Solicitation Questions and Answers

General Information: If you are new to contracting with the Federal Government, the Small Business Administration provides assistance in preparing responses to solicitations through their APEX Accelerators program (link below). This is a total small business set-aside and is not specifically set-aside for any socio-economic category.

Question: Under (2) Primary Subject Matter Expert - are all of these requirements to met or a few or just one?

(i) Experience and technical knowledge of parachute system performance, training, and operations in a high-consequence mission context.

(ii) Experience and technical knowledge in transitioning a high-consequence mission operational group successfully through a change of parachute system and the accompanying elements of transitioning the program (e.g., training, plans, personnel, loft, operations, safety, leadership) through the change.

(iii) Experience and knowledge of developing and implementing change management plans and transition plans in a high-consequence mission context.

(iv) Ten (10) years of experience in either civilian or military jump operations.

(v) Five (5) years of experience as an operational parachute systems instructor/trainer.

(vi) Five (5) years of experience as a rigger and loft operations.

(vii) Five (5) years of experience in high-consequence mission operational context leadership in either civilian or military jump operations.

Answer: All requirements must be met.

Question: The Program Manager and Primary SME may be integrated, but can Program Manager, Primary SME, and Technical Writer all be the same person?

Answer: Yes, they can all be combined, but the Agency would prefer different individuals with different perspectives and experience.

Question: Can you share any information on what a competitive cost would be for this contract?

Answer: Cost/price data cannot be shared, at this time. The awardee’s overall price will be published to SAM.gov after the purchase order is awarded.

Question: [C]an you have more than one active contract with the USFS? As in, hypothetically, if we were awarded the Smokejumper contract, could we also be either a) be awarded a second contract for separate and distinct work or b) could we receive payment for services provided in a specific region/forest that were unrelated to the contract?

Answer: Yes, you may have more than one contract with the Forest Service at any given time. For example, there are helicopter contractors who have multiple contracts with the Forest Service, but each contract is for a specific size of helicopter (type 1, 2, or 3 in the Forest Service’s world) within each contractor’s fleet.

Answer: The RFQ was posted on 2 August 2023 which included the PWS and response deadline.

Question: When will the government release the RFQ?

Question: What is the due date for RFQ submissions?

Question: Are there other contracting opportunities in your agency?

Question: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

Answer: This is a new requirement so there is no incumbent.
