DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SCOPE OF CONTRACT
This contract requires surface supply, furnishing equipment on a fully operated basis, in good mechanical and operating condition and operated by competent operators, and experience in performing work of the nature required by this contract. The Contracting Officer will require a brief resume, in the event the operator has not previously operated a grader on the Custer Gallatin National Forest. The Contractor will provide all material, equipment, operating supplies, operators, supervision, and support functions necessary to perform the required work.
DESCRIPTION
The work to be accomplished is associated with road maintenance, which shall include but is not limited to;
blading, spot surfacing identified areas on roads, surfacing ruts, surfacing identified roads and reshaping/compacting one trailhead, as shown on maps and as staked on the ground. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.
LOCATION
Roads are located on the Sheyenne Ranger District, Dakota Prairie Grasslands. See attached maps.
SITE VISIT
No site visit is planned for this project. For additional contract information contact Curt Grudniewski at the
McKenzie Ranger District office in Watford City, ND (701)-842-8528.
SOIL MOISTURE
Equipment use may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be in excess of five percent and less than 15 percent by weight of the material being bladed unless otherwise authorized by the COR.
PERFORMANCE PERIOD REQUIREMENTS
Contract Time. Contract time will begin on the effective date of the Notice to Proceed. It shall continue until completion of the work contemplated by the Government or until closure of the work season because of moisture or other weather conditions, whichever is sooner. In the event the Contractor fails to accomplish the estimated units of work within the working days, and a need for the equipment still exists, the Government may allow the contract time to continue. Work shall be completed by June 1, 2019.
EQUIPMENT SPECIFICATIONS
The equipment to be used for Grading shall be a diesel, tandem drive motor grader, of at least 125HP and a minimum 12’ moldboard. Shall be equipped with a scarifier arm with a minimum of five teeth or Mounted
Hydraulic Rippers with a minimum of three teeth.
The motor grader shall be equipped with flashers or warning strobe light and a reflectorized “Slow Moving” vehicle emblem.
No older than 8 years unless approved by the Contracting Officer and Exhibit B is completed.
The water truck shall have a watertight tank of between 3,000 and 4,500-gallon capacity, provide for uniform and controlled application of water without ponding or washing, and be able to maintain positive control of water from the driver’s position at all times.
END PRODUCT DESCRIPTION
Road grading consists of reshaping and finish-blading the road bed, including shoulders, turnouts and approaches, to restore the original cross section and grade. Work includes restoring drainage provisions of the road and road appurtenances such as ditches and rolling drain dips. Work also includes removing ruts, pot holes, washes, slough and other irregularities that prevent normal runoff from the road surface.
After grading, the roadway:
-shall have been bladed shoulder to shoulder
-shall be free of berms on both sides of the road
-shall be free of pot holes
-shall be free of any washboard surface
-shall be crowned 4-6% on ditched roads
-shall be out-sloped 1-3% on non-ditched roads
-surfacing or road fines will not have been wasted
-ditches shall have been pulled to remove slough, rocks and debris; Excess materials will have been moved across the road and deposited away from streams and off the roadway. Excess material is not to be “heeled” into the cut slope unless specifically approved by the Contracting Officer on a case by case basis.
-adjoining lead-in/lead-out ditches will have been cleaned and functioning
-finished surface will be free of rock greater than 3 inches (native surface) and 2 inches(aggregate surface) in any dimension
-shall have been dried or moisture added as required for mixing and compaction
It is anticipated that the routine grading of roads will require approximately 4 - 6 passes for an experienced operator to meet specifications. This does not include any needed ditch work.
The “by the mile” roads may require a higher level of effort than routine grading. These roads, as a result of high use by the public, develop deeper ruts, wash boarding, and potholes. Contractor shall blade these roads to the depth of the potholes (but not lower than surfacing, when present) and ensure a smooth finished surface without potholes, ruts, or wash boarding.
If it is anticipated that these roads will require 5 or more passes with the motor grader. Contractor shall remove half of the lift of gravel, reprocess and/or mix, and spread the lift again as part of the work. This does not include any needed ditch work.
Maintenance of existing features such as rolling dips and/or water bars will consist of restoring the structure to its original lines and grades.
METHOD OF MEASUREMENT AND PAYMENT
Scope of Payment. Payment for all contract work is provided, either directly or indirectly, under the pay items shown in the bid schedule.
