For submissions with multiple aircraft, should one file with multiple aircraft be submitted, or a separate file for each aircraft?

For submission with multiple aircraft - Instructions to offeror, which include how/what to submit will answer this question. What will need to submit are included in Section E of the solicitation, starting on page 110 of 120.

One ATA folder per aircraft.

For sensors: if we have an MX-15 with haze penetration, do we have to indicate that capability and where do we indicate that?

Because camera models do have different configuration/options, you should provide the specific build sheet or equivalent for the camera you are offering to assure we are fully aware of how the camera meets and/or exceed the base requirement

Would engines on TBO extension programs such as the MORE program be accepted?

No, please reference the portion of the contract under B-5 (h) which states: Airframe, powerplant, and their associated components that have an OEM published Time-Between Overhaul (TBO) schedule from the manufacturer shall follow that schedule. Extensions to the TBO’s shall not be allowed while operating under this contract unless approved by the OEM. These shall be documented and tracked within the aircraft’s maintenance status sheet.

100LL Is averaging 10.00 per gallon in rural Alaska. Alaska aircraft have typically been wet.

C-20(a)(2) average baseline fuel price is not a requirement for figuring the hourly wet rate of the aircraft offered. The price is only reference to Economic Price Adjustments not hourly wet rate.

The flight rate should be wet, that includes all costs to operate the aircraft including fuel. Base your rate on your average cost of fuel, not the example given in the solicitation.

Take the EPA into consideration when determining your average cost of fuel. Current national average is Jet $6.68, AvGas $6.98. EPA rate is at Jet $7.30 AvGas $6.98

Is the TDFM 9000 or 9300 configuration with 3 FM radios in on controller head to save panel space considered a good option by Forest Service?

We do not recommend any specific radio, however, the TDFM 9000 and 9300 are acceptable per the contract specifications and are currently in use by several fixed-wing and helicopter vendors.

Is there a way to get a flight minimum for 5b? Frequently the flights are 1.0 hours in leg length and the preflight/dispatch process can be over an hour.

There are no guaranties of flight hours under the parent MATOC award or a TORP. However, once an aircraft is ordered per B-22 or B-23 & B-26 it accrues Daily Availability until released and flight rate block to block per B-27.

Is there any data available on the current aircraft on the MATOC?

Yes, please see section B-15 and attachment 2 of the solicitation.

How detailed do you want the equipment list?

See B-5 q. and Exhibit 4 Especially items required to meet mission requirements

Is PED tolerance for Mission 5 and 8 required?

PED Tolerance is required for Missions 1-6. See B-7(a)(1)(xii). Mission 8 is Point to Point and has no specific avionics requirements.

Mission 7 does not require PED. This mission set is Other Special Use Non-Fire light fixed wing operations, which may include things such as passenger transportation to a remote work site

For example, a Cessna caravan comes with hundreds of line items on original equipment, can we just list the major avionics Exhibit 10 (2) (ii) (a) Current copy of charts A, B, and C (USFS configuration, Section D, Exhibit 4) of aircraft weight and balance. Aircraft actual weighing documentation including scales listed by make, model, calibration date, name of individual, signature and certificate number on document that performed weighing.

Chart A shall be a current complete equipment list identifying item nomenclature and part number/model number including items identified in B.7 and B.8.

The equipment list requirements are also referenced for avionics equipment in B-7(c)(6) and mission equipment in B-8(e)(8)

For example, Mission 5 A standard fire detection, does the following statement require high wing aircraft: "All aircraft in this category will have a minimally obstructed viewshed necessary for the FO/SIC position and the aft observer to see the detection area clearly."

No, however aircraft that have no obstruction over minimally obstructed are rated more favorably for the mission category

For Mission 4(A) Sensor Enhanced missions, is the sensor operator required to be physically located on the aircraft? Or, is the USFS open to remote operations of the sensor over a reliable SATCOM link?

On aircraft required.

Could you please confirm the 6B crew configuration. 2 crew or 4 crew. The document states the following: " The minimum crew configuration for the mission of two (2) is:

(i) Flight crew (PIC)

(ii) Primary Aerial Observer (SIC/ FWFM-SU)

(iii) Second (2nd) observer

(iv) Third (3rd) observer" The Second (2nd) Observer and Third(3rd) observer positions are not required but may be offered depending on aircraft configuration and those positions meeting the requirements of the solicitation. Solicitation will be amended to state that the Second and Third observer positions are optional

If we do not have SMS in place currently, does it have to be in place by the time we make the offer by the 15th? Or can we denote that we are building it on the forms and have it ready by award?

The reference and evidence need to be based on items currently in place. We cannot evaluate something that isn't already in place

Are all submitted documents in the proposal considered confidential? For example, will the Ops Manuals and SMS programs remain confidential and not be shared with others?

