About this file

This is a Clarification Sheet addressing typos and conflicting information in the Water Handling solicitation for 2026 that will be corrected through an administrative modification once current onboarding/rollover modifications are reviewed and signed. The clarifications include corrections to Section D.2.1.2 Equipment Requirements for Wildland Engines: the TYPE 3 minimum standard pressure specification will be updated from 25 psi to 250 psi, and the hose requirement will be clarified to specify "1" Hose (see table for min. quantity)" to remove ambiguity regarding quantity.

The document also addresses conflicting language in Section D.2.1.2(c) regarding chainsaw operations. While the solicitation specifies that engine crews must equip chainsaws with a minimum 18-inch guide bar and 3.0 cubic inch (49 cc) motor, along with required chainsaw kits containing specific safety equipment per USFS Specification 6170-4F, NFPA 1977, and DOT standards, the language permitting chainsaws to be used for tree felling, brush pile compilation, and line cutting conflicts with the stated prohibition against these activities. The clarification sheet indicates that this conflicting highlighted portion will be removed, clarifying that chainsaws may only be used for bucking, limbing, and brush work in low to moderate complexity situations, plus incidental falling in low complexity situations, with all operators adhering to OSHA 1910.266 and OSHA 3151 standards.
