Contractor Requests for Clarification

Solicitation No. 1202SA21Q9507

National CWN Helicopter Services

Page 5 - #3 (d)(5) requires attending short haul training session. Can that happen post award? Besides our travel and lodging expenses are there any costs to attend?

The awarded vendor will attend the Region 5 short haul LE&I training Post Award. There is no Forest service specific training that needs to be attended to bid.

Page 2 A.1 shows 900 pound HOGE-Jettionable at 5,000’ and 30C however on page 4 #1 and #3 both say

HOGE non-jettisonable 7,000 and 30C.

The correct contracted Helicopter Equipped Weight shall have the capability of: 7000’ 30C and 900lbs non-jettisonable.

It also says to apply “increased weight reduction” in #3 (a), is there a different download or are we using

Exhibit 12 from CWN contract?

The correct weight reduction is the one found in Exhibit 12 in the CWN contract. “Hourly Flight Rates, Fuel Consumption, and Weight Reduction Chart Effective May, 16 2020 for contract awarded 2018-2021

(CWN/Exclusive Use)”

Pg 2 - Section A.1 of the solicitation, ITEM NO. 1, CAPABILITY OF: states aircraft must be capable of 900 lbs at 5,000 feet and 30 degrees Celsius jettisonable. On Pg 4 - #1 Aircraft Minimum Performance states the helicopter shall exceed 900 lbs payload (non-jettisonal be) at 7,000 feet and 30 degrees

Celsius. Please confirm which pressure altitude we should be using for calculating performance capability and please confirm if we should be calculating jettisonable or non-jettisonable.

The correct contracted Helicopter Equipped Weight shall have the capability of: 7000’ 30C and 900lbs non-jettisonable.

Does the government require the offeror to have an FAA approved HEC program at time of submittal?

Does the government require a copy of the offeror’s FAA approved HEC program manual?

The Region 5 Short haul program operates under a PAO and it is not requiring a FAA approved HEC program. The offeror must have a FAA part 133- rotorcraft certificate.

Pg. 8 - Section #4 requires an A-Star to be configured as a left-handed drive. Could the government clarify the reasoning behind this requirement, as currently over 90% of short-haul contracts are done with A-Stars with right-hand drive helicopters including other short-haul contracts in the State of

California? The focus is to ensure pilot visibility of load, with the floor window or doors off operation the

PIC has sufficient view of the load. Will the USFS allow right-hand drive A-Stars as long as they have the floor window installed?

The Region 5 LE&I Short Haul system does not utilize a spotter onboard the helicopter and is requiring

Direct Vertical Reference. The referenced floor window does not allow for the pilot to see the humans throughout all phases of flight without utilizing the mirrors. Therefore the A-Star would need to be left-hand drive .
