any conditions within the stand and notify an authorized government personnel of any conditions not addressed in the prescription. The Contractor shall recognize any insect, disease or animal damage problems and report them to the authorized government personnel if it is not recognized in the prescription. The Government, at the suggestion of the Contractor, may revise prescriptions with approval by the Contracting Officer (CO). Alternate prescriptions must meet the overall stand objectives to be considered by the CO.
(a)Selection of Satisfactory Leave Trees. Satisfactory leave trees contribute to the acceptable density computation. The Contractor shall select leave trees as per the Silvicultural Summary Prescription and meet the requirements for satisfactory crop trees (leave tree selection method, acceptable density, preferred species, others as stated), or from trees larger than maximum cut diameter. In units designating “no white pine shall be cut”, leave trees may be selected from clean, pruned White Pine. All other White Pine shall be left standing undisturbed in these units.
The Contractor shall not damage leave trees during any operations.
(b)Cutting trees not selected as leave trees. All live trees not designated as leave trees that are taller than the minimum cut tree height shall be cut. All cut trees shall be completely severed below the lowest live limb except when prevented by natural obstacle. This will prevent the tree from growing new vegetative material. A live limb is a limb of any size that has green needles attached. Cut trees shall be secured so they do not roll down hill and shall not be hung up on other trees or vegetation. Stump height shall not exceed 8 inches above the ground level or 3 inches above natural obstacles.
Solicitation No.: 12034319Q0116 / CZ-Precommercial Thinning & White Pine Pruning / CdA River Ranger District
(c)Trees defined as “small trees” in Exhibit 1-Definitions shall be cut; however there is a greater tolerance for failure to cut these trees than larger trees. Small trees that are not cut are considered a Category C deficiency.
2. Pruning of Western White Pine. The Contractor shall select the trees for pruning specified in the Silvicultural Summary Prescription. All limbs specified to be pruned shall be cut from upper height to ground watching for those covered by duff and vegetation. Limbs shall be cut within ½ inch of the limb collar and completely severed from the tree, and all needles shall be removed from the tree bole. Pruning shall be done to a maximum height of eight (8) feet or 50% of live crown, whichever is less. Refer to Exhibit 2 for diagram on how to remove limbs. The Contractor shall move slash and other obstacles as necessary to achieve proper pruning.
Pruning shears or loppers shall be required in order to limit bole damage on these trees; chainsaws and pruning saws are not acceptable.
3. Weed and Release. The Contractor shall select the crop trees to be released specified in the Silviculture Summary Prescription. Crop trees may be saplings or smaller and shall be released from older, competing and undesirable trees and shrubs. Trees and shrubs, unless specified to be retained, shall be removed from around the crop tree. Crop trees and other vegetation specified to be left shall not be damaged during the release work. This can also be described as;
3a. Daylighting – the removal of competing live trees greater than 2 feet tall in a fixed radius circle, e.g. 8ft, 10ft, 12ft. around selected desirable leave trees. Daylight radius shall be measured from the bole of the leave tree to the branch tips of the surrounding trees. It is preferable to daylight “clumps” of 5-8 trees in closer proximity, rather than individuals spaced evenly through a unit.
4. Slash Treatment. Reduction of slash and other slash treatments created by the tasks in this contract shall be reduced to levels less than 2 feet high or as specified in the Silvicultural Summary Prescription. Slash treatment shall be concurrent and progressive with the thinning. The Contractor shall not move on to a new unit without completion of slash treatment. Cut material shall not lean against an uncut tree, stump, log or any obstacle. It shall be secure and not able to roll downhill.
(a) The following improvements and developments shall be free from slash created by the tasks in this contract.
(1) The area adjacent to cut and fill slopes, and ditches for a distance of 10 feet measured from the upper cut slope and the lower shoulder of the road. Material shall be cut to less than 6 feet in length to prevent barriers along roads.
(2) Culverts for a distance of 10 feet.
(3) Improvements such as unit boundaries, roads, telephone lines, established trails, stock driveways, fence lines, established land corners.
(4) Stream courses as required in Resource Protection.
5. Resource Protection. The Contractor shall exercise extreme care to prevent damage to existing facilities, developments and resources in all aspects of the contract work.
(a)Existing Facilities. Throughout the operations, the Contractor shall take extreme care to prevent damage to facilities including roads, erosion dips, barriers and drainage, developments and streams and other identified resources. Improvements damaged shall be replaced or repaired at no cost to the Government.
(b)Stream courses/Riparian Areas. The Contractor shall minimize damage to stream courses and Riparian areas as specified in the Silvicultural Summary Prescription. Stream courses identified on project maps.
Solicitation No.: 12034319Q0116 / CZ-Precommercial Thinning & White Pine Pruning / CdA River Ranger District
(c) Soil Erosion. The Contractor shall take precautions to prevent gullying of roads and skid trails within and adjacent to the contract area, and protect vegetative cover, soil, and water resources.
6. Salvage.
(a)Salvage material may be available to the Contractor with approval by the Contracting Officer; when other contract work is progressing as scheduled; and removal will be completed prior to expiration of the contract time. Any such material shall become property of the Contractor on a salvage rights basis.
Rights to any material not removed from the project prior to expiration of contract time shall revert back to the Government.