Yes, Source selection sensitive.

We have had CWN contracts with the USFS but have flown under EU contracts with state agencies.

Shall we include our contracts for the USFS, in addition to our state information, even though we didn't fly under the USFS CWN contracts?

Include references where work was performed.

Are there any specific sensor-equipped aircraft that are particularly in need?

The USFS does not identify specific Makes and Models of aircraft for the National Light Fixed Wing MATOC missions. The aircraft offered will be evaluated against the requirements of the contract.

What are some preferred make and models of aircraft for 3A The USFS does not identify specific Makes and Models of aircraft for the National Light Fixed Wing MATOC missions. The aircraft offered will be evaluated against the requirements of the contract.

I still don’t quite understand the plan to comply with section B.5- if we are currently following an OEM approved 100hr/annual inspection program, do we just submit a letter noting that?

As a suggestion, answer each of the B-5 sub sections individually in the form of a written plan

Manufacture class If there is not an OEM or Commercial course, in house training syllabus is required to show how the mechanic meets the requirements.

How would you like us to address pilots who are still accumulating 25 hours in type on the form?

They will have that prior to observation flights in the spring, but do not yet have the requirements at the time of submission.

Identify how the pilot will meet the requirement prior to being carded by a USFS inspector pilot.

Is there any way we can get a directory of the Forest Service staff that are on the call so that we can reach out if we have anything specific?

Because the solicitation is open, direct conversations between USFS staff and offerors is not allowed.

The intent is to award multiple Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for fixed-wing aircraft operated by qualified and proficient personnel and equipped to meet specifications contained herein.

The guaranteed one-time minimums for each Contract awarded based on highest qualified mission:

• Mission 1, 2 (A and B), 3 (A and B) $10,000

• Mission 4 (A and B and C) $7,500

• Mission 5 (A and B), 6 (A and B), 7 $5,000

• Mission 8 $1,000 The contractor shall provide all necessary resources to provide Light fixed wing support services in accordance with the solicitation.

A-1 DAILY AVAILABILITY AND FLIGHT RATE

Daily Availability Rate: This rate shall cover Flight crew, Mission Sensor Operator (if required by mission task order), Aircraft, sensor (if required by the mission task order), and other fixed costs for a 14-hour period. Per diem will be paid in accordance with GSA travel regulations for authorized crew members. All proposed availability rates shall be evenly divisible by 56.

Hourly Flight Rate-Wet: (Primary) A rate that covers fuel, scheduled maintenance costs (to include travel and perdiem for maintenance personal), data plans (XM Weather, AFF, etc.) (See B-28 for SATCOM), and other use costs associated with the aircraft. The Hourly Flight Rate will be subject to adjustment in accordance with the terms of Clause C-20 Economic Price Adjustment.

Hourly Flight Rate-Dry: A rate that covers scheduled maintenance costs (to include travel and perdiem for maintenance personal), data plans (XM Weather, AFF, etc.) (See B-28 for SATCOM), and other use costs associated with the aircraft, and other use costs associated with the aircraft. Fuel used may be reimbursed on daily invoices within IBS if implemented.

Optional Pilot Rate: A fixed daily rate for Optional Pilot Services to mitigate pilot duty restrictions (36/6) as defined in B-14. This rate is intended to cover one (1) additional pilot for one (1) shift, 14-hour period. Optional Pilots may be ordered to provide 24-hour coverage when ordered by the government.

Optional Mission Sensor Operator Rate: A fixed rate for optional Mission Sensor Operator (MSO) as defined in B-13. This rate is intended to cover one (1) additional MSO for one (1) shift, 14-hour period. An optional MSO may be ordered to provide 24-hour coverage when ordered by the government.

Optional Equipment Rate: The Offeror may offer items or services in addition to those listed below. Where no provision is made for a daily rate (evenly divisible by 14), the cost for furnishing such equipment shall be included in the daily availability rate. Offeror shall provide specifications on the items or services offered. Offered items may be awarded based on the needs of the Government and when prices are determined to be reasonable.

Daily rates for optional additional equipment will be paid only if ordered by the CO/COR. Items offered shall fit within the description below.

When an item does not fall within a description category the vendor shall provide a description/measurement/price for the government to determine value for a mission category:

Pilots performing on this contract shall meet the requirements of Section B-3. All pilots offered will be evaluated in accordance with B-3

A-5 EXCISE TAXES

Excise taxes and segment fees shall be included in your contract price in accordance with (IAW) Federal Acquisition Regulations (FAR) Clause 52.212-4(k) Taxes. The contract price includes all applicable Federal, State, and local taxes and duties.

