(c) On-Ramp and Technology Insertion

(1) The purpose of the IDIQ on-ramp is to create an opportunity for new, qualified, emerging Contractors, and for incumbent Contractors, to introduce services or aircraft not available at the time of initial contract award. In addition, there may be an opportunity to compete for additional requirements not identified as firm or optional requirements under the base contract. The intent of the on-ramp is to foster competition for future requirements.

(2) Parties shall mutually agree that the original solicitation, as revised, shall remain open during the life of this contract and, at any time, the Government may award additional contracts for IDIQ requirements.

The ten (10)-year performance period shall be divided into three (3) segments:

(i) Segment 1. First, three (3) years

(A) Original proposal shall contain pricing for three (3) years.

(B) Paper aircraft submitted with original proposal shall be carded by May the following year or paper aircraft shall be removed from award using a unilateral modification.

(ii) Segment 2. Second, three (3) years

(A) Contractors shall provide CWN pricing for the next three (3) years.

(B) If the Government issues a solicitation notice, new Contractors shall be allowed to receive IDIQ CWN awards for the remainder of the contract period of performance.

(C) Existing Contractors shall be allowed to add or remove aircraft.

(D) Paper aircraft shall be allowed and shall be carded by May the following year or paper aircraft shall be removed from award using a unilateral modification.

(iii) Segment 3. Last, four (4) years

(A) Contractors shall provide CWN pricing for the last four (4) years.

(B) If the Government issues a solicitation notice, new Contractors shall be allowed to receive IDIQ CWN awards for the remainder of the period of performance.

(C) Existing Contractors shall be allowed to add or remove aircraft

B-3

(D) Paper aircraft shall be allowed and shall be carded by May the following year or paper aircraft shall be removed from award using a unilateral modification.

(3) Minimum contract requirements, technical acceptability standards, evaluation factors, solicitation terms and conditions, price reasonableness, and basis for award shall remain in full force and effect for each new proposal. Upon award of each additional contract, the Government shall notify all present Contractors of the award, and the new Contractor(s) shall thereafter be eligible to compete with all present Contractors for the award of IDIQ task orders. New mission categories may be introduced by the Government when appropriate.

(4) Expansion of Performance Capabilities: The USFS reserves the right to consider, in the future, expansion of the mission categories covered by the IDIQ portion of the contract, by properly soliciting proposals from all interested sources capable of meeting the requirements in the expanded performance capabilities.

(d) Off-Ramp

The Contractor may determine, during the life of this contract, that aircraft services contracted hereunder are no longer economically viable in the marketplace. In such event, the Contractor may submit a written request to the Government for a no-cost bilateral contract modification to remove the aircraft service and shall do so at least twelve (12) months prior to the proposed discontinuation of services. The Contractor’s request shall include a brief explanation for the discontinuation. In any event, orders existing at the time of notification shall not be affected.