(b) If salvage is available, the Contractor shall provide a general salvage plan, which addresses the intent to salvage and general conditions. Based on items awarded, the Contractor shall provide a detailed plan after contract award [task order issuance]. The general plan shall address:
(a) Identification of material to be salvaged and number of loads to be removed.
(b) Name of salvage operator and all employees.
(c) License number and vehicle description of all trucks that will be hauling salvage material.
(d) Approximate date salvage and hauling will be accomplished.
(c) Truck tickets may be required for each individual sub-item. Tickets will only be issued to identify salvage operators. Salvage shall not commence on any other sub-item until truck tickets are all accounted for, from the sub-item previously salvaged on.
7. Work Plan and Schedule. The Contractor shall prepare a work plan and schedule that demonstrates that work will be completed within the performance period. The Contractor shall provide a general plan prior to the start of work. A supplementary plan and schedules may be provided after contract award, but at least 10 days before start work. The Contractor shall advise the CO or COR of any periods that the Contractor will not be working that is not specified in the accepted work plan. The Contractor may update the work plan when work is in progress and the CO may accept the updated work plan.
8. Camping. Before any camping, quarry, borrow pit, storage, detour, or bypass site, other than shown on the drawings, is opened, operated or administered by the Forest Service (FS) on FS lands, the Contractor shall obtain written permission from the Idaho Panhandle National Forest. A camp is interpreted to include a campsite or trailer parking area of any employee working on the project for the Contractor.
Unless stated elsewhere in the contract, the Contractor shall provide and maintain sanitation facilities for the work force at the site and dispose of solid waste in accordance with applicable local, State and Federal regulations. The Contractor shall abide by the OSHA’s Field Sanitation Standard, Fact Sheet No. OSHA 92-25, which applies to any agricultural establishment hiring 11 or more workers for hand labor.
(Mandatory use) OSHA’s Field Sanitation Standard Fact Sheet No. OSHA 92-25 is available:
http://www.osha-slc.gov/pls/oshaweb/owadisp.show_document?p_table=FACT_SHEETS&p_id=137
9. Communications. The Contractor shall keep the CO advised as to where the Contractor or Contractor's representative may be reached by phone during periods of work suspension and periods of time without work.
10. On-site Representative. The Contractor’s on-site representative shall be fully conversant and literate in the English language and shall be in the work area whenever work is in progress.
4. Inspection and Acceptance
1. Quality Control Plan.
(a) Quality Control Plan - The Contractor shall prepare a Quality Control Plan. The plan must demonstrate how the Contractor shall ensure that quality of performance meets the objectives and requirements of the contract.
Solicitation No.: 12034319Q0116 / CZ-Precommercial Thinning & White Pine Pruning / CdA River Ranger District
(b) Contractor Quality Control Inspection - The Contractor shall ensure themselves that performance meets contract specifications, in accordance with FAR 52.212-4, Contract Terms and Conditions – Commercial Items; paragraph (a) prior to requesting the Government to inspect for payment or acceptance. The CO may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.
2. Government Quality Assurance Surveillance Plan.
(a) Inspection. The Government’s quality assurance inspections will determine compliance with specifications and provide the basis for computing the rate of payment. Inspections will consist of visual observations and sample plots to determine compliance with specifications. The plots will be located throughout the subitem to obtain a representative sample of the work. Plot centers will be marked and numbered. Each subitem will be inspected separately and inspection results will not be averaged with those of other subitems. Determination of the acceptability of the work performed will be based on these inspections, which will be considered conclusive, except as otherwise provided in the contract. The Contractor or his representative may observe inspections while they are underway.
(b) Plot Procedures. Each plot will be examined and the findings on the items listed below recorded:
(i ) Number of trees that were left.
(ii) Category “A” – Uncorrectable Deficiency
(A) Number of cut leave tree in accordance with the clause entitled Selection of Leave Trees or the Prescription Summary that was cut.
(B) Wrong section of leave tree; a leave tree that was cut while leaving a lesser tree.
(iii) Category “B” – Correctable Deficiency
(A) Number of excess trees.
(iv) Category “C” – Correctable Deficiency
(A) Small trees missed.
(c) Upon inspection of all plots for a subunit, the number of leave trees per acre and the quality of thinning will be calculated as follows:
(i) Number of leave trees per acre:
Number of trees left X 100 = Leave trees per acre Number of plots taken
(ii) Thinning Quality:
(iii) Pruning Quality:
(d) Rework and Reinspection after Rework. Category “B” – When total number of leave trees exceed the maximum allowance or when Category “C “, total number of small trees missed exceed amounts discribed in summary prescription trees, payment will not be made until the deficiency is corrected, unless the government deterimes excess tree deficiency to be minor. The reinspection will not be made in the same manner as the first inspection but on different plot lines. The Contractor may be deducted for each re-inspection necessitated by rework upto $250 for time spent to the government.
(e) Inspection of Slash Treatment and Other Contract Requirments. Acceptance will be determined by inspection of areas requiring treatment and will be based on adherence to the specifications stated in the contract and in the Silvicultural Summary Prescription. Noncompliance with any of the specifications will classify the treatment as unsatisfactory and rework will be required to bring the treatment up to specification standards.