A-6 PERIOD OF PERFORMANCE (POP)

It is anticipated that any contract(s) resulting from this solicitation will be in effect starting 1 Jan 2024 with three distinct periods. (first period stated Jan 2024) 1st period years 1-3, 2nd period, optional - years 4-6, 3rd period, optional years 7-10 for a total of up to ten (10) years. POP end date 31 Dec 2033.

SECTION B

TECHNICAL SPECIFICATIONS

B-1 SCOPE OF CONTRACT

The intent of this solicitation and any resultant contract is to obtain Call When Needed fixed-wing aircraft operated by qualified and proficient personnel and equipped to meet specifications contained herein. Exclusive Use (EU) aircraft will be selected using Task Order Request for Proposal (TORP) process (C-23). Aircraft and contract personnel will be used for the administration and protection of public lands. Relief personnel may be required to provide daily (7-days per week) coverage during the period of performance/mandatory availability period as specified in the task order.

The aircraft furnished may be used for special use missions supporting fire, project, resource, law enforcement, and point-to-point administrative flights. If the Contractor agrees to perform law enforcement flights, such agreement shall be in writing.

The government has interagency and cooperative agreements with federal and state agencies and private landholders. Aircraft under contract may be dispatched under these agreements for such use.

Aircraft, contract personnel, and equipment will be tasked in one of the following mission configurations and flight profiles:

Mission 1: National Air Tactical-Incident Awareness and Assessment (NAT-IAA)

(1) The mission is to provide aerial supervision and Incident Awareness and Assessment for complex and emerging incident(s) in the wildland and urban interface. The resource provides enhanced situational awareness for the ATGS and incident response and support personnel by producing real- time information for on-scene incident personnel and off-site fire managers.

(2) The minimum crew configuration for the mission of four to six (4-6) is:

(i) Flight crew (PIC/SIC as required)

(ii) Primary Air Tactical Group Supervisor (ATGS)

(iii) Two Mission Sensor Operators (MSO)

(iv) Secondary ATGS or Instructor

(3) ATGS seating positions shall be on the right side of the aircraft, in a location that provides for minimal obstruction by the airframe to the view outside the aircraft (downward looking), while sitting in an OEM seat with the passenger’s shoulder beside the largest window(s) possible, with their seatbelt fastened, their back against the backrest and reach the unobstructed station avionics.

(4) Typical mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 4=840) + Gear (35 x 4=140) = 980 LBS.

(ii) Engine start, taxi and takeoff from 4,500’ MSL at ISA plus 20.

(iii) Climb to 22,000’ MSL pressure altitude

(iv) Cruise 150 nm in under 30 mins,

(v) Descend to working/loiter altitude of 14,500’ MSL pressure altitude

(vi) Loiter for a minimum of 3 hours

(a) Aircraft loiter will average 10,000 AGL (estimated at 70% total mission time) with descent and loiter at 3,500’ AGL (estimated at 30% total mission time) then climb back to sensor altitude.

(b) Loiter at no less than 1.3 Vs1 (Vs1 is defined for this contract as the aircraft configuration you intend to loiter at. (i.e., flaps approach, gear up)),

(c) At no time will the loiter be below blueline, Vyse for multiengine aircraft or less than 1.3 Vs1 for single engine aircraft.

(vii) Aircraft will leave the area of operation climb back to 22,000’ MSL pressure altitude

(viii) Cruise 150 nm in under 30 min

(ix) Land at designated or alternate base with FAA required minimum fuel reserve.

(a) Flight may require an instrument approach to land. reserve.

Altitude Sensors during complex and emerging incident(s) in the wildland and urban interface. The resource provides enhanced situational awareness for the ATGS and Incident Command personnel by producing real-time information. Missions may include fire detection and mapping.

(2) The minimum crew configuration for the mission of three (3) is:

(i) Flight crew (PIC)

(ii) Primary Air Tactical Group Supervisor (ATGS)

(iii) One Mission Sensor Operator

(iv) Secondary ATGS or Instructor

(3) ATGS seating positions shall be at the SIC position. The secondary ATGS/Instructor position shall be on the right side of the aircraft, in a location that provides for minimal obstruction to the view outside the aircraft (downward looking), while sitting in an OEM seat with their shoulder beside the largest window(s) possible, their seatbelt fastened, with their back against the backrest and reach the unobstructed station avionics.

(4) The mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 3=630) + Gear (35 x 4=105) = 735 LBS.

(ii) Engine start, taxi and takeoff from 4,500’ MSL at ISA plus 20.

(iii) Climb to 22,000’ MSL pressure altitude

(vi) Loiter for a minimum of 3 hours.

Mission 4 (A and B and C): Sensor Enhanced – (A) Fire Mapping, (B) Fire Detection, (C) Forest Health Mission 4 (A) and 4 (B):

The mission is to provide Incident Awareness and Assessment using sensors to enhance human awareness during complex and emerging incident(s) in the wildland and urban interface and/or flying predetermined areas for fire mapping as well as fire detection during and after multiple ignition events. This resource provides enhanced situational awareness for incident response and support personnel by producing real-time information.