Direct payment. Payment is provided directly under a pay item shown in the bid schedule.
Indirect payment. Work for which direct payment is not provided is a subsidiary obligation of the
Contractor. Payment for such work is indirectly included under other pay items shown in the bid schedule.
Compensation provided by the pay items included in the contract bid schedule is full payment for performing all contract work in a complete and acceptable manner. All risk, loss, damage, or expense arising out of the nature of prosecution of the work is included in the compensation provided by the contract.
Work measured and paid for under one pay item will not be paid for under any other pay item.
The quantities shown in the bid schedule are approximate unless designated as a contract quantity. Limit pay quantities to the quantities staked, ordered, or otherwise authorized before performing the work.
Payment will be for the actual quantities of work performed and accepted or material furnished according to the contract. No payment will be made for work performed in excess of that staked, ordered, or otherwise authorized.
Units of Measurement. Payment will be by units defined and determined according to U.S. standard measure and by the following.
Lump Sum (LS) The quantities that denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
(A) Linear Foot (LF) Measurement of 12 inches along a reference line.
(B) Mile 5,280 Linear feet along a reference line.
(C) Cubic Yard (CY) Measure the cubic yard volume in the hauling vehicle. Before use, Contractor and
CO must mutually agree on the volume of material to be hauled by each vehicle.
Methods of Measurement. One of the following methods of measurement for determining payment is
Designated on the Schedule of Items for each Pay Item.
(A) Actual Quantities. (AQ) these quantities are determined from measurements of completed work.
(B) Lump Sum Quantities. (LSQ) these quantities denote one complete unit of work as required by or described in the contract, including necessary material, equipment, and labor to complete the job.
(C) Contract Quantities. (CQ) These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations and drawings. Changes in the number of units Designated in the Schedule of Items maybe authorized under the following:
1. As a result of changes in the work approved by the CO.
2. As a result of the CO determining that errors exist in the original design that cause a Pay Item quantity to change by 15 percent or more.
3. As a result of the contractor submitting to the CO a written request showing evidence of errors in the original design that cause a Pay Item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
MOBILIZATION
Bid unit prices for mobilization shall include demobilization.
Move-in/Move-out. The move-in/move-out allowance will be paid for moving all fully operated equipment, support equipment, and personnel to the point of hire, complete and ready to work, and from the point of release.
No move-in will be paid for replacement equipment.
DAILY RECORD
The Government will maintain a daily record for each piece of equipment showing:
(a) Contract number and bid item number applicable to the equipment.
(b) Name of Contractor
(c) Miles or hours of operation authorized for payment to nearest tenth (0.1) of a mile or quarter (1/4)hour.
(d) Records of actual operation will be maintained by Forest Service COR or inspector. Payments will based on the daily records.
BASIS OF PAYMENT
The daily record will constitute the basis for calculating the sum due the Contractor. Contractor shall submit and invoice for payment at the end of each 15 calendar day period. Payment due the Contractor at the end of each 15 calendar day period will be made as soon after the close of the period as practicable.
BARRICADES, WARNING SIGNS, AND OTHER DEVICES
The Contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Roads closed to traffic shall be protected by effective barricades, and obstructions shall be illuminated during the hours of darkness. Suitable warning signs shall be provided to properly control and direct traffic.
The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points where the new work crosses or coincides with an existing road or trail. All road barricades, warning signs, lights, temporary signals, flagmen and pilot car operators and equipment, and other protective devices, except for special devices, shall conform with Part
VI of the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the Federal
Highway Administration and applicable safety codes.
WEED FREE EQUIPMENT
In order to prevent the potential spread of noxious weeds into the project area, the Contractor shall be required to furnish the Contracting Officer with proof of weed-free equipment.
The following is considered proof of weed-free equipment:
The Contractor will be required to clean all construction equipment (equipment that operates off existing roads) prior to entry on the project area. This cleaning shall remove all dirt and plant parts and material that may carry noxious weed seeds into the project area. Only construction equipment inspected by the COR will be allowed to operate within the project area. All subsequent move-ins of construction equipment shall be treated the same as the initial move-in.
Prior to initial move-in of all construction equipment, and all subsequent move-ins, the Contractor shall make equipment available for inspection at an agreed location.
