Answers to Industry Submitted Questions

Custom Wooden Pallets

The purpose of this amendment is to provide answers to industry submitted questions during the RFI period and revise Attachment 1 (“Attachment 1: 1202SC24Q2716 Multiple Pallets Design Specifications v2”) and Attachment 4 (“Attachment 4: 1202SC24Q2716 Offerors Information v2”). No additional questions will be answered unless deemed in the best interest of the Government by the Contracting Officer.

QUESTION 1: “A couple of the drawings don’t seem to match the written specs. Example: The 32 x 126 Pallet states 2 x 6 x 126 top stringer boards and implies all 2x6 top deck boards. But when I look at the drawing, it appears to be 1x4 stringer boards on top and bottom with 1x6 top lead deck boards and 1x4 top middle deck boards. The bottom picture (end view) also references ¾” thickness for the stringer boards and deck boards. There are similar issues with the 32 x 100 specs. Are you able to provide clarification?”

ANSWER:

Stated dimensions on the drawing are correct. The boards in the drawing are not to scale (see measurements). All top deck boards must be 2x6. A corrected Multiple Pallets Design Specifications document is attached to the solicitation and is incorporated as part of this Amendment 1202SC24Q2716 A00001.

NOTE: the ¾ reference has been stricken from the bottom picture end views of DR0007 and DR0008, below.

QUESTION 2: “do we have to actually make the pallets ourselves?”

ANSWER:

The pallets must meet the specifications in the solicitation; the vendor is not required to make the pallets.

QUESTION 3: “Do all the delivery locations have a dock for deliveries or is lift gate service required? Would you need inside delivery or do the delivery locations have a forklift?”

ANSWER: All delivery locations have delivery docks and forklifts.

QUESTION 4: “Are there written specifications/mil-specs that we are to adhere to in the construction of these pallets? Written specs currently state solid wood. Can you provide any further specification regarding the wood and if it needs any treatment (ie heat/preservative treatments)? Can you provide further specification for the nails on all pallets?”

ANSWER: The specification is for manufacture of pallets fabricated of solid wood free from defects and impurities (manufactured wood-product boards are not acceptable), using industry standard nails and glue. Pallets shall meet construction specifications to ensure they provide a stable and consistent platform when loaded, as per industry standard. Industry standard is a set of requirements or criteria that are generally accepted and followed by members of a specific industry.

NOTE: Some pallets require additional stenciling and/or stain, see “Attachment 1: 1202SC24Q2716 Multiple Pallets Design Specifications v2”.

QUESTION 5: “Can you provide further specification for the hardware and staining for DR#0012?”

ANSWER: The hardware for DR#0012 is 3 EA - 3 1/2" squeak-free door hinges with 5/8" radius. Most durable door hinges should suffice for these crates. Not pictured in the contract but mentioned in the description of DR#0012 is the L-bracket at the type of each corner for extended durability. Oil-based stain (clear or light-colored) is required.

QUESTION 6: “How are these pallets to be bundled and shipped? Is there a minimum qty requirement for each bundle? Do they need to be shipped in a dry van?”

ANSWER: The solicitation states packaging shall be sufficient to prevent damage and ensure safe delivery at destination. Items shall be packaged a manner that ensures acceptance by common carrier if that shipping method is utilized. Quantities per bundle are at the discretion of the vendor. Shipment in a dry van is not required.

QUESTION 7: “Why are we going with aluminum extrusion instead of wood (what triggered this change)?”

ANSWER: The specifications state the pallets shall be fabricated of solid wood.

QUESTION 8: “Will the pallets be part of any other application or interact with anything else besides the material they're holding?”

ANSWER: No

QUESTION 9: “What material will be put on each pallet?”

ANSWER: Fire-fighting equipment and supplies

QUESTION 10: “Why does Pallet DR#0012 have to be oil-coated?”

ANSWER: The pallets must be oil-coated because they may be stored outside.

QUESTION 11: “What environment will the pallets be stored in?”

ANSWER: The pallets will be stored in a variety of indoor or outdoor environments.

QUESTION 12: “Attachment 4 appears to be a repeat of the drawings. Based on the document name, this is likely a mistake. Is there another attachment for the information you need from Offerors?”

ANSWER: The original Attachment 4 has been removed from the solicitation. A revised Offerors Information document is attached to the solicitation as “Attachment 4: 1202SC24Q2716 Offerors Information v2” and is incorporated as part of this Amendment 1202SC24Q2716 A00001.

Question 13: “Can offerors submit CPARS in addition to sending the Past Performance Questionnaires to assessors?”

ANSWER: Offerors are not required to submit CPARS in addition to then Past Performance Questionnaires.

QUESTION 14: “In Attachment 1, DR#0008, there is a reference to block style stenciling, but no indicator of what to stencil. Can you clarify if this item requires stenciling?”

ANSWER: The original Attachment 1 has been removed from the solicitation. A revised Multiple Pallets Design Specifications document is attached to the solicitation as “Attachment 1: 1202SC24Q2716 Multiple Pallets Design Specifications v2” and is incorporated as part of this Amendment

QUESTION 15: “DR#0012 shows "NFES 0609" stenciled on the crate and a label that reads "EMPTY". Are both provided by contractor?”

ANSWER: No stenciling is required on NFES 0609; the “EMPTY” label is not required.

QUESTION 16: “Could you please provide the dimensions or any detailed specifications for the custom wooden pallets?”

ANSWER: The original Attachment 1 has been removed from the solicitation. A revised Multiple Pallets Design Specifications document is attached to the solicitation as “Attachment 1: 1202SC24Q2716 Multiple Pallets Design Specifications v2” and is incorporated as part of this Amendment

QUESTION 17: “Is there anything special we need to fill out on the Past Performance Questionnaire since we have not done business with the Government in the past?”

ANSWER: Per page 32 of 1202SC24Q2716 SF1449 Continuation Sheet: “the Offeror will be required to provide three (3) relevant, in magnitude and scope, Past Performance Questionnaires (see Attachment 3: 1202SC24Q2716 Past Performance Questionnaire).”