1. The minimum crew configuration for the mission of three (3) is:

(i) Flight crew (PIC)

(ii) Primary Aerial Observer (AOBS)

(iii) One Mission Sensor Operator

(iv) Secondary AOBS or Instructor

2. The mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 3=630) + Gear (25 x 3=75) = 705 LBS.

(ii) Engine start, taxi and takeoff from 4,500’ MSL at ISA plus 20.

(iii) Climb to 22,000’ MSL pressure altitude

(iv) Cruise 125 nm in under 30 mins,

(v) Descend to working/loiter altitude of 14,500’ MSL pressure altitude,

(vi) Loiter at no less than 1.3 Vs1 (Vs1 is defined for this contract as the aircraft configuration you intend to loiter at. (i.e., flaps approach, gear up)), for a minimum of 3 hours.

(vii) At no time will the loiter be below blueline, Vyse for multiengine aircraft or less than 1.3 Vs1 for single engine aircraft

(viii) Aircraft loiter will be no lower than 4,000’ AGL

(ix) Aircraft will leave the area of operation, climb back to 22,000’ MSL pressure altitude,

(x) Cruise 125 nm in under 30 mins

(xi) Land at designated or alternate base with FAA required minimum fuel reserve

Mission 4 C: Sensor Enhanced Forest Health

1. The mission is to provide resource reconnaissance using RGB, NIR, FLIR, Multispectral, Hyperspectral, and radar sensors to enhance human awareness by flying predetermined project or planning areas/zones pre and post land management actions, and emerging forest health events that require advanced imaging for early detection.

2. The minimum crew configuration for the mission of three (3) is:

(i) Flight crew (PIC)

(ii) Primary Aerial Observer (AOBS)

(iii) One Mission Sensor Operator

(iv) Secondary AOBS or Instructor

3. The mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 3=630) + Gear (25 x 3=75) = 705 LBS.

(ii) Engine start, taxi and takeoff from Sea Level Standard Day.

(iii) Climb to 10,500’ MSL pressure altitude

(iv) Cruise 75 nm in under 30 mins

(v) Descend to working/loiter altitude of 7.000’ MSL pressure altitude,

(vi) Loiter at no less than 1.3 Vs1 (Vs1 is defined for this contract as the aircraft configuration you intend to loiter at. (i.e., flaps approach, gear up)), for a minimum of 3 hours.

(vii) At no time will the loiter be below blueline, Vyse for multiengine aircraft or less than 1.3 Vs1 for single engine aircraft.

(viii) Aircraft loiter/operate between 5,000 and 10,000 AGL.

(ix) Aircraft will leave the area of operation, climb back to 10,500’ MSL pressure altitude

(x) Cruise 75 nm in under 30 min

(xi) Land at the designated base or alternate base with FAA required minimum fuel reserve

(xii) Land with FAA required minimum fuel reserve.

Mission 5 A: Standard Fire Detection

1. The fire detection mission flight profile consists of flying a pre-determined route with flight crew searching for fires line of sight. Flight operations typically occur at 1,000’ to 3,500’ AGL to observe and relay fire size-up information to a local dispatching center.

2. All aircraft in this category will have a minimally obstructed viewshed necessary for the FO/SIC position and the aft observer to see the detection area clearly. Aircraft design must not limit flight profiles requiring steep bank-angles or increased lateral distances from the target area. These undesirable flight profiles increase the distance between the aerial observer and the objective which causes parallax.

3. The minimum crew configuration for the mission of two (2) is:

(i) Flight crew (PIC)

(ii) Primary Aerial Observer (AOBS)

(iii) Secondary AOBS or Instructor

4. The mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 2=420) + Gear (15 x 2=30) = 450 LBS.

(ii) Engine start, taxi and takeoff from 4,500’ MSL at ISA plus 20.

(iii) Climb to 10,500’ MSL pressure altitude

(iv) Cruise 50 nm in under 30 mins,

(v) Descend to working/loiter altitude of 7,000’ MSL pressure altitude,

(vi) Loiter at no less than 1.3 Vs1 (Vs1 is defined for this contract as the aircraft configuration you intend to loiter at. (i.e., flaps approach, gear up)), for a minimum of 2 hours.

(vii) At no time will the loiter be below blueline, Vyse for multiengine aircraft or less than 1.3 Vs1 for single engine aircraft

(viii) Aircraft will leave the project location, climb back to 10,500’ MSL pressure altitude,

(ix) Cruise 50 nm in under 30 mins,

(x) Land at the designated base or alternate base with FAA required minimum fuel reserve
