About this file

This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Items (Amendment/Addendum) and associated Questions and Answers document for firetruck upfitting services issued by the Incident Procurement Aviation Branch.

The solicitation number is 1202SA26Q9701/0003, with an original issue date of July 31, 2026, and an amended proposal due date of August 14, 2026 at 1200 MT. The contracting officer is Steven B. Peterson (270-570-8938). The acquisition is a Request for Proposal (RFP) for commercial items with a NAICS code of 811198 (automotive repair and maintenance). Delivery and pickup of 11 vehicles will occur at 3644 Avtech Parkway, Redding, California 96002, with a 120-day period of performance. If the contractor's facility is more than 50 miles away, all vehicles must be trailered. The work involves upfitting firetrucks with emergency lighting, communication systems, and related equipment. All emergency lighting components must have a minimum 5-year factory warranty, with warranty repair costs the sole responsibility of the contractor. The Questions and Answers section clarifies that all 11 vehicles fall into the small grille category (not utility bodied trucks), radios will be Bendix King BKM-150 models, lightbars must be between 48" and 60", and optional items such as armrests and magnetic mic clips are not required. VINs will not be provided to offerors. Offerors must include a capability statement demonstrating understanding of the solicitation, technical proficiency in vehicle upfitting, and a description of place of performance with physical address.

A: Bendix King BKM-150

7. RFP, Section B.2:

Q. To ensure accurate pricing and correct vehicle-specific upfit components, could you please provide the VIN information for each of the 11 vehicles listed in the solicitation? If VINs are unavailable, please confirm whether offerors should quote based only on the door numbers, year, make, model, and upfitting specifications provided in the solicitation.

A: VINs will not be provided.
